Enhancing sustainable forest management in Indonesia

This  paper gives an overview of the problems of forest management and proposed  strategy to enhance sustainable forest management in Indonesia. The increase  of the population number leads to need of land to support their activities,  particularly for agriculture, pasture, settlement, etc. Since forest is the  major land-use in Indonesia, deforestation is inevitable. Deforestation rate  in Indonesia increased, from 0.3 percent in 1970s to 0.6 percent of total  land in 1980's, causing socio-economic and ecological consequences. Based on  the awareness of the multiple forest functions concerning the ecological,  social and economical aspects, declined forest land area might lead to local  and global catastrophes. Hence forest resources should be stabilized or even  the area should be increased through declining deforestation, increasing  reforestation areas on degraded land, etc. In addition the forest should be  maintained based on the principles of sustainable forest management. Efforts  in sustaining forest existence and forest management in Indonesia have been  started since long time, but the success of these efforts is still to be  increased by enhancing sustainable forest management.

Sweden is a small but quite active forest country. Occupying about 0.6% of the world forest land area it holds about 15% of the international wood products market. The standing volume of forests has increased continuously since about the year of 1900. Many factors have contributed to this positive development. One is Sweden's conversion from a poor underdeveloped agrarian country to a modern industrial one. This meant a tremendous increase in agricultural efficiency and thus an important release of land which could be shifted from agriculture to forestry. But another reason for increased forest resources was and is the belief in the importance of having good forests in a remote future. The sustained or even increased yield concept is a part of this belief, materialized most of all as a more intensive silviculture.

Abstract Background National forest inventory and forest monitoring systems are more important than ever considering continued global degradation of trees and forests. These systems are especially important in a country like Bangladesh, which is characterised by a large population density, climate change vulnerability and dependence on natural resources. With the aim of supporting the Government’s actions towards sustainable forest management through reliable information, the Bangladesh Forest Inventory (BFI) was designed and implemented through three components: biophysical inventory, socio-economic survey and remote sensing-based land cover mapping. This article documents the approach undertaken by the Forest Department under the Ministry of Environment, Forests and Climate Change to establish the BFI as a multipurpose, efficient, accurate and replicable national forest assessment. The design, operationalization and some key results of the process are presented. Methods The BFI takes advantage of the latest and most well-accepted technological and methodological approaches. Importantly, it was designed through a collaborative process which drew from the experience and knowledge of multiple national and international entities. Overall, 1781 field plots were visited, 6400 households were surveyed, and a national land cover map for the year 2015 was produced. Innovative technological enhancements include a semi-automated segmentation approach for developing the wall-to-wall land cover map, an object-based national land characterisation system, consistent estimates between sample-based and mapped land cover areas, use of mobile apps for tree species identification and data collection, and use of differential global positioning system for referencing plot centres. Results Seven criteria, and multiple associated indicators, were developed for monitoring progress towards sustainable forest management goals, informing management decisions, and national and international reporting needs. A wide range of biophysical and socioeconomic data were collected, and in some cases integrated, for estimating the indicators. Conclusions The BFI is a new information source tool for helping guide Bangladesh towards a sustainable future. Reliable information on the status of tree and forest resources, as well as land use, empowers evidence-based decision making across multiple stakeholders and at different levels for protecting natural resources. The integrated socio-economic data collected provides information about the interactions between people and their tree and forest resources, and the valuation of ecosystem services. The BFI is designed to be a permanent assessment of these resources, and future data collection will enable monitoring of trends against the current baseline. However, additional institutional support as well as continuation of collaboration among national partners is crucial for sustaining the BFI process in future.

Although forest devolution has become a key strategy of forestry reforms to mobilise local resources for sustainable forest management, there is growing concern about the legitimacy of this strategy. There have been escalating disputes between forestry agencies and local people as to who receives the rights to forests. Examining the policy of forest land allocation in Vietnam helps us to understand this legitimacy issue. Research findings from three case studies show trade-offs between the two policies’ goals, environmental protection and livelihood improvement, due to locals’ low awareness of the intrinsic values of forests and their lack of knowledge regarding the policy.

Community-based forest management (CBFM) was aimed to achieve the sustainability of forest functions and to omptimize its benefits. CBFM around the Forest Lap Area in North Bandung is a joint forest management between Perum Perhutani and forest villagers. The purposes of this study were; (1) to analyse the processes and stakeholders of CBFM, (2) to analyse the institution effectiveness of CBFM, (3) to analyse the result of the CBFM implementation The approach of this research was the stakeholder analysis and IPA (importance of Performance Analysis). The result of stakeholder mapping showed that Perum Perhutani and LMDH had the role in the implementation of CBFM system. The results of the economic impact of CBFM calculations indicated that the system could increase the income of MDH. This was indicated by the change in the average income of farmers by 63%. The result of IPA could be seen from the mapping of availability level of forest resources and forest resource need for the community included in B quadran in which it had a high level of availability and interest.

This paper reviews the various rights of local communities and indigenous peoples over forest resources in Central Africa. Indeed, in 2010, the Council of Ministers of the Commission des Forêts d'Afrique Centrale (COMIFAC) adopted the Subregional Guidelines on the Participation of Local Communities and Indigenous Peoples and NGOs in Sustainable Forest Management in Central Africa. A survey of this subregional legal instrument highlights a genuine commitment by states to consolidate the benefits and the emerging rights that can improve the living conditions of vulnerable communities and strengthen the subregional regime of sustainable forest management. However, the effectiveness of the subregional guidelines hinges on the administrative acts and practical measures of member states to incorporate this instrument into their domestic legal systems and to enforce it.

Supporters of sustainable forest management and forest certification are seeking to improve worldwide forest practices. Groups involved in the forest sector will have to adapt themselves to respect new environmental regulations, standards, and agreements linked to these two new concepts. Some forest stakeholders will lose several of their long-time privileges under the pressure of new actors involved in sustainable forest management. Forest managers will have to consider more social values in their planning than they used before. Sustainable forest management and forest certification thus have the potential to resolve, through public participation processes, old conflicts between stakeholders involved in forest management. However, these same processes could be the source of new conflicts. This article analyzes the ways in which relationships between forest stakeholders could be affected by new sustainable forest management rules. Increasing demand for forest products and other forest benefits, coupled with widespread public concern about the management of diminishing forest resources are leading governments to move in the direction of a convention on forests, and the private sector to consider the benefits of sustainable forest management certification. Canada is developing a national standard based on ISO 14001 EMS. Several countries support the development of an internationally applicable standard through ISO.

For the Republic of Kazakhstan, the problem of preserving the biological diversity of forest resources is particularly acute. Sustainable forest management is one of the fundamental principles of public administration in the field of use, protection, and conservation of forest resources in Kazakhstan. On the basis of many years of research, the authors of the article formulate the main problems and develop recommendations for sustainable management of forest resources of the Republic of Kazakhstan.
