Forestry Policy and Legitimacy: The Case of Forest Devolution in Vietnam

Although forest devolution has become a key strategy of forestry reforms to mobilise local resources for sustainable forest management, there is growing concern about the legitimacy of this strategy. There have been escalating disputes between forestry agencies and local people as to who receives the rights to forests. Examining the policy of forest land allocation in Vietnam helps us to understand this legitimacy issue. Research findings from three case studies show trade-offs between the two policies’ goals, environmental protection and livelihood improvement, due to locals’ low awareness of the intrinsic values of forests and their lack of knowledge regarding the policy.

The 2030 Agenda for Sustainable Development incorporates 17 Sustainable Development Goals (SDGs). Goal 15 (SDG 15) focuses on terrestrial ecosystems. Regarding forests, it sets targets requiring signatories to promote the implementation of the sustainable management of all types of forests by 2020 and further mobilize significant resources from all sources to achieve sustainable forest management. The United Nations Strategic Plan for Forests 2017 – 2030 advances the vision of SDG 15. Nigeria’s high demographic growth rate has led to the surging demand for land to support settlements and farming. Coupled with extensive illegal or uncontrolled logging, the annual forest net loss of 5% is one of the highest rates globally in percentage terms. This paper is a critical analysis of the policy-law interface of the forestry sector in Nigeria. It examines the country’s trajectory or state of preparedness for sustainable forest management, and it concludes that forestry policy and law in Nigeria must undergo urgent reforms so that the forest commitments such as those under SDG 15 and other regional and global instruments can be ultimately achieved.

Climate change, environmental degradation, and limited resources are motivations for sustainable forest management. Forests, the most abundant renewable resource on earth, used to make a wide variety of forest-based products for human consumption. To provide a scientific measure of a product’s sustainability and environmental performance, the life cycle assessment (LCA) method is used. This article provides a comprehensive review of environmental performances of forest-based products including traditional building products, emerging (mass-timber) building products and nanomaterials using attributional LCA. Across the supply chain, the product manufacturing life-cycle stage tends to have the largest environmental impacts. However, forest management activities and logistics tend to have the greatest economic impact. In addition, environmental trade-offs exist when regulating emissions as indicated by the latest traditional wood building product LCAs. Interpretation of these LCA results can guide new product development using biomaterials, future (mass) building systems and policy-making on mitigating climate change. Key challenges include handling of uncertainties in the supply chain and complex interactions of environment, material conversion, resource use for product production and quantifying the emissions released.

Protected areas have greater role in the biodiversity conservation, sustainable forest management and livelihood improvement. Government of Nepal has different provisions for the management of such areas. Centralized conservation concept has broadened to participatory and people centred approach. Landscape approach is the latest one in this field. There are various benefits of the declaration of the protected forest, and initiatives are also being taken from the Governmental sector, but along with that several negative impacts are also being witnessed. A clear strategy is needed in this regard. AbstractThis chapter addresses the concepts and methods to assess quantitative indicators of Climate-Smart Forestry (CSF) at stand and management unit levels. First, the basic concepts for developing a framework for assessing CSF were reviewed. The suitable properties of indicators and methods for normalization, weighting, and aggregation were summarized. The proposed conceptual approach considers the CSF assessment as an adaptive learning process, which integrates scientific knowledge and participatory approaches. Then, climate smart indicators were applied on long-term experimental plots to assess CSF of spruce-fir-beech mixed mountain forest. Redundancy and trade-offs between indicators, as well as their sensitivity to management regimes, were analyzed with the aim of improving the practicability of indicators. At the management unit level, the roles of indicators in the different phases of forest management planning were reviewed. A set of 56 indicators were used to assess their importance for management planning in four European countries. The results indicated that the most relevant indicators differed from the set of Pan-European indicators of sustainable forest management. Finally, we discussed results obtained and future challenges, including the following: (i) how to strengthen indicator selections and CSF assessment at stand level, (ii) the potential integration of CSF indicators into silvicultural guidelines, and (iii) the main challenges for integrating indicators into climate-smart forest planning.

In Lithuania, forests are managed by Lithuanian State Forest Enterprise, municipalities, ministries, etc. and private forest owners. About 50% of all forest land is State importance, privately owned forests cover 40% of forest land, and about 10% of forest land belongs to forests reserved for restitution. Forest management of private ownership force many challenges, because private forest owners are people, who have purchased or received the property after restitution, and often lacks knowledge about forest resources, its dynamics and sustainable forest management. As remote sensing is a valuable source for forest monitoring, because it provides periodic data on forest resource and condition status, these methods are gaining increased attention worldwide. In this context, more scientific efforts are made at developing remote sensing derived geo-spatial data services for sustainable forest management through a web service platform, which would integrate geo-information into daily decision making processes and operation for private forest owners. This article presents a review of privately owned forests’ statistics, questionnaire-based survey about GIS usage and demand for forest owners in Lithuania and links available sources of open geo-spatial data useful for sustainable forest management.

In this study, we explore alternative strategies available to the Little Red River Cree Nation for meeting their projected socio-economic needs using the natural resources to which they have access. We analyze outcomes from mathematical programming models for various forest policy regimes, ranging from current sustained-yield management to sustainable forest management. The potential outcomes of the two approaches are analyzed using financial returns, harvest volumes and ecological impacts. Results indicate that decision-makers face significant trade-offs in determining an appropriate management strategy for the forest lands they control. Our main conclusion is that economic development strategies for First Nations must diversify away from forest resources in the long run if they are to be successful. This  paper gives an overview of the problems of forest management and proposed  strategy to enhance sustainable forest management in Indonesia. The increase  of the population number leads to need of land to support their activities,  particularly for agriculture, pasture, settlement, etc. Since forest is the  major land-use in Indonesia, deforestation is inevitable. Deforestation rate  in Indonesia increased, from 0.3 percent in 1970s to 0.6 percent of total  land in 1980's, causing socio-economic and ecological consequences. Based on  the awareness of the multiple forest functions concerning the ecological,  social and economical aspects, declined forest land area might lead to local  and global catastrophes. Hence forest resources should be stabilized or even  the area should be increased through declining deforestation, increasing  reforestation areas on degraded land, etc. In addition the forest should be  maintained based on the principles of sustainable forest management. Efforts  in sustaining forest existence and forest management in Indonesia have been  started since long time, but the success of these efforts is still to be  increased by enhancing sustainable forest management.

For many people, outdoor recreation provides one of the main opportunities to experience, interact with, and learn about forested landscapes. Yet public recreation use of forests in Canada is not yet well understood; knowing more about this important forest stakeholder group would help to address aspects of social sustainability in forest management. Four considerations for explicitly addressing outdoor recreation interests in forest land-use planning and for the collection of recreation data are presented: (1) normative; (2) pragmatic; (3) economic; and (4) governance. Forests are sensitive to the effects of climate change and play a significant role in carbon cycles. This duality has important implications for forest management in terms of requirements for enhanced and integrated adaptation and mitigation interventions. Two ideal conceptual level changes could provide the means for implementation. First, the incorporation of climate change considerations into definitions of sustainable forest management (SFM) would provide mandates for enhanced approaches. Second, the mainstreaming of enhanced SFM would facilitate implementation. There are, however, factors that may impede implementation. Identifying and evaluating these factors informs our understanding of requirements for adaptation and mitigation mainstreaming. This study reviews, organizes, and interprets the literature for the purposes of identifying and evaluating potential impediments. Harmonization barriers pertain to differences between adaptation and mitigation in pre-existing frames and beliefs. Enabling barriers are psychological and institutional in nature. Implementation barriers include capacity deficits (e.g., funding limits, science and knowledge deficits regarding benefits, trade-offs, and synergies between adaptation and mitigation) and governance issues. Barriers are interrelated, dynamic, and subjective. Addressing barriers requires a holistic approach that recognizes the complex and dynamic nature of forest management policy change processes.
