New records are presented based on a collection of Campylopus specimens made by the second author in the Western Cape Province of South Africa. . The austral species Campylopus clavatus (R. Brown) Wils. in Hook. and Campylopus vesticaulis Mitt. are reported for the first time for Africa, and Campylopus acuminatus Mitt. var. kirkii (Mitt.) J.-P. Frahm is recorded for the second time for Africa. Campylopus arctocarpus (Hornsch.) Mitt. ssp. madegassus (Besch.) J.-P. Frahm is reported for the first time for the Republic of South Africa, and this is the southernmost record of this species. Campylopus simii Schelpe is not synonymous with C. julaceus Jaeg. ssp. arbogastii (Ren. & Card.) J.-P. Frahm but combined here as new as a variety of C. pilifer Brid.

A population of Xiphinema bolandium from the Baviaanskloof Wilderness Area in the Eastern Cape Province was studied, and the four juvenile stages described and figured for the first time. New distribution records are listed from several localities in the Western Cape Province, mostly from vineyards and peach orchards, as well as from fynbos.

Krimpsiekte (the syndrome associated with chronic cardiac glycoside poisoning) was purportedly induced by Ornithogalum toxicarium in the Karas mountains area of Keetmanshoop, Namibia. This chinkerinchee species was previously linked to a condition known as 'kwylbek' krimpsiekte in small stock in the Beaufort West district of the Western Cape Province, South Africa. In a dosing trial, respiratory distress, tachycardia and sternal recumbency were observed in 2 sheep drenched with fresh plant material. A fluorescence polarisation immunoassay (FPIA) detected the presence of a substance that cross-reacted with digoxin antibodies in some of the plant material collected at Keetmanshoop and Beaufort West. This is the first time that apparent cardiac glycoside poisoning was induced by a southern African chinkerinchee species. The presence of the cardiac glycoside-like substance in O. toxicarium requires further chemical verification.

Background Common names are frequently used inconsistently for marine annelid species used as bait in the peer-reviewed literature, field guides and legislative material. The taxonomy of many such species based on morphology only also ignores cryptic divergences not yet detected. Such inconsistencies hamper effective management of marine annelids, especially as fishing for recreation and subsistence is increasing. This study investigates the scale of the problem by studying the use and names of bait marine annelids in the Western Cape Province of South Africa. Methods Fifteen recreational and six subsistence fishers at 12 popular fishing sites in the Western Cape Province donated 194 worms which they identified by common name. Worms were assigned scientific names according to a standard identification key for polychaetes from South Africa, and mitochondrial cytochrome oxidase I (COI) amplified and sequenced. Results This study identified 11 nominal species known by 10 common names, in the families Siphonosomatidae, Arenicolidae, Sabellaridae, Lumbrineridae, Eunicidae, Onuphidae and Nereididae. Cryptic diversity was investigated through employing mitochondrial COI sequences and these data will facilitate future identifications among widely distributed species. Several species (Siphonosoma dayi, Abarenicola gilchristi, Scoletoma species, Marphysa corallina, Lysidice natalensis, Heptaceras quinquedens, Perinereis latipalpa) are reported as bait for the first time, and while the names blood- and moonshineworms were consistently applied to members of Arenicolidae and Onuphidae, respectively, coralworm was applied to members of Sabellaridae and Nereididae. Analysis of COI sequences supported morphological investigations that revealed the presence of two taxonomic units each for specimens initially identified as Gunnarea gaimardi and Scoletoma tetraura according to identification keys. Similarly, sequences for Scoletoma species and Lysidice natalensis generated in this study do not match those from specimens in China and India, respectively. Further research is required to resolve the species complexes detected and also to refine the use of names by fishermen over a wider geographic range.

Agistemus collyerae Gonzáles-Rodrigues (Stigmaeidae) is reported for the first time in South Africa on grapevines in the Western Cape Province. We investigate a possible introduction pathway of this mite as a contaminant on imported agricultural goods. Based on South African interception data, we report new country records of A. collyerae in the USA, Chile, Yemen, Spain and France. We re-describe it based on the South African specimens, including first-time descriptions of the male and deutonymph. Female specimens have shorter dorsal setae than those documented in the original descriptions, but we do not consider this enough evidence to justify a new species.

The Swartberg Nature Reserve is situated in the Large Swartberg mountain range, in the Oudtshoorn district of the Western Cape Province. Spiders were collected from the reserve over a 10-year period. This is one of the inventory projects of the South African National Survey (SANSA) for spiders of the Succulent Karoo Biome. A total of 45 families comprising 136 genera and 186 species were collected, all which are new records for the area. This represents about 9.4 of the total known South African spider fauna. Of the spiders collected 142 species (76.5 ) were wanderers and 44 (23.5 ) web dwellers. The plant dwellers comprised 43.3 of the total number of species and the ground dwellers 56.7 . The Gnaphosidae was the most diverse family represented by 33 species, followed by the Salticidae with 23 and Thomisidae with 15. Ten species are possibly new to science and the Filistatidae is a first record for South Africa. An annotated checklist with information on the guilds, habitat preference and web types are provided.

Phlyctinus callosus (Schoenherr, 1826) (Curculionidae, Entiminae, Oosomini) is a species native to the Western Cape province of the Republic of South Africa. It is regarded as a key pest of orchards and vineyards. Detailed observations of its morphology and ecology have shown this species to be a complex of closely related species. In this study we describe the species of this complex, provide morphological and molecular diagnostic tools to distinguish between species, and review their distribution and host plant associations. In all, six species are recognized in the P. callosus complex and five are described as new (P. grootbosensis Haran sp. nov., P. xerophilus Haran sp. nov., P. planithorax Haran sp. nov., P. littoralis Haran sp. nov., P. aloevorus Haran sp. nov.). Sequences of the mitochondrial gene used (cytochrome oxidase I, COI) indicated that P. xerophilus Haran sp. nov. might comprise several cryptic species for which stable morphological features could not be identified at this stage. The species of the genus Phlyctinus appear to be primarily associated with various Asteraceae found in humid, sandy and disturbed habitats.

The history of local government in South Africa dates back to a time during the formation of the Union of South Africa in 1910. With regard to the status of local government, the Union of South Africa Act placed local government under the jurisdiction of the provinces. The status of local government was not changed by the formation of the Republic of South Africa in 1961 because local government was placed under the further jurisdiction of the provinces. Local government was enshrined in the Constitution of the Republic of South Africa arguably for the first time in 1993. Under the interim Constitution local government was rendered autonomous and empowered to regulate its affairs. Local government was further enshrined in the final Constitution of 1996, which commenced on 4 February 1997. The Constitution refers to local government together with the national and provincial governments as spheres of government which are distinctive, interdependent and interrelated. This article discusses the autonomy of local government under the 1996 Constitution. This it does by analysing case law on the evolution of the status of local government. The discussion on the powers and functions of local government explains the scheme by which government powers are allocated, where the 1996 Constitution distributes powers to the different spheres of government. Finally, a conclusion is drawn on the legal status of local government within the new constitutional dispensation.
