At present, community pension has become a new type of pension. However, with economic development and social transformation, our country has entered a special period of diversified interests and complex contradictions. Environmental mass incidents show a high incidence trend. "Dilemma." This article uses a new perspective of behavioral public management to analyze the interaction between the government and the public in the decision-making process of environmental projects, and draws the conclusion of "two transformations": the cognitive framework of "public management". Scientific understanding is needed. Transform into the cognitive framework of "public epistemology"; accordingly, the interactive mode of the one-way role of the government and the people and the intermediary influence of experts needs to be transformed into the two-way role of "public epistemology". Based on the interactive mode in which the government, the people and experts play a regulatory role, it is recommended to transform the path dependence of government decision-making led by bureaucratic experts and technical experts into completely democratic decision-making.

Esta pesquisa tem como objetivo apresentar resumidamente os itens metodológicos utilizados para elaboração de um modelo de avaliação da qualidade dos serviços prestados pelas instituições de ensino superior, denominado PHERFFO (Performance Higher Education Poffo), a qual trata-se de uma continuidade à pesquisa de Poffo e Verdinelli (2017). Neste sentido, para a construção e validação do modelo de avaliação da qualidade de serviços educacionais buscou-se, primeiramente, traçar uma revisão de literatura baseada em teorias já validadas por diversos autores, como Parasuraman, Berry e Zeithaml (1985, 1988), Cronin e Taylor (1992), Abdullah (2006), Anil e Icli (2014), Dias Sobrinho (2010) e os instrumentos de avaliação do MEC/INEP, dentre outros estudos. Como resultado foi proposto um modelo que se divide em nove dimensões: Reputação Mercadológica, Segurança, Atendimento Administrativo, Relacionamento Interpessoal, Infraestrutura, Oportunidade de Carreira, Aspectos Educacionais, Aspectos Acadêmicos e Transformação Social. Conclui-se que traçar um panorama confiável, através de um modelo de avaliação da qualidade do serviço entregue, é o primeiro passo para aprofundar as discussões acerca da qualidade do Ensino Superior brasileiro. This research aims to briefly present the methodological items used to develop a model for evaluating the quality of services provided by higher education institutions, called PHERFFO (Performance Higher Education Poffo), which is a continuation of Poffo's research and Verdinelli (2017).  In this sense, for the construction and validation of the model for evaluating the quality of educational services, we sought, firstly, to draw up a literature review based on theories already validated by several authors, such as Parasuraman, Berry and Zeithaml (1985, 1988), Cronin and Taylor (1992), Abdullah (2006), Anil and Icli (2014), Dias Sobrinho (2010) and the MEC/INEP assessment instruments, among other studies. As a result, a model was proposed that is divided into nine dimensions: Marketing Reputation, Security, Administrative Service, Interpersonal Relationship, Infrastructure, Career Opportunity, Educational Aspects, Academic Aspects and Social Transformation. It is concluded that drawing a reliable panorama, through an evaluation model of the quality of the service delivered, is the first step to deepen the discussions about the quality of Brazilian Higher Education.

Teaching is not only a traditional role of universities, but it remains one of the most critical missions of them. The pedagogy used in teaching determines if learning will be transformational or just transactional. Transactional learning has continually increased university graduates who become a problem to the community instead of being a source of solutions to the community problems. This study introduces service-learning as a transformational learning pedagogy that empowers students to identify problems in their community and enables them to work with the community as co-creators to solve the myriad challenges that the communities battle with daily. The study provides empirical evidence of how the service-learning model is used as an education pedagogy in the informal settlements of Nairobi to train slum dwellers in civic education and development. The study adopted a qualitative approach. The study's findings demonstrate that service-learning enables students to acquire knowledge and skills to deploy in their communities. It provides evidence on how service-learning can be modelled for transformative education. The study results reveal how service-learning as a teaching pedagogy can contribute to students' personal transformation and the social transformation of the community.

The article analyses the influence of the religious factor on the internal processes of nation-state consolidation in Ukraine and on the causes and consequences of the Russian-Ukrainian conflict. The division of the Ukrainian Orthodoxy into three branches (UAOC, UOC-KP and UOC-MP) did not allow the Church to become a consolidating factor in the formation of a nation-state in independent Ukraine and a generator of social transformation. The situation may change for the better after the creation of the Autocephalous Orthodox Church of Ukraine in 2018.

This article is a discussion on the Platonic concept of dialogue as comedy. Plato’s Cratylus: The Comedy of Language (Ewegen, 2014) was used as the central source for this article, which can provide the basis for positions on this issue in Latin America such as those exposed by Professor Buarque (2011) in our region and more generally by Gregorio Lury et al. (2018) in Ibero-America. In addition to the aforementioned work, a comparison with Plato’s writing was made using a hermeneutic methodology based on Plato’s writings and his multiples references to laughter throughout his work, in addition to Gadamer’s clear interpretations of the work as a whole. This manuscript aims to accurately establish the existence of a Platonic commitment that is much closer to tragedy than comedy as a genre of interpretation. Thus, although there are sections entirely devoted to laughter in which Plato’s humor can be appreciated, it cannot be the key to interpreting Plato’s work, at least from the perspective of Ewegen’s approach, which must be understood as an educational project, that is, a social transformation project.

This study sought to establish the moderating effect of social entrepreneurs’ gender on the contribution of social enterprises to social transformation in Kiambu County, Kenya. The study used a descriptive survey design guided by mixed methods research on 322 sampled social enterprises drawn from a target population of 1944 social enterprises distributed across the 12 sub-counties of Kiambu County. Data were collected using survey questionnaires and interview guide instruments.  A simple random sampling technique was used to get the proportionate sample for each stratum.  In data analysis, both descriptive statistics (mean, percentages, standard deviation and frequencies) and inferential statistics (correlation and regression analysis) were applied. The findings showed the influence of the independent variable on the dependent variable being explained by R of 0.568. The findings also revealed that social entrepreneurs’ gender was likely to have an effect on the relationship between social entrepreneurship and social transformation of R2 = 0.322. By the estimates of the F-test, social entrepreneurship was found to predict social transformation by F (3, 281) = 77.330, p<.05.

Women entrepreneurs have significant impact on the economic development in global aswell as national context. Capacitating women with entrepreneurial qualities have remainedkey to social transformation especially in developing countries. The paper presents theresults of a study conducted in Kerala during 2020-21 to analyse the determinants ofwomen’s entrepreneurial performance related to agricultural enterprises. Seventy womenentrepreneurs involved in agricultural ventures randomly selected from the 14 districts ofKerala formed the study sample. Analysis of data collected based on a pretested structuredinterview schedule indicated mushroom and value addition enterprises as the most successfulenterprises among women. It was estimated that these enterprises took three and six monthsrespectively and production levels of 1872 kg and 1462 kg each in the order to reach break-even points. Mass media contact and stage of enterprise were the factors which weredelineated as the factors that contributed significantly to the period taken to achieve thebreak-even point by the women led enterprises.
