Practice theory and the study of diplomacy: A research agenda

This introductory article explores the multiple synergies between international practice theory and diplomatic studies. The timing for this cross-fertilizing exchange could not be better, as the study of diplomacy enters a phase of theorization while practice scholars look to confront the approach to new empirical and analytical challenges. The article first defines diplomacy as a historically and culturally contingent bundle of practices that are analytically alike in their claim to represent a given polity to the outside world. Then the key analytical wagers that practice theory makes are introduced, and debates currently raging in the discipline are briefly reviewed. Next, it is suggested what a practice theory of diplomacy may look like, discussing a variety of existing works through their common objective to explain the constitution of world politics in and through practice. Finally, a few research avenues to foster the dialogue between diplomatic studies and practice theory are outlined, centered on the nexuses of transformation and reproduction, rationality and know-how, and the technical vs. social dimensions of practices –diplomatic or otherwise.

AbstractMost issue areas in world politics today are governed neither by individual institutions nor by regime complexes composed of formal interstate institutions. Rather, they are governed by “hybrid institutional complexes” (HICs) comprising heterogeneous interstate, infra-state, public–private and private transnational institutions, formal and informal. We develop the concept of the HIC as a novel descriptive and analytical lens for the study of contemporary global governance. The core structural difference between HICs and regime complexes is the greater diversity of institutional forms within HICs. Because of that diversity, HICs operate differently than regime complexes in two significant ways: (1) HICs exhibit relatively greater functional differentiation among their component institutions, and hence suffer from relatively fewer overlapping claims to authority; and (2) HICs exhibit greater informal hierarchy among their component institutions, and hence benefit from greater ordering. Both are systemic features. HICs have characteristic governance benefits: they offer good “substantive fit” for multi-faceted governance problems and good “political fit” for the preferences of diverse constituents; constrain conflictive cross-institutional strategies; and are conducive to mechanisms of coordination, which enhance substantive coherence. Yet HICs also pose characteristic governance risks: individual institutions may take on aspects of problems for which they are ill-suited; multiple institutions may create confusion; HICs can amplify conflict and contestation rather than constraining them; and the “soft” institutions within HICs can reduce the focality of incumbent treaties and intergovernmental organizations and forestall the establishment of new ones. We outline a continuing research agenda for exploring the structures, operations and governance implications of HICs.

Abstract Why are existing global governance structures “not fit for purpose” when it comes to addressing complex global catastrophic risks (CGCRs) such as climate breakdown, ecosystem collapse, or parasitic artificial general intelligence? This article argues that a deeper appreciation of these risks as complex—as opposed to complicated—is vital to an effective global governance response. It joins other IR scholarship seeking to invigorate a rigorous research agenda on complex system dynamics within world politics, highlighting the value of complexity theory, not simply as a contextual descriptor, but as a conceptual toolkit to inform CGCR governance research and action. Taking seriously the implications of “restricted complexity,” it interrogates why the legacy governing toolkit—the assumptions, heuristics, models, and practices conventionally employed to solve international collective action problems—are unlikely to suffice. It further draws laterally upon design science to offer a novel design model for governing complex systems, with broad application across global policy domains. A case study of the COVID-19 pandemic response illustrates the importance of supplementing inherited “complicated” governance system design and practices with design principles explicitly oriented to working with complexity, rather than against it. We contend that IR scholars and practitioners must update old ways of thinking in light of a complexification of the discipline. Such a shift involves both revisiting the design logics underlying how we build global governance structures, as well as pursuing a generative research agenda more capable of responding adequately to instability, surprise, and extraordinary change.

International relations today are widely considered to be experiencing deepening disorder and the topic of international disorder is gaining increased attention. Yet, despite this recent interest in international disorder, in and beyond the academy, and despite the decades-long interest in international order, there is still little agreement on the concept of international disorder, which is often used imprecisely and with an alarmist rather than analytical usage. This is a problem if international disorder is to be understood in theory, towards addressing its concomitant problems and effects in practice. As such, this article identifies and explores two ways international order studies can benefit from a clearer and more precise conception of international disorder. First, it enables a more complete picture of how orderly international orders have been. Second, a greater understanding of the problem of international order is illuminated by a clearer grasp of the relation between order and disorder in world politics. The article advances these arguments in three steps. First, an analytical concept of international disorder is developed and proposed. Second, applying it to the modern history of international order, the extent to which there is a generative relationship between order and disorder in international systems is explored. Third, it specifies the deepening international disorder in international affairs today. It concludes by indicating a research agenda for International Relations and international order studies that takes the role of international disorder more seriously.

The aim of this special issue, “Global Perspectives on High-Stakes Teacher Accountability Policies”, is to provide insights into a diverse set of policies focusing on teachers’ accountability, including the underpinning ideas and cultural and socio-economic contexts of these policies, as well as their effects on teachers’ work, the teaching profession and the broader educational environment. While these articles highlight the influence of the “global testing culture” on education systems world-wide, they also demonstrate the need for understanding accountability systems as context-specific. As such, we urge scholars to consider the social, historical, political and geographical contexts within which their research is situated and to promote a research agenda that looks at the specific responses and effects that accountability policies produce in different regulatory settings. This introductory article, first, clarifies the main focus and conceptual framework of the special issue and, second, presents an overview of the papers included in the issue and their main contents.

AbstractThe world order is undergoing tumultuous changes amid the Sino–US trade war and a global pandemic. During these epochal times for political science, The American school of social sciences needs an intellectual revolution and a repositioning of the research agenda for political science. Comparative political studies must shift their focus from their traditional role of comparison of political institutions to that of state governance models, as the former can no longer advance new knowledge in political science while the latter represents a greater challenge for such studies. Likewise, studies of international relations in the traditional sense should take a step further and explore studies of world politics, i.e., studies of international relations and world order as shaped by institutional changes triggered by political trends within certain countries. The research approach of historical political science is indispensable, whether it is comparison of state governance models or of world politics.

This chapter examines the International Society tradition of international relations (IR). International Society, also known as the ‘English School’, is an approach to world politics that places emphasis on international history, ideas, structures, institutions, and values. After providing an overview of International Society’s basic assumptions and claims, the chapter considers the three traditions associated with the leading ideas of the most outstanding classical theorists of IR such as Niccolò Machiavelli and Immanuel Kant: realism, rationalism, and revolutionism. It then explores International Society’s views regarding order and justice, world society, statecraft and responsibility, and humanitarian responsibility and war; as well as how International Society scholars have used a historical approach to understand earlier international systems and the development of international society. It also discusses several major criticisms against the International Society approach to IR and concludes with an overview of the research agenda of International Society after the Cold War.

Abstract Nearly 17 years ago China launched its National HIV/AIDS Response Program, yet the epidemic still is not slowing. New cases and new deaths increase every year—in 2005, 40,711 people living with HIV (PLWH) were diagnosed and 5,729 died whereas in 2019, 148,598 PLWH were diagnosed and 31,522 died . Moreover, the estimated PLWH population in China has risen to >1.25 million. However, epidemic data are worryingly complex and difficult to interpret, presenting challenges to the redirection and refocusing of efforts toward achievement of control. Here we present three “windows” into China’s epidemic data. From these viewpoints, it appears we still do not know how much infection exists, how much transmission is occurring, and in what contexts transmission happens. The enigma that is China’s HIV epidemic must be better understood. A new research agenda must be developed and executed if we are to change the future of HIV in China.

Abstract Marine resource management is shifting from optimizing single species yield to redefining sustainable fisheries within the context of managing ocean use and ecosystem health. In this introductory article to the theme set, “Plugging spatial ecology into ecosystem-based management (EBM)” we conduct an informal horizon scan with leaders in EBM research to identify three rapidly evolving areas that will be game changers in integrating spatial ecology into EBM. These are: (1) new data streams from fishers, genomics, and technological advances in remote sensing and bio-logging; (2) increased analytical power through “Big Data” and artificial intelligence; and (3) better integration of social dimensions into management. We address each of these areas by first imagining capacity in 20 years from now, and then highlighting emerging efforts to get us there, drawing on articles in this theme set, other scientific literature, and presentations/discussions from the symposium on “Linkages between spatial ecology and sustainable fisheries” held at the ICES Annual Science Conference in September 2017.
