In this paper, we will explore how contrasting national discourses relating to women, and gender equality have been incorporated into and reflected in national policies. In the first section, we will outline the recent history of EU equal opportunities policy, in which positive action has been replaced by a policy of 'mainstreaming'. Second, we will describe the evolution of policies towards women and equal opportunities in Britain and France. It will be argued that whereas some degree of positive action for women has been accepted in Britain, this policy is somewhat alien to French thinking about equality - although pro-natalist French policies have resulted in favourable conditions for employed mothers in France. In the third section, we will present some attitudinal evidence, drawn from national surveys, which would appear to reflect the national policy differences we have identified in respect of the 'equality agenda'. In the fourth section, we will draw upon biographical interviews carried out with men and women in British and French banks in order to illustrate the impact of these cross-national differences within organizations and on individual lives. We demonstrate that positive action gender equality policies have made an important impact in British banks, while overt gender exclusionary practices still persist in the French banks studied. In the conclusion, we reflect on the European policy implications of our findings.

Thereis perhaps no more fitting way to honor Vernon Lidtke than to demonstrate, in the form of this essay, that the questions he posed to his students years ago continue to provide a grid for contemplating and analyzing historical subjects, both familiar and new. One such question involved the impact of one concept's transformation upon another: would class persist as a crucial historical category once it had confronted the differences of gender? This question preoccupied me in previous work and I return to it here, taking stock of that which has changed since I first contemplated this question, in the fields of both German and European gender history. Another question that remains an object of debate is the longer-term trajectory of the history of women and gender: how might we define the point at which its work of subversion or revision is complete? What directions might this field take once “mainstream” histories have successfully incorporated its findings? This essay aims to compare the ways in which the keywords class, citizenship, and welfare state have been redefined, expanded, or circumscribed through the turn to culture, language, and gender. This comparative exercise allows me to expand Vernon's original questions to include citizenship, the critical concept in my more recent scholarship, and to review the potentials and promises of main-streaming across the so-called Atlantic divide.

This chapter deals with the definition, understanding and exploration of the issue of gender equality approaches that the EU has developed to promote equal opportunities between men and women. The chapter examines the different strategies used across time to implement gender equality in the EU and how this conceptualisation led to the current approach of gender mainstreaming. In particular, three phases are identified and discussedinthe chapter: equal treatment, positive action and gender mainstreaming. The last one is discussed deeply because itformed a substantial and important backbone in the context of the individual rights of citizens of the Union by creating a basis of equal rights guaranteed to all, regardless of gender. The goal pursued by gender mainstreaming approach consists of a deep change in the organizational culture of society, institutions and workplace, where gender equality should be implemented in a transformed cultural framework.

The European Union (EU) is one of the world’s most important policy promoters for gender equality. This article examines the benefits and limitations of EU gender equality policy making in two Western Balkan countries, Croatia and FYR Macedonia. Besides analyzing specific gender policy developments that can be attributed to the EU, particular focus is put on the women’s movement activists’ perceptions of the impact that accession may have on women and gender equality. The study demonstrates that while the Croatian and Macedonian EU accession processes have been beneficial to the introduction of new gender legislation and institutional mechanisms for the advancement of gender equality, the EU gender strategy has also shown serious limitations. Among these—and perhaps the most fundamental—is the strong contrast between stated goals and their actual implementation. I argue that unless profound institutional changes as well as changes in political culture take place in Croatia and Macedonia, the poor compliance with EU gender equality norms and policies will be hard to overcome.

Gender equality through the empowerment, representation, and provision of equal opportunities for all, regardless of gender, is increasingly recognised as a driver of social outcomes and a fundamental human right. This study explores the longitudinal (2006–2018) relationship between gender equality, human development, and education results as measured by PISA. Gender equality and human development are consistently correlated with PISA scores at each time point; however, when controlling for starting values and country effects only change in gender equality positively predicts change in PISA scores (F = 22.6, p < 0.001, R2 = 0.58). Research and policy implications for the longitudinal interpretation of the relationship of PISA results with system-level factors as well as the relationship between gender equality and education are discussed in this paper. In consideration of the impact of COVID-19 on education and gender equality, the findings from this study support continued political effort towards gender-equal human development in a post-COVID-19 world.

AbstractThis paper examines the relationship between three religio-legal traditions and their interactions and responses to the concept of gender equality as reflected in their inheritance practices. Specifically, questions of accommodation and authenticity will be explored through the Hindu, Confucian and Islamic traditions as they exist in contemporary India, Singapore and Hong Kong. While the primary focus will be on the current state of law and practice, the paper will begin personal laws during the period of British colonization. The impact of British jurisprudence will be recounted as background to understanding the contemporary state of the three traditions. For India and Singapore this history will include the impact of their independence movements on their personal laws. Hong Kong's history will include the impact of the territory's return to China.

If the development of technology, means of communication, and rapid transportation have made continents closer and made the world a small village, the outcome of the ensuing encounters among cultures and civilizations is far from being a mere success. Within this new reality Muslims, whether they live in majority or minority contexts, face multiple challenges in terms of relating to non-Muslim cultures and traditions. One of these areas is the status of women and gender equality. Ali Mazrui was one of the few Muslim intellectuals to be deeply interested in this issue. His dual belonging, as an African and as a westerner, enable him to understand such issues arising from the economic, political, and ethical contrasts between the West and Islam. This work pays tribute to this exceptional intellectual’s contribution toward the rapprochement between the western and the Islamic value systems, illustrating how he managed to create a “virtual” space for meeting and living together between two worlds that remain different yet dependent upon each other.

While several women’s movements that aimed to modify their relationship with public space were taking place across the world, in 1956, the Mexican Social Security Institute founded the program Casa de la Asegurada, the subject of this study, as a tool for improving the social security of Mexican families through the input of cultural, social, artistic, and hygienic knowledge for women. The program’s facilities, Casas de la Asegurada, are located in the large Mexican housing complexes, articulating themselves to the existing city. Despite the impact on the lives of Mexican families, these have been ignored throughout the history of Mexican architecture. The main objective of this paper is to show the state of the art of Casa de la Asegurada and its facilities located in Mexico City. To achieve this, the greatest number available of primary sources on the topic was compiled through archive and document research. Sources were classified identifying information gaps to explain, in three different scales (program, facilities, and a case study), how they work through their objectives, performed activities, and evolved through time, so that the gathered information is analyzed with an urbanistic, architectural, and gender approach to contribute new ideas in the building of facilities that allow women empowerment.

Abstract This article examines five wars that occurred on the Malay-Thai Peninsula in the period 1785–1838 and the deep impact they had upon women's lives during and after the conflicts. Constituting the majority of surviving refugees, women rebuilt their lives in the wake of war through business and trade in Malaya, as Islamic teachers in Mecca and Southeast Asia, and as servants and slaves in Bangkok. In each of these settings, women encountered new forms of agency and newfound challenges, shifting cultural values that regulated decisions and actions, and evolving perceptions of the qualifications for leadership. Focused upon the political demise of the Patani Sultanate, a state with a long history of female rule, this study is of particular relevance to scholarly debates concerning women in contemporary warfare because of its transnational focus with keen attention to women in a variety of Islamic spaces and contexts, its aim of dispelling the pervasive notion of Muslim women as lacking agency, and as a point of comparison for the present armed conflict still raging in Southern Thailand that has claimed more than five thousand and continues to impact women and gender dynamics in the region.
