Postcarbon Amnesia: Toward a Recognition of Racial Grief in Renewable Energy Futures

Climate justice activists envision a “postcarbon” future that not only transforms energy infrastructures but also redresses the fossil fuel economy’s long-standing racial inequalities. Yet this anti-racist rebranding of the “zero emissions” telos does not tend to the racial grief that’s foundational to white supremacy. Accordingly, I ask: can we address racial oppression through a “just transition” to a “postcarbon” moment? In response, I connect today’s postcarbon imaginary with yesterday’s postcolonial imaginary. Drawing from research on US-based climate activism, I explore how the utopic rhetoric of a “just transition” is instantiated in practice. I argue that the racialized absences constitutive of what scholars call “postcolonial amnesia” are operative in the anti-racist move to a postcarbon moment. This postcarbon imaginary formulates the vulnerability of people of color to biophysical disasters as the raison d’être for infrastructural transformation. This, I argue, has the effect of overlooking the ways in which racial grief inheres in such vulnerability and the capacity of energy infrastructures to uphold racist hierarchies. I situate this “postcarbon amnesia” in Anne Cheng’s framework for differentiating “grief” from “grievance,” calling for renewable energy transitions that move away from enumerative grievances and toward a sobering recognition of racial grief.

Racial passing has a long history in America. In fact, there are manifold reasons for passing, not the least of which is to reap benefits-social, economic and legal-routinely denied to people of color. Passing is conventionally understood to be a volitional act that either situationally or permanently allows members of marginalized groups to assimilate into a privileged culture. While it could be argued that those who choose to pass are, in a sense, race traitors, betraying familial, historical and cultural ties to personhood,1 Wald provides another way of reading passing, or “crossing the line,” as a “practice that emerges from subjects' desires to control the terms of their racial definition, rather than be subject to the definitions of white supremacy” (6). She further contends that racial distinction, itself, “is a basis of racial oppression and exploitation” (6).

Home heating and lighting markets have played crucial and underappreciated roles in driving energy transitions. When historians have studied the adoption of fossil fuels, they have often privileged industrial actors, markets, and technologies. My analysis of the factors that stimulated the adoption of anthracite coal and petroleum during the nineteenth century reveals that homes shaped how, when, and why Americans began to use fossil fuel energy. Moreover, a brief survey of other fossil fuel transitions shows that heating and lighting markets have been critical drivers in other times and places. Reassessing the historical patterns of energy transitions offers a revised understanding of the past for historians and suggests a new set of options for policymakers seeking to encourage the use of renewable energy in the future.

By transforming patterns of travel and work around the world, the COVID-19 pandemic is accelerating the transition to renewable energy and the decline of fossil fuels. Lockdowns brought car commuting and plane travel to a near halt, and the mass experiment in which white-collar employees have been working from home may permanently reduce energy consumption for business travel. Renewable energy and electric vehicles were already gaining market share before the pandemic. Under pressure from investors, major energy companies have started writing off fossil fuel reserves as stranded assets that are no longer worth the cost of extracting. These shifts may indicate that “peak oil demand” has arrived earlier than expected.

Discussions of white supremacy focus on patterns of whites’ stature over people of color across institutions. When a minority group achieves more than whites, it is not studied through the lens of white supremacy. For example, arguments of white supremacy in K-12 schools focus on the disfranchisement of African Americans and Latinxs. Discussions of high-achieving Asian American students have not been framed as such and, in fact, can be used to argue against the existence of white privilege. This article explains why this conception is false. White supremacy can be active even when people of color achieve more than whites. Drawing from interviews and observations of mostly white educators in Boston suburbs that have a significant presence of Asian American students, I demonstrate that even when Asian Americans outcompete whites in schools, white supremacy is active through two means. First, Asian Americans are applauded in ways that fit a model minority stereotype and frame other groups as not working hard enough. Second and more significantly, Asian Americans encounter anti-Asian stereotypes and are told to assimilate into the model of white educators. This treatment is institutionalized within the school system through educators’ practices and attitudes. These findings somewhat support but mostly contrast the notion of “honorary whiteness,” for they show that high-achieving minorities are not just tools of white supremacy toward other people of color but also targets of it themselves. Understanding how high-achieving minorities experience institutionalized racism demonstrates the far reach of white supremacy.

Taiwan intends to be nuclear free by 2025. This study employs the Lotka–Volterra competition model for sustainable development to analyze the emissions–energy–economy (3Es) issue to make appropriate policy suggestions for a nuclear-free transition. It also offers a new approach to naming the 3E relationship. The literature review shows that the environmental Kuznets curve accompanies the feedback and conservation hypotheses. In the 3E dynamics relationship analysis, the model shows a good mean absolute percentage error (<15%) for the model estimation. The key findings are as follows: 1) the fossil fuel-led economy exists; 2) CO2 emissions are reduced with nuclear energy consumption; 3) renewable energy is far from scale; 4) a complementary effect exists between fossil fuel and nuclear energy consumption; and 5) gas retrofitting and phasing out of nuclear seem imminent. In the energy transition, Taiwan drastically cuts nuclear energy without considering energy diversity due to which troubles might ensue. The priority issue for Taiwan’s energy mix is energy security. To deal with these concerns, this study suggests the government could improve energy efficiency, build a smart grid, develop carbon capture and storage, and reconsider putting nuclear energy back into the energy mix before renewable energy is scaled.
