AbstractThe Afrotropical species of the genus Pristaulacus Kieffer, 1900 are revised and illustrated for the first time. Four species are recognized: P. africanus (Brues, 1924), P. pilatoi sp. n. and P. thoracicus (Westwood, 1841), from the Republic of South Africa, and P. smithi sp. n. from Zimbabwe and Mozambique. P. thoracicus (Westwood), comb. n., is transferred from Aulacus Jurine. The previously unknown male of P. africanus (Brues) is described for the first time and additional data on the distribution of this species are given. A key to the species of Afrotropical Pristaulacus is provided.

The history of local government in South Africa dates back to a time during the formation of the Union of South Africa in 1910. With regard to the status of local government, the Union of South Africa Act placed local government under the jurisdiction of the provinces. The status of local government was not changed by the formation of the Republic of South Africa in 1961 because local government was placed under the further jurisdiction of the provinces. Local government was enshrined in the Constitution of the Republic of South Africa arguably for the first time in 1993. Under the interim Constitution local government was rendered autonomous and empowered to regulate its affairs. Local government was further enshrined in the final Constitution of 1996, which commenced on 4 February 1997. The Constitution refers to local government together with the national and provincial governments as spheres of government which are distinctive, interdependent and interrelated. This article discusses the autonomy of local government under the 1996 Constitution. This it does by analysing case law on the evolution of the status of local government. The discussion on the powers and functions of local government explains the scheme by which government powers are allocated, where the 1996 Constitution distributes powers to the different spheres of government. Finally, a conclusion is drawn on the legal status of local government within the new constitutional dispensation.

Five species of insectivorous bats are reported for the first time from the Kruger National Park. One of these, Pipistrellus anchietai, represents a new record for the southern African Subregion, and two species, Laephotis botswanae and Nycteris woodi are recorded for the first time for the Republic of South Africa. The remaining two species, Eptesicus melckorum and Tadarida ansorgei are first records of ' occurrence for the Transvaal. The species richness of the bat fauna of the Kruger National Park, and particularly of the Pafuri area, is reviewed.

New records are presented based on a collection of Campylopus specimens made by the second author in the Western Cape Province of South Africa. . The austral species Campylopus clavatus (R. Brown) Wils. in Hook. and Campylopus vesticaulis Mitt. are reported for the first time for Africa, and Campylopus acuminatus Mitt. var. kirkii (Mitt.) J.-P. Frahm is recorded for the second time for Africa. Campylopus arctocarpus (Hornsch.) Mitt. ssp. madegassus (Besch.) J.-P. Frahm is reported for the first time for the Republic of South Africa, and this is the southernmost record of this species. Campylopus simii Schelpe is not synonymous with C. julaceus Jaeg. ssp. arbogastii (Ren. & Card.) J.-P. Frahm but combined here as new as a variety of C. pilifer Brid.

The article gives 70 Pterophoridae species of nature reserves and national parks of KwaZulu Natal province, Republic of South Africa. New taxonomic combinations are revealed, new data on the distribution of Plume moths in the Republic of South Africa are indicated. New generic combinations were established for two species of Marasmarcha ammonias (Meyrick, 1909) and Sphenarches erythrodactylus (Fletcher, 1911). 7 species are recorded for the first time for the province of KwaZulu Natal.

Data on the distributions of seven species of bats in South Africa are discussed. Four species, Hipposideros commersoni, Pipistrellus rueppellii, Tadarida ansorgei and T. fulminans are reported for the first time from South Africa and all but T. @ ansorgei from the Kruger National Park. Rhinolophus simulator and Kerivoula lanosa are recorded for the first time from the Kruger National Park. The subspecies relationship of Eptesicus hottentotus in the eastern part of South Africa is reviewed.

The present study provides a review of 26 Alucitidae species of the Republic of South Africa. 5 species are reported for the first time for the fauna of RSA. New synonymies are established for 3 species: Alucita brachyzona (Meyrick, 1920) is synonymized under Alucita tesserata (Meyrick, 1918), and Alucita megaphimus (Hering, 1917) and Alucita loxoschista (Meyrick, 1931) are synonymized under Alucita seychellensis (T.B. Fletcher, 1910). The type localities, general distribution in RSA and in its provinces are given.

On a recent collecting expedition in the Kruger National Park, the occurrence of seven species of small mammals (one shrew and six bats) within the confines of this sanctuary was confirmed for the first time. One species (Pipistrellus rusticus) is reported for the first time from within the borders of the Transvaal, whereas another species (Myotis bocagei) is reported for the first time for the Republic of South Africa. The seven species are briefly discussed and the collections where the specimens have been accessioned are indicated.

A synopsis of the Cis Latreille, 1796 from southern Africa is provided, with the description of 10 new species: Cis bicaesariatus sp. n., Cis foveocephalus sp. n., Cis grobbelaarae sp. n., Cis lacinipennis sp. n., Cis makrosoma sp. n., Cis mpumalangaensis sp. n., Cis parvisetosus sp. n., Cis tessariplacus sp. n., Cis umlalaziensis sp. n. and Cis westerncapensis sp. n. The introduced species Cis fuscipes Mellié, 1849 is recorded for the first time from the Republic of South Africa. New geographic records are provided for the following species: Cis neserorum Souza-Gonçalves & Lopes-Andrade, 2017; Cis regius Orsetti & Lopes-Andrade, 2016 and Cis stalsi Souza-Gonçalves & Lopes-Andrade, 2017. Most southern African Cis are placed in available or newly proposed species-groups and a provisional identification key is provided.

The acceptance of the 1996 Constitution of the Republic of South Africa must be seen as a historical event. For the first time in its history this country is governed by a widely accepted democratic Constitution. The chapter on fundamental rights is also a new contribution to government in South-Africa. Although the final draft of the Constitution was endorsed by the vast majority of political parties and communities, criticism from various groups was also heard. This article is an attempt to evaluate the Constitution from a Reformed theological-ethical point of view. Attention is paid to the principles of justice, order and religious freedom, and the way in which these principles manifest in the Constitution. The task of the Church in the promotion of a culture of democracy and human rights is also emphasised.

The comparative analysis of dynamics of primary and repeated disability owing to the diseases caused by HIV infection in to Moscow, St. Petersburg allowed to reveal the following: increase in number of persons, for the first time recognized as disabled people (FTRDP) and repeatedly recognized as disabled people (RRDP), their specific weight in structure of disability, an indicator across Moscow is higher, than in St. Petersburg and prevalence in structure of persons of young age with a trend of their increase, growth of levels of primary and repeated disability; extensive and intensive indicators across Moscow are higher than in St. Petersburg. The second place in structure of VPI and PPI was occupied by disabled people of middle age with a trend of increase in their specific weight, indicators across St. Petersburg are higher than across Moscow. In Moscow disabled people of the III group with a tendency to reduction of their specific weight prevailed; in St. Petersburg - disabled people of the II group. Extensive and intensive indicators at the I group of disability for 2013-2017 across St. Petersburg are higher, than in Moscow. The indicator of incidence of HIV infection in Russia for the first half of the year 2018 was 32.5 cases on 100 thousand population, from them - 50.9% of cases are registered in 13 territorial subjects of the Russian Federation including to Moscow. The total number of the infected HIV in Russia makes 1.3 million Russia takes the 3rd place after the Republic of South Africa and Nigeria on the speed of identification of new cases of HIV infection on growth rate. Indicators across Moscow - 23.4 cases on 10 thousand population (2901 persons), in St. Petersburg - 43.8 (2311 people).
