Following a nuclear accident, a major dilemma for affected people is whether to stay or leave the affected area, or, for those who have been evacuated, whether or not to return to the decontaminated zones. Populations who have to make such decisions have to consider many parameters, one of which is the radiological situation. Feedback from Chernobyl and Fukushima has demonstrated that involvement and empowerment of the affected population is a way to provide them with the necessary elements to make informed decisions and, if they decide to return to decontaminated areas, to minimise exposure by contributing to the development of a prudent attitude and vigilance towards exposure. However, involving stakeholders in postaccident management raises the question of the role of experts and public authorities in supporting the inhabitants who have to make decisions about their future. Based on experiences in Chernobyl and Fukushima, this paper will discuss various principles that have to be taken into account by experts and public authorities about their role and position when dealing with stakeholders in a postaccident recovery process.

In 2020, the International Commission on Radiological Protection (ICRP) issued Publication 146 which provides a framework of the radiological protection of people and the environment in the case of a large nuclear accident. Mitigation of radiological consequences is achieved using the fundamental principles of justification of decisions and optimisation of protection. These recommendations emphasise the importance of the optimisation of protection for the rehabilitation of living and working conditions in the affected areas during the intermediate and long-term phases. They underline the role of co-operation between the authorities, experts, and the affected population in the co-expertise process to facilitate informed decisions about their own protection. ICRP defines reference levels to be selected within generic bands of exposure considering the induced risk of radiation, as well as the feasibility of controlling the situation.

The provision of water services has traditionally been considered a responsibility of the state. During the late 1980s, the private sector emerged as a key actor in the provision of public services. Mexico City was no exception to this trend and public authorities awarded service contracts to four private consortia in 1993. Through consideration of this case study, two main questions arise: First, why do public authorities establish partnerships with the private sector? Second, what are the implications of these partnerships for water governance? This article focuses, on the one hand, on the conceptual debate of water as a public and/or private good, while identifying new trends and strategies carried out by private operators. On the other hand, it analyzes the role of the state and its relationships with other actors through a governance model characterized by partnerships and multilevel networks.Spanish La provisión del servicio del agua ha sido tradicionalmente considerada como una responsabilidad del Estado. A finales de la década de 1980, el sector privado emerge como un actor clave en el suministro de servicios públicos. La ciudad de México no escapa a esta tendencia y en 1993 las autoridades públicas firman contratos de servicios con cuatro consorcios privados. A través de este estudio de caso, dos preguntas son planteadas: ¿Por qué las autoridades públicas establecen partenariados con el sector privado? ¿Cuáles son las implicaciones de dichos partenariados en la gobernanza del agua? Este artículo aborda por una parte, el debate conceptual del agua como bien público y/o privado, identificando nuevas tendencias y estrategias de los operadores privados. À travers cette étude de cas, nous nous interrogerons sur deux aspects : pourquoi les autorités publiques établissentelles des partenariats avec le secteur privé ? Quelles sont les implications de ces partenariats sur la gouvernance de l'eau ? Cet article s'intéresse, d'une part, au débat conceptuel sur l'eau en tant que bien public et/ou privé, en identifiant les tendances nouvelles et les stratégies menées par les opérateurs privés. D'autre part y sont analysés le rôle de l'État et ses relations avec d'autres acteurs à travers un modèle de gouvernance, défini en termes de partenariats, et des réseaux multi-niveaux.

The article considers smuggling as economic crime in the Soviet-Polish border in the interwar period. The reasons for smuggling activities are studied and summarized. Range of smuggled goods is shown. The number of arrested smugglers, their nationality, the value of seized goods both from Poland and the Soviet Union are investigated. Smuggling as a political phenomenon in the Soviet-Polish border in 1921-1939 is under study. The use of smugglers by the intelligence agencies of both Poland and the USSR are emphasized. The role of public authorities of both abovementioned countries in the fight against smuggling, namely Border Guard Corps from Poland; border guards, customs, security services and local Soviet authorities on the part of the USSR are studied. The influence of anti smuggling measures (increased criminal liability, limitation of private capital in trade, strengthen of the state borders protection) on its amount decrease is studied. To examine the role of competitive and cooperative neural interactions within the intermediate layer of superior colliculus (SC), we elevated the basal SC neuronal activity by locally injecting a cholinergic agonist nicotine and analyzed its effects on saccade performance. After microinjection, spontaneous saccades were directed toward the movement field of neurons at the injection site (affected area). For visually guided saccades, reaction times were decreased when targets were presented close to the affected area. However, when visual targets were presented remote from the affected area, reaction times were not increased regardless of the rostrocaudal level of the injection sites. The endpoints of visually guided saccades were biased toward the affected area when targets were presented close to the affected area. After this endpoint effect diminished, the trajectories of visually guided saccades remained modestly curved toward the affected area. Compared with the effects on endpoints, the effects on reaction times were more localized to the targets close to the affected area. These results are consistent with a model that saccades are triggered by the activities of neurons within a restricted region, and the endpoints and trajectories of the saccades are determined by the widespread population activity in the SC. However, because increased reaction times were not observed for saccades toward targets remote from the affected area, inhibitory interactions in the SC may not be strong enough to shape the spatial distribution of the low-frequency preparatory activities in the SC.

Pericytes play an important role in the recovery process after ischemic injury of many tissues. Brain pericytes in the peri-infarct area express macrophage markers in response to injury stimuli and are involved in neovascularization. In the kidney, nerve/glial antigen 2 (NG2)+ pericytes have been found to accumulate after renal injury. These accumulated NG2+ cells are not involved in scar formation. However, the role of accumulated NG2+ cells in injured kidneys remains unknown. Here, using a reversible ischemic reperfusion model, we found that renal NG2+ cells were increased in injured kidneys and expressed macrophage markers (CD11b or F4/80) on day 3 after reperfusion. Isolated NG2+ cells from ischemia/reperfusion (I/R) kidneys also had phagocytic activity and expressed anti-inflammatory cytokine genes, including mannose receptor and IL-10. These macrophage-like NG2+ cells did not likely differentiate into myofibroblasts because they did not increase α-SMA expression. Intravenous transfusion of renal NG2+ cells isolated from donor mice on day 3 after reperfusion into recipient mice on day 1 after I/R surgery revealed that NG2+ cell-injected mice had lower plasma blood urea nitrogen, reduced KIM-1 mRNA expression, ameliorated renal damage, and reduced cellular debris accumulation than PBS-injected mice on day 5 after reperfusion. In conclusion, these data suggest that renal NG2+ cells have an M2 macrophage-like ability and play a novel role in facilitating the recovery process after renal I/R injury.

Background: Neurodegenerative disorders belong to different classes of progressive/chronic conditions that affect the peripheral/central nervous system. It has been shown through studies that athletes who play sports involving repeated head trauma and sub-concussive impacts are more likely to experience neurological impairments and neurodegenerative disorders in the long run. Aims: The aim of the current narrative review article is to provide a summary of various nutraceuticals that offer promise in the prevention or management of sports-related injuries, especially concussions and mild traumatic brain injuries. Methods: This article reviews the various potential nutraceutical agents and their possible mechanisms in providing a beneficial effect in the injury recovery process. A thorough survey of the literature was carried out in the relevant databases to identify studies published in recent years. In the present article, we have also highlighted the major neurological disorders along with the associated nutraceutical(s) therapy in the management of disorders. Results: The exact pathological mechanism behind neurodegenerative conditions is complex as well as idiopathic. However, mitochondrial dysfunction, oxidative stress as well as intracellular calcium overload are some common reasons responsible for the progression of these neurodegenerative disorders. Owing to the multifaceted effects of nutraceuticals (complementary medicine), these supplements have gained importance as neuroprotective. These diet-based approaches inhibit different pathways in a physiological manner without eliciting adverse effects. Food habits and lifestyle of an individual also affect neurodegeneration. Conclusion: Studies have shown nutraceuticals (such as resveratrol, omega-3-fatty acids) to be efficacious in terms of their neuroprotection against several neurodegenerative disorders and to be used as supplements in the management of traumatic brain injuries. Protection prior to injuries is needed since concussions or sub-concussive impacts may trigger several pathophysiological responses or cascades that can lead to long-term complications associated with CNS. Thus, the use of nutraceuticals as prophylactic treatment for neurological interventions has been proposed.

Спортивное питание в настоящее время - это неразделимый сплав, представляющий на практике реализацию современных достижений спортивной физиологии на основе использования специально разработанных продуктов питания со строго научно обоснованным составом. Цель работы заключалась в оценке распространенности в настоящее время продуктов спортивного питания среди различных групп спортсменов и широких слоев населения; в выявлении основных целей, которые ставят перед собой их потребители; в анализе динамики ассортимента продукции на рынке; в определении мотивирующих факторов, оказывающих влияние на потребление этих продуктов и прогнозирование направлений дальнейшего их развития. Доля спортсменов различного уровня, использующих продукты спортивного питания, в настоящее время в разных странах мира составляет от 48 до 81 %. В качестве основных целей их потребления рассматривается повышение уровня спортивных достижений, укрепление состояния здоровья, ускорение процесса восстановления после тренировок и соревнований, улучшение внешнего вида и снижение вероятности получения спортивных травм. Распространенность, объем потребления и ассортимент продуктов спортивного питания увеличиваются с ростом спортивной квалификации атлетов. По причине того, что индивидуальные спортивные дисциплины предъявляют более жесткие психологические требования к их участникам по сравнению с командными, распространенность спортивного питания среди спортсменов в индивидуальных видах спорта установлена выше, чем в командных. Данные проведенных исследований указывают на настоятельную необходимость, с целью обеспечения эффективности применения спортивного питания и предотвращения возникновения нежелательных побочных последствий, постоянного повышения квалификации спортсменов, тренеров, руководителей команд и сопровождающих их медицинских работников в области теории и практики применения современных продуктов спортивного питания. Sports nutrition nowadays is an indivisible alloy, representing in practice the implementation of modern achievements in sports physiology by using specially developted food products with a strictly scientifically formed composition. The purpose of this article was to assess the prevalence of sports nutrition products among various groups of athletes and general population; identifying the main goals that consumers set for themselves in this case; analyzing of the product dynamics on the market; establishing motivating factors that influence consumers behavior and forecasting directions of further sports nutrition development. The share of athletes of various levels using sports nutrition products in different countris of the world currently estimates from 48 to 81 %. The main goals of their consumption are comsidered to increase the level of athletics performance; improve health; accelerate the recovery process after training and competion; improve appearance and reduce the probability of sports injuries. The prevalence, consuption and variety of sports nutrition products used increase with the growth athletes` sports qualification. Due to the fact that individual sports disciplinces impose more stringent physological requirements on their participants compared to team sports, the prevalence of sports nutrition among athletes in individual sports is higher than in team sports. The data of studies indicate the urgent need, in order to ensure the proper effectiveness of the sports nutrition consumption and to avoid the occurance of undesirable side effects, of the carring out continuous knowledge upgrading of athletes, team leaders and accompaning medical personal in the field of theory and practice of sports nutrition.
