Law of the Republic of Indonesia Number 3 of 2002 concerning the National Defense explained that Indonesia's defense was carried out with a universal defense system to deal with every form of military and non-military threats. Geographically, Riau Islands Province is an area directly border to neighboring countries that have potential non-military threats. These non-military threats include illegal activities in the form smuggling of goods, illegal drugs, human trafficking, terrorism and penetration of foreign ideologies as well as cases of actual non-military threats, COVID-19 pandemic. The aims of the research are to analyze the management of human resources and the synergy between local governments and defense elements from the army, navy and air force in the Riau Islands Province as well as analyze the obstacles and the efforts to create in the face of non-military threats. The method of the research is a qualitative method with primary data collecting techniques, interviews, and secondary data in the form of literature studies. The results showed that the local government and elements of defense in the Riau Islands Province in facing non-military threats with ideological, economical, technological and information dimensions, economics, health and safety made programs by managing human resources through the functions of planning, organizing, actuating and controling. While synergy is built in two ways, namely communication through social communication through discussion, dialogue, official letters, mutual cooperation and coordination through communication forums of regional leaders. Constraints faced are geographical conditions, facilities and infrastructure, budget constraints and limited personnel. Efforts to overcome obstacles in creating synergy are increasing the frequency of regional leadership communication forums, optimizing cooperation, transforming defense human resources and increasing joint activities.


Significance The legislation is the most radical and comprehensive reform of centre-regional relations since Vladimir Putin became president in 1999. Formalising and consolidating a steady process of political centralisation, it further shifts powers from the regional heads and assemblies to the president and the federal executive. Impacts After years of attempts to forge a Russia-wide ethos, local identity politics will become more visible. The September regional elections are another opportunity to pre-select regional leaders before they are approved by voters. Regional leaders removed and replaced ahead of the elections may include the Communist head of Khakassia, Valentin Konovalov.


Significance This arises from years of frustration regarding the growing jihadist threat and perceptions of French neocolonial influence over regional leaders. Anti-French feeling ranges from resentment born of this frustration to outright conspiracy theories charging France with actively abetting jihadist groups. Impacts Further anti-French protests, including efforts to disrupt the French logistical chain, are likely. Sahelian protesters do not appear interested in targeting ordinary French nationals. Entrepreneurial politicians throughout the Sahel may look to instrumentalise anti-French rhetoric.

This study aims to analyze to what extent the provision of the rights of special needs groups has been implemented and provide recommendations related to the additional infrastructure outside the regulation of the Ministry of State Apparatus Utilization and Bureaucratic Reform (PANRB) Number 17 of 2017. This study is vital since the government institutions still lack attention to fulfilling the rights of persons with disabilities. In accordance with the mandate of Law Number. 25 of 2009 concerning Public Services, public service providers are obliged to provide special facilities and infrastructure for special needs groups without any additional charge. The research method used in this research is descriptive qualitative by analyzing the existing literature (library research). Then data collection through field observations (observations), interviews, and other library sources. This study tries to look at the completeness of special facilities and infrastructure for people with special needs that are provided by recommending twenty-two standards for infrastructure intended for “people with special needs”. Some public service providers relatively have almost met the standards. However, there are also public service providers which still need to be encouraged to meet these standards. It is necessary to have the political will of regional leaders to prioritize the provision of facilities and infrastructure to support public services for people with special needs. Amid limited regional resources, prioritizing the stages of fulfilment (road map) of these special facilities needs to be prepared, and partnerships also collaborations with other strategic partners can be developed to help meet these special service standards. There are limitations in this research: only three public service providers are the locus of the study, including hospitals, the Department of Population and Civil Registration, and the Department of Investment and the One-Stop Service, so that it does not represent the condition of public services in a city.   Abstrak Tujuan penelitian ini adalah untuk menganalisis sejauh mana pemenuhan hak-hak kelompok berkebutuhan khusus telah diimplementasikan dan memberikan rekomendasi terkait dengan sarana-prasarana tambahan di luar peraturan Kementerian PANRB Nomor 17 Tahun 2017. Penelitian ini penting untuk dilakukan karena masih kurangnya perhatian lembaga pemerintah dalam hal pemenuhan hak-hak penyandang disabilitas. Sesuai pasal 29 UU No. 25 Tahun 2009 bahwa penyelenggara pelayanan publik berkewajiban menyediakan sarana dan prasarana khusus bagi masyarakat berkebutuhan khusus tanpa pembebanan biaya tambahan. Metode penelitian yang digunakan dalam penelitian ini adalah kualitatif deskriptif. Pengumpulan data dilakukan melalui pengamatan lapangan, wawancara, dan sumber pustaka. Hasil penelitian menggambarkan kondisi sarana dan prasarana khusus bagi masyarakat berkebutuhan khusus yang disediakan dengan merekomendasikan dua puluh dua standar sarana prasarana bagi masyarakat berkebutuhan khusus. Beberapa penyedia pelayanan publik relatif sudah memenuhi sarana prasarana tersebut. Namun, juga terdapat penyedia layanan publik yang perlu didorong untuk memenuhi standar pelayanan khusus tersebut. Untuk memenuhi standar pelayanan bagi kelompok rentan, diperlukan political will pemimpin daerah untuk turut memprioritaskan penyediaan sarana dan prasarana penunjang pelayanan publik bagi masyarakat berkebutuhan khusus. Di tengah keterbatasan sumberdaya daerah, maka pengutamaan tahapan pemenuhan (road map) fasilitas khusus tersebut perlu disiapkan, serta pola-pola kemitraan dan kolaborasi dengan mitra strategis lainnya dapat dikembangkan untuk membantu memenuhi standar pelayanan khusus tersebut. Keterbatasan penelitian ini yaitu hanya mencakup tiga penyelenggara pelayanan publik, yang meliputi RSUD, Dinas Kependudukan dan Pencatatan Sipil dan Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu sehingga tidak menggambarkan kondisi pelayanan publik suatu daerah. As a result of the crisis, spread of coronavirus infection, growth of inflation for a number of years in Russia there has been registered a decrease in real incomes of the population, as well as the persistent poverty rate. Despite the unprecedented measures taken by the State to provide social support to the population, the fight against poverty is one of the strategic tasks for the state. The poverty rate indicator is included in the performance indicators of state authorities and regional leaders. Methods of assistance to the most vulnerable segments of the population should be comprehensive (include educational programs, retraining, psychological support, employment, social benefits, support measures for beginning and existing entrepreneurs and the self-employed, social contracts, social treasury), but at the same time they should be targeted and personalized.

The purpose of this study was to examine and explain the effect of COVID-19 Perception, subjective norms, and Perceived Benefits on attitudes and Behavior continuous use of medical mask. The population of this study is people in Indonesia who have used medical masks for at least a year. The size of the sample used is 146 people with purposive sampling method. The analytical technique used is Path Analysis using SEM-PLS. The results showed that the COVID-19 perception, subjective norm, and perceived benefits had a positive and significant effect on attitudes and behavior in using medical masks continuously, and attitudes about using medical masks also had a positive and significant effect on the intention to continue using them continuously. Therefore, it is important for regional leaders to continue to disseminate and educate about the importance of continuous use of medical masks in order to prevent the spread of disease due to COVID-19 and maintain public health by providing information about COVID-19 disease and the benefits of using this medical mask.

Toddlers in Indonesia experience a double burden problem, some children are obese but others experience stunting, emaciation, and malnutrition. Nutritional problems if not addressed will cause the Indonesian nation can experience a lost generation. The occurrence of malnutrition can be prevented if the root cause of the problem in the community concerned can be known, so that overcoming the problem of nutrition can be done more fundamentally through handling the root of the problem. The purpose of this study is to identify the causes of malnutrition, identify the implementation of efforts to overcome malnutrition, and formulate strategies to overcome malnutrition in South Kalimantan. This research is a descriptive study with a combination method combining qualitative and quantitative approaches. The results showed the number of malnutrition in South Kalimantan that was found in 2018 to September was 95 cases. Cases of malnutrition were found mostly with non-clinical symptoms. Most cases of malnutrition found with clinical symptoms are marasmus. Most of the cases in 2018 were caused by poverty + poor parenting + lack of sanitation. Efforts to combat malnutrition in South Kalimantan are not only carried out by the health department but also supported by cross-sectors which are included in sensitive interventions, including social services through PKH programs and non-cash direct assistance (literature, basic food distribution, business capital assistance, home rehabilitation) not living) and also the food security department through KRPL and CPP programs, and others. However, coordination between related agencies in managing malnutrition problems, especially at the district / city level, is still not optimal. High commitment from regional leaders is needed for the integration of all related sectors.

This manuscript specifically explores the dynamics of the Pilkada of Palangka Raya City in 2018. As with the simultaneous regional elections in Indonesia in general, there are still problems related to the practice of vote buying, network of winning teams and strong patronage. This is a determining factor in a candidate's victory, even though he was once labeled a prisoner. We observed a phenomenon in the Pilkada of Palangka Raya City; that having high popularity and strong political clientelism cannot help a person that is labeled an ex-prisoner to attain victory. Our study is complemented by a case study approach with a holistic analysis method. We observed and interviewed key informants in order to obtain some data related to the theme. Results show that the ability of the winning candidate’s team to frame and counter frame the candidate as an ex-prisoner  who gives cash to former fellow inmates, succeeded in helping the other candidate to win the Pilkada in the Palangka Raya City. We found that the implementation of the frame and counter frame theories was successful in the Pilkada context. This method of framing and counter framing is very effective in producing regional leaders with integrity and clean records and in instilling rationality in voters to reject corrupt leaders. Empirically, the limitations in framing these issues have not completely eliminated the pattern of giving money in politics.
