Drawing on feminist theories of parenting and the welfare state, I analyze experiences of diaper need as a case of how gender, class, and race inequalities shape the social organization of caregiving and limited policy responses. Data from in-depth interviews with 70 mothers who experienced diaper need and 40 diaper bank staff revealed obstacles low-income mothers face in managing lack of access to children’s basic needs and how gendered assumptions of parental responsibility thwart public diaper support efforts. I use this case to theorize gender policy vacuums: These occur when gender disparities and ideologies prevent systematic responses to structural problems. Empirically this study contributes to understandings of diaper need as a problem of the gender structure that cannot be solved with alternative diapering methods that assume middle-class, white, androcentric privileges. Theoretically it illuminates key mechanisms by which feminized care labor is devalued and rendered invisible and how this erasure rationalizes lack of redress for gendered inequalities and creates policy gaps around caregiving.

This article reviews how European policy in gender equality has generated an impact on the lives of European women since reporting and data has been compiled, analysing if there is a potential improvement that could be attributed to the existence of a supranational body and supranational policy. The article will identify some of the structures, regulations and gender policy in the European Union and its potential impact on member states. For that purpose, a wealth of knowledge, which has been developed in the last years by feminist and gender scholars, will be considered and reinterpreted highlighting the most relevant arguments, approaches and debates.  Similarly, I will draw on the European Union data and analysis available on the numerous reports developed by multiple EU institutions. Given the limitations of this study and the extensive reach of gender policy within the Union, after a general overview, I will focus briefly on the research sphere, where a series of developments have shown an optimistic picture, despite the possible critics to the level of engagement and effective leadership of the Union in this area

Since 1976, women’s participation has been empowered as part of the development discourse for achieving sustainable development in Bangladesh. Women’s empowerment in the local government structures and processes has a substantial influence on the National Gender Policy of Bangladesh. This study has critically assessed the extent of the women’s participation in the decisionmaking processes of the Local Government Institutions (LGIs) through participants’ observation, qualitative and quantitative methods. The study evolves the success and failure attempts of the women’s participation in the LGI’s structures and decision-making processes as per Local Government (Union Parishad) Act-2009. The study also finds the UPs are too politicized to make them socially inclusive, pro-poor friendly and distribute equally the benefits of aids and social safety net services. The centralized power of UP chairs, manipulation and tokenism practices in the UP’s governance and decision-making processes had diminished the gender sensitivity, transparency, and accountability of the institution. The study also suggests increasing the number of women representatives in UP’s structures, making functional the roles of woman’s vice-chair, activating the Ward level meetings, standing committees and project implementation committees, as well as regularizing the effective monitoring with transparent and accountable manner for making the UP gender responsive and people oriented. <p>Gender mainstreaming is one of the most widespread methods employed by donor countries and their partners to address gender equality and women’s empowerment in development. New Zealand has had a varied history of engagement on gender issues within its aid programme. As reportedly one of the first countries within the OECD to have a specific gender policy, New Zealand’s commitment to women has waxed and waned. Case and point, in 2011, when asked where women came into New Zealand’s growing Pacific focus for aid, the Minister of Foreign Affairs and Trade stated that he was not interested in prescribing a gender within the aid programme. This research evaluated how gender mainstreaming has been implemented into the policies of New Zealand’s Official Development Assistance (NZODA) since 2000.   Research methods used included reviewing past and present NZODA policies, carried out alongside interviews with development specialists who had worked in the New Zealand aid and gender environment. Using a feminist lens, the research revealed that New Zealand’s ODA has had limited investment in gender equality and women’s empowerment, despite gender being mainstreamed or mandated as a cross-cutting issue since 2002. The previous structure which administered NZODA, NZAID, released an in-depth gender policy late in its existence and struggled to retain staff in the gender advisor role. The refocus of NZODA, with the subsequent reintegration of aid into foreign affairs in 2009 meant the expiration of this policy. Two years later, the new body established to administer NZODA, the NZ Aid Programme, released its only policy, where gender equality and women’s empowerment featured little and appeared tokenistic. As well as this lack of investment in women, this research revealed that gender mainstreaming appears to be misunderstood, which can only contribute to its widely perceived ineffectiveness. Recommendations argue for a committed focus on gender best practice within NZODA, alongside greater investment in programmes and activities that specifically focus on women and gender issues.</p>

<p>This thesis investigates how New Zealand and East Timorese police officers involved in United Nations’ police reform understand and conceptualise masculinities. It explores how these conceptualisations compare to how masculinities are defined and outlined in United Nations’ gender policies. The United Nations have increasingly attempted to address gender in their policing work; however, within these policies, gender has continued to be equated with women and women’s issues while men’s gender identities remain invisible. My research contributes to emerging discussions about how an understanding of masculinities could be better incorporated into gendered police reform. I explore this through the case of the New Zealand Police Community Policing Pilot Programme (CPPP), a capacity building programme carried out within the wider United Nations Police mission in Timor-Leste. By speaking to New Zealand and East Timorese police officers, this research articulates how police officers themselves conceptualise policing masculinities and interpret how masculinities are framed in gender policy. My research finds that within both the East Timorese Police and the New Zealand Police involved in the CPPP, there is evidence of a variety of policing masculinities. These findings highlight the fluidity of masculinity and the processes that police officers can go through in order to challenge problematic constructions of masculinity. This provides important theoretical and practical insights into how positive masculinities can be promoted through gendered approaches to police reform. By investigating the ways in which the police interpret the United Nations’ approach to gender, this research finds that the continued framing of gender as a women’s issue in policy acts as a barrier to the police seeing masculinities as part of gendered reform.</p>

Corporate Social responsibility (CSR) has been widely discussed since the end of the first half of the 21st century. In the 1950s, CSR focused on the demand for social responsibility for business in general but towards the end of the century, diverse issues had emerged ranging from concerns about environmental sustainability, human rights abuse and business sustainability. Gender issues were later taken on board. Companies are taking initiatives to improve gender issues at the workplace, community and marketplace. Guidelines and benchmarks have been developed to mainstream gender issues in CSR. However, a limited focus has been given to CSR in ecotourism especially as it relates to equality and empowerment. This exploratory study reports findings on how Malealea lodge through Malealea Development Trust has been dealing with gender issues in its CSR initiatives in Lesotho. Using interviews with the lodge management, employees and the beneficiaries of the CSR initiatives, findings suggested that the lodge did not have a formal gender policy, gender issues were addressed at various levels and the corporate social responsibility initiatives had empowering effects on both women and men. Abstract Public policies are made to solve public problems. A problem can be said to be a public problem if reality and expectations are different. Women and men have the opportunity to participate in gender equitable development. One of the key components for the successful implementation of gender mainstreaming is the formulation of gender-responsive policies, namely policies that are able to respond to differences in experiences, aspirations and needs between women and men. This article discusses the importance of gender mainstreaming policies and innovations carried out by the Secretary General as a driver institution for gender mainstreaming, realizing gender equality and justice within the Ministry of Environment and Forestry (MoEF). It is a descriptive qualitative research with respondents from Policy Makers in the Secretary General of MoEF with purposive sampling. The data were collected through questionnaires, focus group discussion. Data were analyzed using a systematic literature review (SLR) model. A gender policy through the Regulation of the MoEF, the innovations carried out by driver institution. Conclusion of this article is gender mainstreaming policies are important for incorporated into the MoEF’s environmental and forestry policies.
