This article is a contribution to a special issue of Teaching Public Administration, which offers teachers with many years’ experience the opportunity to reflect on changes over time. The context for this paper is teaching public administration in Northern Ireland, a region of the UK that has a sizeable public sector but a distinctive and unstable structure of governance. The paper begins by summarizing the pedagogic polemic in teaching public administration, how this played out in a devolved region of the UK that has witnessed political conflict, and the influence of this setting on the provision of higher education for public sector officials. It addresses how a regional university has sought to meet the seemingly parochial demands of its students with the wider demands for global outward-facing teaching and research.

This chapter draws on historical statistics reporting financial outcomes for spending, taxation, debt, and deficit for the UK over a century to (a) identify quantitatively and compare the main fiscal squeeze episodes (i.e. major revenue increases, spending cuts, or both) in terms of type (soft squeezes and hard squeezes, spending squeezes, and revenue squeezes), depth, and length; (b) compare these periods of austerity against measures of fiscal consolidation in terms of deficit reduction; and (c) identify economic and financial conditions before and after the various squeezes. It explores the extent to which the identification of squeeze episodes and their classification is sensitive to which thresholds are set and what data sources are used. The chapter identifies major changes over time that emerge from this analysis over the changing depth and types of squeeze.

Abstract This paper examines several research questions relating to equality and equity in Chinese higher education via an extended literature review, which in turn sheds light on evolving scholarly explorations into this theme. First, in the post-massification era, has the Chinese situation of equality and equity in higher education improved or deteriorated since the late 1990s? Second, what are the core issues with respect to equality and equity in Chinese higher education? Third, how have those core issues evolved or changed over time and what does the evolution indicate and entail? Methodologically, this paper uses a bibliometric analysis to detect the topical hotspots in scholarly literature and their changes over time. The study then investigates each of those topical terrains against their temporal contexts in order to gain insights into the core issues.

The major international rankings of higher education have appeared in recent months. The ranking is an inevitable result of the massification and commercialization of higher education worldwide. Ranking presumes a zero-sum game, but in reality, improvement is taking place everywhere. The current rankings are largely measured by research productivity, and they are advantageous for major English-speaking countries. Each ranking use different measures, and also changes over time. The user must be aware of the uses and problems of rankings.

Purpose The purpose of this paper is to compare data from national social care statistics on day services and home care for people with learning disabilities across England, Scotland, Wales and Northern Ireland. Design/methodology/approach National social care statistics (England, Scotland, Wales and Northern Ireland) reporting the number of adults with learning disabilities accessing day services and home care were reviewed, with data extracted on trends over time and rate of service use. Findings Regarding day services, despite some variations in definitions, the number of adults with learning disabilities in England, Scotland and Wales (but not Northern Ireland) using building-based day services decreased over time. Data from Scotland also indicate that adults with learning disabilities are spending less time in building-based day services, with alternative day opportunities not wholly compensating for the reduction in building-based day services. Regarding home care, there are broadly similar rates of usage across the four parts of the UK, with the number of adults with learning disabilities using home care now staying static or decreasing. Social implications Similar policy ambitions across the four parts of the UK have resulted (with the exception of Northern Ireland) in similar trends in access to day services and home care. Originality/value This paper is a first attempt to compare national social care statistics concerning day services and home care for adults with learning disabilities across the UK. With increasing divergence of health and social service systems, further comparative analyses of services for people with learning disabilities are needed.

BackgroundWartime traumatic events are related to subsequent psychological and physical health, but quantifying the association is problematic. Memory changes over time and is influenced by psychological status.AimsTo use a large, two-stage cohort study of members of the UK armed forces to study changes in recall of both traumatic and ‘toxic’ hazards.MethodA questionnaire-based follow-up study assessed 2370 UK military personnel, repeating earlier questions about exposure to military hazards.ResultsThe κ statistics for reporting of hazards were good for some exposures, but very low for others. Gulf veterans reported more exposures over time (no significant rise in the Bosnia cohort). In the Gulf cohort only, reporting new exposures was associated with worsening health perception, and forgetting previously reported exposures with improved perception. We found no association between physical health, psychological morbidity or post-traumatic stress disorder symptoms and endorsement or non-endorsement of exposures.ConclusionsReporting of military hazards after a conflict is not static, and is associated with current self-rated perception of health. Self-report of exposures associated with media publicity needs to be treated with caution.

Making extensive use of census data, this chapter sets out changes over time in the race and colour profile of the labour market. It shows that dark-skinned Jamaicans made considerable advances, especially in the public sector, but that even long after independence they were still largely absent from some fields and in others rarely found at senior levels. It will be argued that the stratification of the labour market by colour was largely the result of race-neutral practices, such as educational qualifications and other hiring and promotion criteria; disadvantage accumulated over time and across racial domains; and government inaction, which was partly triggered by political partisanship and economic factors.

Chapter 2 covers 1945–1979, a period during which referendums progressed from being relatively neglected as a concept in Britain to actually being deployed. Between 1945 and the early 1970s, the idea of holding a major referendum was absent from the forefront of the UK political agenda. But as we will see, the proposition simmered and revived over time. Then between 1973 and 1979, four such votes took place: on the constitutional status of Northern Ireland (1973); on whether or not the UK should continue to participate in the European Community (or ‘Common Market’, in 1975); and on whether or not devolution should be implemented in Scotland and Wales (both 1979). The chapter considers why referendums occurred, and their implications for British politics and for the British constitution.
