AbstractThe first Chinese migrants came to the Namibian border boom town Oshikango in 1999. Today, there are over 100 shops which sell Chinese goods to Angolan traders in that town of only around 10,000 inhabitants. This article describes their way of doing business and the economic interactions between migrants and the host society. By reacting to the host society's reaction to them, Chinese shopkeepers in Namibia are gradually developing into a migrant society with a distinct social structure. In an increasingly hostile political climate, Chinese entrepreneurs are faced with stronger regulation. This has not had the intended effect of pushing shopkeepers into manufacturing. Instead, it has sharpened social stratification among migrants, with traders better connected to Namibian authorities using their connections as an additional resource. In an optimistic view, the alliance between successful Chinese and Namibian actors could be the germ for a spill-over of Chinese entrepreneurial success; in a pessimistic view, it will create additional rents for some Namibians and give migrants the leverage to evade regulations.

Migrants’ self-assessments refer to their perceptions of social mobility and positioning. These assessments are often ambivalent and counterintuitive for observers. To overcome contradictory first impressions, we propose a comprehensive approach to migrants’ self-assessments that goes beyond the opposition between objective and subjective social mobility and links the transnational context, various social spheres, actors’ migratory projects, and their reflexivity. The empirical materials in this article draw on two studies on Chinese migrants in France and confront the trajectories and viewpoints of undocumented migrants and international students. Beyond the differences between their experiences and their legal, economic, and social statuses in France and China, we highlight several common points: First, both groups considered migration a lever to improve their social status. Second, their evaluations link their regions of origin and destination as well as various social spheres. Third, in a transnational context, many factors at different scales influence migrants’ subjective self-assessments of the success or failure of their migration. The migrants’ assessments can vary according to their emphasis on professional, personal, or family trajectories, or on their choice of reference groups. They are shaped by the complexity of translations of status from one country to another and by rapid social transformation in China. Thus, many interviewees estimate that they are simultaneously in situations of social progression and regression.

Lyon Playfair was a champion of scientific and technical education who was professor of chemistry at Edinburgh University before serving as a Liberal M.P., initially for a Scottish university seat, from 1868 to 1892. This article looks mainly at his role in debates on the Education Act of 1872 and the bills which preceded it. Playfair sought to define the democratic traditions of Scottish education, especially emphasising the legacy of John Knox, and to adapt them to the new national system. He idealised the direct connection between parish schools and universities, and the opportunities available to talented boys, using newly available statistics to support his case. He also contributed to the shaping of Scottish secondary education, and to establishing the modern idea of social mobility through educational merit. When the Scottish Office was established in 1885, Playfair opposed the devolution of education and this dissent led him to move to an English seat. His career has a wider interest for the history of Scottish politics in the age of Gladstone.
