The 2020 PDK Poll of the Public’s Attitude Toward the Public Schools finds that more than half of adults consider public education highly important in their choice for president. And regardless of political party, most Americans agree that the administration in Washington should focus on attracting and retaining good teachers to the profession and making college more affordable. Respondents were more divided in their views of the Trump administration’s performance. The poll also explores Americans’ views on diversity, charter schools, vouchers, testing, substance abuse, and approaches to reading instruction.

Cabe ao Estado garantir o direito a uma educação pública com qualidade socialmente referenciada. A julgar pelos indicadores educacionais publicados a partir dos resultados do Índice de Desenvolvimento da Educação Básica (Ideb), esse direito, no que se refere ao acesso, à permanência e ao sucesso escolar dos alunos que frequentam as escolas públicas, não está sendo sufi cientemente garantido. Apontamos como causa desse fracasso escolar a inexistência de políticas públicas educacionais focadas na aprendizagem escolar. Vale lembrar que as escolas públicas que apresentam o Ideb para além da meta, não significam necessariamente qualidade da educação. Reconhecemos que as avaliações em larga escala têm a potencialidade de subsidiar as políticas em educação com vistas à melhoria dos indicadores de qualidade do ensino e da aprendizagem, sobretudo quando os resultados são problematizados e sistematizados pelos sistemas educacionais e pelas escolas. Compreendemos que a qualidade na educação pública implica a efetivação da aprendizagem, ou seja, que o aluno aprenda, seja aprovado tenha garantido um futuro promissor. No contexto de uma escola pública de orientação emancipadora, é preciso que algumas condições objetivas sejam satisfeitas, a saber: gestão escolar democrática, compromisso docente com a escola pública, razoabilidade da infraestrutura escolar, materiais pedagógicos adequados consolidação das mediações escolares de participação.Palavras-chave: Qualidade. Educação. Escola pública.Elements for a public education with social qualityABSTRACTIt is the State’s responsibility to ensure the right of a public education with quality socially acknowledged. Judging by the educational indicators published as from The Brazilian Education Development Index (Ideb), this right, in relation to the access, the stay, and the school success of the students that attend the public schools, are not being suffi ciently guaranteed. We point as the cause of this school failure the lack of educational public policies focused in school learning. It is worth remembering that the public schools that present the Ideb above the target do not necessarily mean educational quality. We recognize that the evaluations of large scale have the potential of subsidizing the policies in education in order to the improvement of learning and teaching quality indicators, mainly when the results are questioned and systematized by the educational systems and the schools. We understand the quality in public education implies the learning realization, in other words, that the student learn, can be approved, and ensure a promising future. In the context of a public school with na emancipating orientation, it is necessary that some objective conditions must be satisfied, such as a democratic school management, teaching commitment with the public school, the reasonableness of the school infrastructure, appropriate teaching materials, and the consolidation of the educational mediations of the participation.Keywords: Quality. Pennsylvania is at the forefront of the public cyber charter schooling movement in America. As more and more students elect to transfer from traditional public schools into cyber charter schools–and their districts of origin are forced to forfeit their tuition allocations–a need for a public school alternative to cyber charter schools has emerged. Using current practices in Pennsylvania’s public schools as a backdrop, this article presents a new model for district-level cyber schooling, called the holistic model for blended learning, that public schools in Pennsylvania (and elsewhere) can use to compete with cyber charter schools and meet the growing demand for K-12 online learning.

This article examines charter schools applying a nonprofit conceptual frame of reference. The proliferation of charter schools is framed as a form of nonprofitization of public education. The implications of this trend are discussed. This discussion is contextualized through an examination of charter schools in New York. The case analysis is supported with data from the New York State Department of Education, the US Census Public Education Finance Report, and IRS Form 990 data. The findings suggest that there is mixed evidence for better school outcomes between charter schools and other public schools, while differences that do exist may be driven by socio-economic inequalities and other factors. This raises questions about the future of nonprofit schools and the degree to which they are accountable to traditional constituencies served by the public education system.

In Arizona, individuals can receive a tax credit of up to US$200 per individual taxpayer for donations to public schools. We analyze public school tax credit donations to charter schools and document inequalities in the distribution of donations associated with the percentages of more advantaged students charter schools serve. The differences in donations may be partially attributable to parents’ ability to invest in their children and the extent to which schools actively solicit donations. These dynamics suggest a Matthew effect of cumulative advantage among Arizona’s charter schools. We discuss our findings in relation to a legislative proposal to change the public school tax credit program, the current political environment in Arizona, and in the context of a more transformative social change.

The focus of this chapter is the management and governance of education at provincial level—specifically on efforts to introduce performance management into education by the Western Cape Education Department (WCED), and their impact. Post-1994 the WCED inherited a bureaucracy that was well placed to manage the province’s large public education system. Subsequently, irrespective of which political party has been in power, the WCED consistently has sought to implement performance management. This chapter explores to what extent determined, top-down efforts, led by the public sector, can improve dismal educational performance. It concludes that the WCED is a relatively well-run public bureaucracy. However, efforts to strengthen the operation of the WCED’s bureaucracy have not translated into systematic improvements in schools in poorer areas. One possible implication is that efforts to strengthen hierarchy might usefully be complemented with additional effort to support more horizontal, peer-to-peer governance at the school level.

This project contributes to the body of research examining the implications of the geographic location of charter schools for student access, especially in high-poverty communities. Using geographic information systems (GIS) software, this paper uses data from the U.S. Census American Community Survey to identify the socioeconomic characteristics of the census tracts in which Chicago’s charter schools tend to locate. Echoing the findings of other researchers who have examined charter school locational patterns, the present analyses found evidence of a “ceiling effect” by which many charter schools appear to locate in Chicago’s higher-needs census tracts, broadly cast, but avoid locating directly within those that are highest-need. The findings suggest that because Chicago’s charter schools face per-pupil expenditures that are often up to 20% less than those of traditional public schools, they may strategically leverage location to help shape student enrollment. By frequently locating near, but not directly within highest-need communities, charter schools may find it easier to attract a quorum of relatively higher achieving students who are less expensive to educate, therefore increasing their chances of meeting academic benchmarks and retaining their charters. By extending the findings of other researchers to the context of Chicago—where charters represent an ever-increasing share of the public school market—the present analyses may inform future revisions to the policies governing the authorization of charter schools in Chicago, with the goal of increasing access for highest-need students.

This chapter addresses the education inequities in the United States, and distinguishes between “public schools” and “charter schools.” Though the chapter recognizes that this is itself controversial, and charter schools have taken to referring themselves as public schools, for the sake of clarity it is important to be able to distinguish between the two. While the charter schools' efforts have been primarily directed at Black and Brown communities thus far, the chapter unveils the school privatizers' ultimate targets, which are set much more broadly than that. It examines the impact of school privatization on public school systems and the harms caused by school privatization in communities of color. The chapter then takes a look at Corporate America and Wall Street, and analyses how they can always profit from new markets and expandable markets. Ultimately, it reveals how the ultra-wealthy maintain education inequities to ensure that there will be millions of poorly educated, low-skill individuals who are essentially forced to accept the low wages to survive.
