Thereis perhaps no more fitting way to honor Vernon Lidtke than to demonstrate, in the form of this essay, that the questions he posed to his students years ago continue to provide a grid for contemplating and analyzing historical subjects, both familiar and new. One such question involved the impact of one concept's transformation upon another: would class persist as a crucial historical category once it had confronted the differences of gender? This question preoccupied me in previous work and I return to it here, taking stock of that which has changed since I first contemplated this question, in the fields of both German and European gender history. Another question that remains an object of debate is the longer-term trajectory of the history of women and gender: how might we define the point at which its work of subversion or revision is complete? What directions might this field take once “mainstream” histories have successfully incorporated its findings? This essay aims to compare the ways in which the keywords class, citizenship, and welfare state have been redefined, expanded, or circumscribed through the turn to culture, language, and gender. This comparative exercise allows me to expand Vernon's original questions to include citizenship, the critical concept in my more recent scholarship, and to review the potentials and promises of main-streaming across the so-called Atlantic divide.

In this paper, we will explore how contrasting national discourses relating to women, and gender equality have been incorporated into and reflected in national policies. In the first section, we will outline the recent history of EU equal opportunities policy, in which positive action has been replaced by a policy of 'mainstreaming'. Second, we will describe the evolution of policies towards women and equal opportunities in Britain and France. It will be argued that whereas some degree of positive action for women has been accepted in Britain, this policy is somewhat alien to French thinking about equality - although pro-natalist French policies have resulted in favourable conditions for employed mothers in France. In the third section, we will present some attitudinal evidence, drawn from national surveys, which would appear to reflect the national policy differences we have identified in respect of the 'equality agenda'. In the fourth section, we will draw upon biographical interviews carried out with men and women in British and French banks in order to illustrate the impact of these cross-national differences within organizations and on individual lives. We demonstrate that positive action gender equality policies have made an important impact in British banks, while overt gender exclusionary practices still persist in the French banks studied. In the conclusion, we reflect on the European policy implications of our findings.

The recognition that gender plays an overwhelming role in shaping an individual’s socialization, educational and vocational opportunities, and spiritual and creative endeavors has changed how many scholars approach and interpret their research data. Before the last quarter of the 20th century, with some exceptions, most studies of Judaism and the Jewish experience had little to say about differences between men’s and women’s lives and status. It was only in the 1970s and 1980s, influenced by methodologies emerging from women’s studies, that scholars of Jewish law and practice, history, literatures, thought, mysticism, religious movements, and cultural production began to use gender as a category of analysis. This attention to women and the ramifications of gender were driven in great part by the unprecedented number of women who were than entering doctoral studies and undertaking academic careers in numerous areas of Jewish studies. In recent decades, many female and male scholars have explored the constructions and consequences of gender in Jewish societies of many times and places. At the same time, popular interest in women and gender has grown as a result of the feminist movement of the last third of the 20th century and its impact in expanding women’s personal and professional options. In the Jewish community, a burgeoning interest in scholarly analyses of Jewish women and their activities and representations has accompanied the ordination of women as rabbis and cantors in many Jewish religious movements; the expansion of intellectual, spiritual, and leadership roles for women in many synagogues and communal organizations; and an increased attention to the education of girls and women in all forms of contemporary Judaism. These developments, in turn, have promoted significant anthropological and sociological studies analyzing the impact of these changes. Interest in Jewish gender relations and cultural constructions of male identity in various Judaisms is a more recent development. However, increasing numbers of researchers are investigating how the relatively rigid roles mandated for men and women in rabbinic Judaism and performed in Jewish legal, religious, and social life over the centuries have defined the expectations that Jewish women and men have projected onto the gendered self and the gendered other. This article principally gathers English-language book-length studies and published collections of essays that focus on the contemporary Jewish community and the Jewish past from the biblical era through the 20th century. With a few exceptions, the large body of anthologies and monographs addressing Jewish literatures and gender is not discussed here.

The European Union (EU) is one of the world’s most important policy promoters for gender equality. This article examines the benefits and limitations of EU gender equality policy making in two Western Balkan countries, Croatia and FYR Macedonia. Besides analyzing specific gender policy developments that can be attributed to the EU, particular focus is put on the women’s movement activists’ perceptions of the impact that accession may have on women and gender equality. The study demonstrates that while the Croatian and Macedonian EU accession processes have been beneficial to the introduction of new gender legislation and institutional mechanisms for the advancement of gender equality, the EU gender strategy has also shown serious limitations. Among these—and perhaps the most fundamental—is the strong contrast between stated goals and their actual implementation. I argue that unless profound institutional changes as well as changes in political culture take place in Croatia and Macedonia, the poor compliance with EU gender equality norms and policies will be hard to overcome.

This Thematic Conversation will assess the impact and changes in a significant and ongoing debate within women and gender studies and related disciplines. This debate concerns the insider vs. externalobserver in the study of and/or teaching on women and gender of the Middle East. Within anthropology it isdescribed as the emic vs. the etic approach to observation and understanding. Now that a broad and varied body of data and publications on the topics of women and gender of the Middle East has appeared in the last quarter of the twentieth century, it is fitting that transformations in the methodologies of research, academic di scourses about these topics, and pedagogical approaches should have occurred in various ways. The intent of the Conversation will be to assess the value of the emic/etic debate in different areas of this multidi sciplinary field and consider whether recent versions of this debate can further new directions for research (or new approaches to teaching on women/gender).

AbstractOn the 31 October 2000 UNSC Resolution 1325 was adopted. The resolution provided for a range of measures aimed at the inclusion of women in the prevention, management and resolution of conflict. In particular, several of the resolution's provisions addressed the role of women and gender in peace negotiations and agreements. This article examines whether and how Resolution 1325 has impacted on the drafting of peace agreements. We analyse explicit references to women and gender in peace agreements from 1990 to 2010, providing a quantitative and qualitative assessment of the extent to which women and gender are addressed. We conclude by using our findings and analysis to address the relationship of feminist intervention to international law, and debates around the strategies and trade-offs which underlie feminist promotion and use of UN Security Council Resolutions in particular.
