AbstractWe search for drivers of fiscal deficits in Europe using a data panel containing annual data of 27 EU countries in the years 1991–2012. Our special focus is on the influence of fiscal rules as well as on fiscal councils, i. e. institutions that may help to reduce deficits and enforce fiscal rules by advising governments. We distinguish between internal fiscal rules and external rules that result from EMU membership. In addition, we consider the impact of “creative accounting”, i. e. measures that help to circumvent fiscal rules, which we approximate by so called stock-flow-adjustments. We especially analyze the interactive influence of the mentioned variables on the budget balance.

This article discusses the impact of Alberta's Municipal Government Act (1994) on municipalities. Specifically, the article describes how the Act grants municipalities natural person powers, whereas the previous Municipal Government Act defined all municipal powers within the enabling legislation. The article further discusses how natural person powers will affect a municipality's business Junction and some problems municipalities may face in light of judicial interpretation of these powers.

Over the last decades, many countries experienced a trend towards fiscal decentralisation, with the result that municipal governments have a largely increased degree of autonomy with respect to their fiscal policy. This shift has not been matched however with a change in the focus of the academic research on the economic effects of public finance, which is still predominantly conducted at the national and regional level. In this paper, we study the impact of municipal government taxation and spending on the growth rate of firms. We explore a panel dataset which combines detailed information from the financial accounts of Flemish municipalities with the financial reports of the firms located in those municipalities. Our analysis of data from close to 70,000 firms in 308 municipalities for the period 2004–2013 indicates that municipal fiscal policy has a statistically significant effect on firm added value growth and employment growth. No statistically significant effect was found on asset growth. Overall, the economic significance of municipal fiscal policy turns out to be small and is, for instance, not able to outweigh the effects of the recent financial crisis.

In this paper we discuss the impact of modern transformation of the economy and the society on the processes of strategic planning on the basis of network interaction. We define the notion of network communities and highlight the opportunities and problems of interaction between government and these communities in the process of strategizing. As one of the manifestations of the global trend of “networkization” of the economy and society, the transition to cluster interaction based on regional collaborative communities and the model of “Cluster Governance” are considered. Ideal models of public administration for the state and municipal government are considered in the context of the challenges of “networkization”, which allows us to trace and justify the evolution of public administration. There is a connection between the issues of organizing stakeholder communication and public participation in the strategy process with a change in public administration model. A typology of network communities in the context of the problem of organizing communication of stakeholders and public participation in the process of cities and regions strategizing is proposed. The various formats of communication and collaboration with network communities in the process of cities and regions strategizing, as well as prospects for using digitalization tools in this communication are considered.

Currently, the management of employee attendance in the City Government is still done manually, where the leadership does not have any media that can be used to monitor attendance, causing problems including recapitulation and slow employee attendance reporting. The calculation of the percentage (%) of the employee performance allowance (Tukin) is not carried out proportionally according to the attendance discipline. The impact of the current system is undisciplined employee attendance. Attendance management system which aims to manage employee attendance data. Attendance data obtained every morning and evening is stored on a server at the Pekanbaru City Information and Communication Office. This data is then processed to determine the whereabouts of an employee and become a reference for determining the percentage (%) of the performance allowance that will be received. In addition, this attendance management can be used by Regional Leaders and Heads of Services / Institutions to monitor employee attendance quickly and quickly. The research method used for data collection is to use interviews and literature. While the method in software development uses the method of The Rapid Application Development (RAD). Attendance Management is built on the basis of the Laravel framework using the MVC (Model View Controller) method. The MVC programming pattern that separates logic and views makes program code cleaner, easier to trace when troubleshooting or debugging. The Blade feature of laravel makes using html / php templates simple. This application provides online information about employee attendance. Regional Leaders, Heads of Services / Institutions can monitor the condition of employee absenteeism in Pekanbaru City Government online every day. Employee attendance reports for each Department / OPD are generated automatically. The Personnel and Human Resources Development Agency can use it as a monthly attendance summary report.
