The genus Astichus Förster (Eulophidae: Entiinae) is recorded for the first time from sub-Saharan Africa and four newspecies are described from South Africa: A. micans n. sp., A. silvani n. sp., A. gracilis n. sp. and A. naiadis n. sp. .Astichusspecies are known as parasitoids of Ciidae (Coleoptera) tunnelling and living in bracket fungi. The South African speciesemerged together with Ciidae from a variety of bracket fungi from many localities in the region. They are easily separatedfrom known Astichus species from other regions in the world by their distinctive colour and patterning. A key to the SouthAfrican Astichus species, distribution maps, and notes on biology are included, as well as identifications of Ciidae and bracket fungus specimens encountered in the study.

The family Ismaridae Thomson, 1858 is reported from the Afrotropical region for the first time. A total of 15 species are recognised, 14 of which are described as new: Ismarusafricanussp. n. from Cameroon, Kenya, Malawi, South Africa; I.apertussp. n. from Kenya; I.bicolorsp. n. from Cameroon, Kenya; I.goodrichisp. n. from Kenya; I.kakamegensissp. n. from Kenya; I.kenyensissp. n. from Kenya; I.laevigatussp. n. from South Africa; I.madagascariensissp. n. from Madagascar; I.minutussp. n. from Kenya, Malawi, Zimbabwe; I.nigrofasciatussp. n. from Malawi, Uganda; I.notaulicussp. n. from Kenya; I.rawlinsisp. n. from Kenya, Malawi; I.steinerisp. n. from Madagascar; I.watshamisp. n. from Botswana, Malawi, South Africa, Zimbabwe. Ismarushalidayi Förster is reported for continental Africa from South Africa (new record). We provide an identification key to all species in Afrotropical region.

The development of Africa is not only a problem to the Africans alone but also to the world at large. This is because some regions of the world also depend on Africa for their livelihoods. In Sub Saharan Africa one of the rural development strategies identified is land reform. Post-colonial African governments have argued that land reform would alleviate the majority of the people in the region from poverty, create employment, and address inequality. This is the position adopted by the post-apartheid government in South Africa beyond 27 April 1994. However, the South African post-apartheid land reform has had some significant complexities in its implementation – especially with regard to funding. Funding was impeded by widespread corruption in government. In addition, there has been immense lack of interest in making funds available for land reform in South Africa from non-governmental entities and donors.

Seventy one species of Tychiini Tychiina and Mecinini collected in South Africa are here reported, among which seven are new: <em>Tychius densevestitus</em> Caldara n. sp.; <em>Tychius saetosipennis</em> Caldara n. sp.; <em>Sibinia incompta</em> Caldara n. sp.; <em>Gymnetron</em> <em>claviger</em> Caldara n. sp.; <em>Gymnetron globiscapus</em> Caldara n. sp.; <em>Gymentron filum</em> Caldara n. sp.; <em>Gymnetron hybridum</em> Caldara n. sp. were collected females of two species previously known only from males, <em>Tychius helenae</em> Caldara, 1989 and c<em>Sibinia youngai</em> Caldara, 1993. The presumable host plant of 18 species is reported for the first time. New data on distribution of several species are also given. The palaearctic species <em>Mecinus</em> <em>pascuorum</em> (Gyllenhal, 1813) is reported for the first time from the Afrotropical region.

South Africa has neither a developed nor a typical underdeveloped economy. Too often it has been wrongly classified, along with, say, Australia and New Zealand, as one of the peripheral developed countries, because only a part of the economy and population have the characteristics we associate with that group. Yet its economy is distinctly different from others in sub-Saharan Africa. South Africa falls squarely into the category which the World Bank classifies as ‘upper middle-income’ developing economies, with G.N.P. per capita in 1982 ranging from $2,000 to $7,000 and averaging $2,500, thereby including South Africa, with $2,700.1 (By contrast, Kenya's G.N.P. per capita was $400 and Britain's $10,000). The World Bank's group includes Algeria, Argentina, Brazil, Chile, Mexico, South Korea, Venezuela, and Yugoslavia. South Africa shares many structural economic characteristics with these semi-industrialised countries.

This chapter explores South African competition law. South Africa has the most sophisticated system of competition law and policy in sub-Saharan Africa. It has a mission to expand economic opportunity and facilitate inclusive development. In the wake of the UN Millennium Development Goals and the follow-on Sustainable Development Goals, there is a new world consciousness of the need to combat deep systemic poverty and to reverse the tide of increasing inequality of wealth, income, and opportunity. If there is any nation in the world whose competition law mandates integration of equity and efficiency, it is South Africa, and its policymakers are intent to address this need. The chapter looks at the South African Competition Act and highlights selected cases to illustrate the law and its implementation, including the effort by the Competition Tribunal to give serious regard to the equality and inclusiveness values that animated the statute.

An updated revision of Afrotropical Dryinidae is presented. Nine subfamilies, 23 genera and 430 species (including 60 new species) are treated. Six new species-level synonymies and three new combinations are proposed. Descriptions, geographic distribution, known hosts, natural enemies and type material of each species are presented, together with illustrations of the main morphological characters and keys to the subfamilies, genera and species. Euryphyminae is a Southern African endemic subfamily, which to date consists of 23 genera. We collected all available information from historic literature accounts, 626 positively identified museum specimens from 16 genera and 624 fresh field-collected specimens from eight genera to review the Euryphyminae genera of South Africa. Three genera are recorded for the first time to occur in South Africa; Rhodesiana Dirsh, 1959, Acrophymus Uvarov, 1922 and Plegmapteropsis Dirsh, 1956, while Aneuryphymus rhodesianus species is also recorded for the first time in South Africa. This brings the total number of genera occurring in South Africa from 14 to 16 genera of Euryphyminae. Finally, distribution maps for each genus are provided along with an updated key to genera.

Background: Regional trade could be a powerful engine of economic growth and sustainable job creation. However, South Africa’s exports to sub-Saharan Africa (SSA) are typically smaller and more short-lived than its exports to its traditional markets. This is despite South African policymakers considering trade with SSA to be a priority. Aim: The aim of the article is to evaluate South Africa’s utilisation of sustained export potential in SSA with a view to providing practical insights that will inform future policymaking and planning. Setting: Despite the priority attention given to SSA in the country’s trade policy, South Africa is yet to make meaningful inroads into SSA’s largest and fastest-growing economies. Method: The research method applied comprised three steps. The first step involved the identification, over a five-year period from 2010 to 2014, of consistently large and/or growing import demand in SSA for all products at the Harmonised System (HS) six-digit level, as well as the identification of products South Africa consistently exported competitively (sustainable exports). The second step entailed matching SSA markets with consistently large and/or growing import demand to South Africa’s sustainable exports. The third step involved evaluating South Africa’s utilisation of sustained export potential in SSA. Results: The results reveal that South Africa is utilising just over half (54%) of its sustained export potential in SSA. Conclusion: South Africa is, therefore, underutilising or not utilising close to 50% of its sustained export potential in SSA. Most of the export potential that South Africa is utilising is in Eastern Africa while most of the export potential that the country is underutilising and not utilising at all is in Central and Western Africa.

Two new species of the genus Paragus Latreille, 1804 are described from the Republic of South Africa: Paragus longipilus Tot, Vujić et Radenković sp. nov. and Paragus megacercus Tot, Vujić et Radenković sp. nov. These new species belong to the subgenus Pandasyopthalmus Stuckenberg, 1954a. Paragus longipilus sp. nov. is a member of the P. jozanus group, whereas Paragus megacercus sp. nov. belongs to the P. tibialis group. The taxonomic status of Paragus chalybeatus Hull, 1964 is revised and proposed as synonym of Paragus punctatus Hull, 1949. Additionally, an identification key to males of the South African species of Paragus is provided. Results of the present study confirm a significant level of endemism of Paragus in the Afrotropical Region (12 out of 29).

AbstractAlamira peckorum n.sp. is described from a single female from South Africa. Couturiera orientalis n.sp. is described from three females from Malaysia. The latter represents the first record of Alamirinae outside the Afrotropical Region.
