“Rumor, Vicious Innuendo, and False Reports”: Policing Black Soldiers in Wartime Staten Island

On Staten Island in the spring of 1945, a small group of white politicians, business owners, and residents began complaining about a “crime wave” that they attributed to black soldiers stationed at the Fox Hills Army facility. Most of these complaints stemmed from vague references to rumors of crimes rather than actual incidents. Black journalists and members of the NAACP refuted these accusations and argued that the real issue was discrimination against the soldiers and racism on the part of white Staten Islanders. These accusations launched a months-long debate about racism, crime, and policing on Staten Island during the war. Ultimately, the mayor and military authorities responded by intensifying policing and surveillance of the soldiers. This article uses the conflicts around policing in wartime Staten Island as a lens to consider the impact of the war on black New Yorkers and black soldiers stationed in New York City.

Letter textThe prevalence of asymptomatic COVID-19 infections is largely unknown and may determine the course of future pandemic waves and the effectiveness of interventions. Using an epidemiological model fit to COVID-19 hospitalization counts from New York City, New York and Austin, Texas, we found that the undocumented attack rate in the first pandemic wave depends on the proportion of asymptomatic infections but not on the infectiousness of such individuals. Based on a recent report that 22.7% of New Yorkers are seropositive for SARS-CoV-2, we estimate that 56% (95% CI: 53-59%) of COVID-19 infections are asymptomatic. Given uncertainty in the case hospitalization rate, however, the asymptomatic proportion could be as low as 20% or as high as 80%. We find that at most 1.26% of the Austin population was infected by April 27, 2020 and conclude that immunity from undetected infections is unlikely to slow future pandemic spread in most US cities in the summer of 2020.

Historians have conducted important research on the rise of law-and-order politics in New York City, where anxieties over women’s freedoms, political battles over police oversight, and crime impacts in poor communities contributed to its rise. The numerous walkouts, negotiations, and worker-management conflicts around high-crime areas in New York City suggest that the question of law and order was a salient workplace issue as well for the members of Communication Workers of America Local 1101. In their case, such concerns predate the rhetorical rise of law and order and help us better understand why such politics found fertile ground among working-class New Yorkers, white and black. Repeated incidences, largely in the city’s black ghettoes, prompted workers with a strong class consciousness and commitment to solidarity to transform the problems and experiences of individual workers into a shared question to be addressed via collective action.

New York City launched a restaurant sanitation letter grade system in 2010. We evaluate the impact of customer loyalty on restaurant revisit intentions after exposure to a sanitation grade alone, and after exposure to a sanitation grade plus narrative information about sanitation violations (e.g., presence of rats). We use a 2 (loyalty: high or low) × 4 (sanitation grade: A, B, C, or pending) between-subjects full factorial design to test the hypotheses using data from 547 participants recruited from Amazon MTurk who reside in the New York City area. Our study yields three findings. First, loyal customers exhibit higher intentions to revisit restaurants than non-loyal customers, regardless of sanitation letter grades. Second, the difference in revisit intentions between loyal and non-loyal customers is higher when sanitation grades are poorer. Finally, loyal customers are less sensitive to narrative information about sanitation violations.

<p>O <em>Greenmarket Farmers</em>, como são chamados os mercados hortícolas em Nova Iorque, Estados Unidos da América, tem como uma de suas particularidades a de ser organizado por produtores rurais apoiados pelo <em>Council of Environment of the New York City </em>e cuja venda de produtos deve ser feita diretamente aos consumidores, sem intermediários. Exerce uma importante função, tanto para os agricultores quanto para o público consumidor. No presente estudo foi realizado levantamento contínuo no período de um ano (agosto de 2008 a junho de 2009) seguindo-se de visitas pontuais nos anos de 2010, 2011 e 2012 ao levantamento sistemático, um refinamento dos dados sobre as plantas hortícolas comercializadas e seus produtores no <em>Greenmarket Farmers</em>, que possuem 46 pontos de venda em Manhattan, Brooklyn, Queens, Bronx e Staten Island. Neste período foram observados aspectos de entrelaçamento entre produtores rurais e consumidores urbanos, além da diversidade vegetal. Foram levantadas 120 espécies de plantas comercializadas por 60 produtores, nos diversos pontos do Green Market. Foram listadas 38 famílias botânicas, inseridas em 84 gêneros. A família mais recorrente é Brassicaceae (18), seguida de Asteraceae (13), Lamiaceae (12) e Rosaceae (12). Aspecto que se revela nestas feiras é a face agrícola do estado de Nova Iorque, em geral representado por atividades de turismo e do centro financeiro do mais poderoso país do mundo, e uma das maiores concentrações populacionais do planeta. O apelo ecológico, o estímulo ao consumo de produtos locais e a concessão de cupons de beneficio cedidos às pessoas em dificuldade<a title="" href="file:///C:/Users/Eraldo/Documents/02%20-%20Vivencias%20e%20tecnicas%20de%20relaxamento/Green%20market.NYC%20%2010_Out_2018%20Daniel%20GG%20(1).doc#_ftn1">[1]</a>, em uma comunidade cosmopolita e multi-étnica, canalizam recursos públicos e apoiam este tipo de mercado, permitindo uma reflexão sobre as relações e interatividade entre rural e urbano, diluídas pelas características próprias aos países desenvolvidos, em especial em grandes cidades.
