Can subsidies paid directly to employers reduce residential discrimination in employment? An assessment based on serial field experiments

‘Emplois Francs’ is a new public policy in France that provides financial assistance to companies when they hire a jobseeker living in a disadvantaged neighbourhood. This study evaluates the effect of this policy by using three waves of correspondence tests spaced six months apart to measure discrimination in access to employment based on ethnic origin and place of residence. We find a substantial level of discrimination based on ethnic origin and a lower level of residential discrimination. We find that the programme decreases residential discrimination after six months, but we cannot conclude that the effect is still present 12 months later.

Abstract This article presents the main elements of the creation of the pro-innovation policy as a new public policy. For understanding this kind of policy we should analyse the structural and functional aspects this public policy. The main concept of structural description pro-innovation policy is a National Innovation System. NIS is being analysed as a sub-functional part of the political system as a whole. This sub-functional political system should also have social and institutional connections. Furthermore, pro-innovation activity is connected with the market, state, and social aspects. The pro-innovation policy and system must be based on social endogenous resources, needs, and possibilities. These are the basic factors for legitimisation and participation, which are crucial elements for the effective implementation of the pro-innovation policy.

Public policy is classified as a major field in public administration. Therefore, to understand the context of public policy as a field, it is essential to explore its root developments in public administration from epistemological and chronological perspectives. This chapter is a review study referring to main scholarly works including books, academic articles, and studies. The chapter first helps researchers and students in comprehending the evolution of public administration in its four main stages including classical public administration, new public administration, new public management, and new public governance. Second, the chapter presents a general overview of the evolution of the public policy field with particular attention paid to the concepts of Harold Lasswell who is seen as the father of public policy. The chapter then discusses different definitions of public policy. Various classifications of public policy are also investigated. The chapter ends with a critical discussion of the stages model (heuristics).

AbstractThe current state of the art in field experiments does not give me any confidence that we should be assuming that we have anything worth scaling, assuming we really care about the expected welfare of those about to receive the instant intervention. At the very least, we should be honest and explicit about the need for strong priors about the welfare effects of changes in averages of observables to warrant scaling. What we need is a healthy dose of theory and the implied econometrics.

Abstract:In order to shorten queues to healthcare, the Swedish government has introduced a yearly “queue billion” that is paid out to the county councils in proportion to how successful they are in reducing queues. However, only the queues for first visits are covered. Evidence has accumulated that queues for return visits have become longer. This affects the chronically and severely ill. Swedish physicians, and the Swedish Medical Association, have strongly criticized the queue billion and have claimed that it conflicts with medical ethics. Instead they demand that their professional judgments on priority setting and medical urgency be respected. This discussion provides an interesting illustration of some of the limitations of new public management and also more generally of the complicated relationships between medical ethics and public policy.
