‘To unite as one’: resisting slum clearance in Freemans Bay, 1951–1968

This article examines the activities of the Freemans Bay Residents Welfare Association, which formed to promote residents’ welfare and to retain the neighbourhood’s integrity in the face of slum clearance during the 1950s and 1960s in Auckland, New Zealand. The Association’s objective was: ‘To combine socially for the cultural good of all people in the area. To unite as one, regardless of race, colour or creed, for the peaceful and fruitful existence of our residents.’ John (Johnny) James Mitchell, secretary of the Association, invoked working-class solidarity – to unite as one – to bring together residents who could also be classified by race, religion, political belief, employment status, ‘respectability’ and housing occupancy. This solidarity was assisted by the Auckland City Council who zoned the Reclamation Area for clearance, affecting all residents within its bounds. However, racial discrimination practised by private landlords, local government and state departments meant that Māori were more likely to occupy condemned housing to begin with and were the last to be assisted by the state in the slum clearance process. As a result, race remained a more potent signifier for Māori residents and they organised through the Māori Women’s Welfare League and the Māori Community Centre, in alliance with the Association.

Purpose – Following the introduction of the New Zealand Local Government Amendment Acts (1996, 2002), some significant changes have taken place in resource allocation and service design of local government organizations. The purpose of this paper is to investigate the effect of local government reforms on budgetary processes and service design in a New Zealand local government entity. Design/methodology/approach – The paper adopts a qualitative case study research involving semi-structured interviews with the key informants to understand the evolving role of resource allocation the study investigates the budgetary processes in a metropolitan city council. Findings – The traditional role of budget has changed to a more active and visible instrument in explaining the effectiveness and efficiency in the use and allocation of resources. Budgets have been given a central role in the management of local government finances. The reform process in New Zealand has enabled local government organizations to organize their activities by using the concepts of public and private goods. Research limitations/implications – This is a single local government entity case study. Any generalization of the conclusions from this study should undertaken with care even though there are similarities between New Zealand and other countries even though they operate under different institutional contexts in different countries. Originality/value – This paper makes important contribution by highlighting the implications of resource allocation on service design within New Zealand local government entities.

<p>In the 1990s, governments in the Western world were seeking solutions to the economic and social dysfunction resulting from a decade of pure neo-liberal policies. Increased inequalities in the distribution of wealth, the promotion of individualism at the expense of community and citizens feeling alienated from government had become critical problems, nowhere more so than in New Zealand. A solution that has been adopted is to reconnect government at all levels with citizens and the civic sector. The good governance agenda proposed increased transparency and accountability of government to citizens, and a new role for citizens as participants and partners. It became the foundation for a fundamental reform of local government in New Zealand, resulting in the Local Government Act 2002. However, the acquisition of a right to participate does not necessarily lead to knowledge of that right and the capacity to exercise it on the part of citizens: nor the willingness to allow it on the part of government. There are also more general questions about the exercise of power, about representation and about whose voices are heard. This thesis, through a case study of Invercargill City Council, a local government authority in Southland, New Zealand, examines these issues relating to citizen participation and the extent to which the Council has been able to create an environment and processes that enable all of its communities to participate. In doing so, it draws on a body of literature in the field of Development Studies, where participatory theory and practice have held centre stage for almost two decades. The thesis asks whether the lessons learned in that field could inform the practice of citizen participation in local government in New Zealand.</p>

By comparing Sam Pillsbury’s cinematic adaptation of Ronald Hugh Morrieson’s The Scarecrow (1963) with the original, this chapter shows how the filmmaker, who was raised in the USA and immigrated to New Zealand in his teens, empties the source novel of the moral ambiguities and transgressive elements that had made the original a genuinely New Zealand work, in so far as it reflected puritan guilt over transgressive impulses in the face of repression, and thus turned the story into a genre film that that is much more anodyne in its vision.

The COVID-19 pandemic is the first to occur in an age of hyperconnectivity. This paper presents results from an online anonymous survey conducted in Malay, English, and Chinese, during the first week of the Movement Control Order in Malaysia (n=1075), which aimed to examine public knowledge, perception and communication behavior in the Malaysian society in the face of a sudden outbreak and social distancing measures. Although the level of public knowledge, risk perception and positive communication behavior surrounding COVID-19 was high, a majority of respondents reported receiving a lot of questionable information. Multinomial logistic regression further identified that responses to different items varied significantly across respondent survey language, gender, age, education level and employment status.

Abstract Issue Development of public health plan for the City of Belgrade, facilitate multisectoral participation and encourage local government to incorporate public health planning into integrated planning framework, including funding. Description of the Problem According to Public Health Low, adopted in Serbia in 2016 and Public health strategy (2018), Council for Health, as a professional body of the City government, was obliged to prepare draft of the Plan. Members of the City Council are representatives from different sectors: health care, public health, private sector, child care, education and civil society. Based on data and information from relevant institutions and organizations, situation analysis and health profile of the City have been prepared during 2018. Results Public health plan for the City of Belgrade has been drafted for a time period from 2020 to 2026, aligned and within time frame of the National public health strategy. Plan included: mission, vision, objectives, activities, responsible institutions, funding sources and indicators for monitoring. Focus was on health promotion and empowerment of citizens to adopt healthy lifestyle as well on investment in environmental sustainability, poverty and inequalities reduction and minimizing risks to human health and well-being. On December 2019, Belgrade City Assembly adopted this document, with full responsibility for implementation and budgeting specific programs and projects from 2020. Lessons Multisectoral working group, with clear defined scope of work, supported by regulations, encouraged and managed by experts in the field, highly motivated to be creator of changes is prerequisite for successful and productive public health planning process. Key messages Public health planning enabled communication and cooperation among experts and decision makers and represented a whole-of-local government approach to public health. Document is used as a resource and model for the other cities and municipalities.
