Disposal of production and consumption waste is a worldwide problem. Despite the experience of foreign countries, waste disposal practice in the Russian Federation remains at the level of the 1970s. The method of waste burial at landfill sites prevails, leading to a loss of secondary resources and the appearance of sites of accumulated environmental damage, which is connected with the lack of a clear legal framework for waste management activities. Analysis of waste accumulation standards for apartment buildings in 20 regions of the Russian Federation showed that the difference in accumulation standards can vary by 2.32 times (from 0.125 m3  in the Kursk region to 0.279 m3  in the Voronezh region). At the same time, the difference in the cost of solid waste removal services can be varied by 2.74 times from 51.55 rubles in the Altai Territory (on average in the region) to 141.45 rubles in the Tyumen region. At the same time, the share of the population with incomes below the subsistence minimum in different regions reaches 7 - 36%. This is largely due to the critically low recovery of secondary materials (about 7%). The capacity of landfills in the regions of the European part of Russia (where more than 2/3 of the population lives) is almost exhausted. Many landfills of solid waste are objects of accumulated environmental damage. The decision to introduce the «institute» of “regional environmental operators”, which was adopted at the level of the Russian Federation to implement the waste management reform, has not, yet had any positive effect. Given the constant deficit of the consolidated budgets of most regions, the high level of poverty and the lack of state support, the prospects for waste management reform indicate the need for additional efforts on the part of the state, business and society

Public sector accounting reforms have resulted in crucial changes in accounting reporting by the government, namely the adoption of accrual accounting in the public sector. This study looks into the social factors that led to the Indonesian central government implementing accrual accounting reform. This study adopted a quantitative approach using purposive sampling. Structural Equation Modeling (SEM) with PLS version 3.0 was used to analyze the data. The information for this study was gathered using a Google Form, which was used to send 70 questionnaires to government finance officials, chief accountants and auditors, and heads of accounting and auditing divisions in the Ministry of Finance. Seeing these social factors is expected to increase the effectiveness of the administration of accrual accounting implementation. The results showed that pressure from donors, pressure from the National Board of Accountants and Auditors (NBAA), political will, and audit process had an impact on the effectiveness of accrual accounting application (AAA). However, management change, regulatory matters, and a culture of transparency have no effect. In addition, the effective administration of AAA affects managerial accountability. This study implies that the effective application of accrual accounting depends on human-related concerns and culture. It is important to note that accrual accounting is more of a management reform that entails changes to bigger areas of institutional and accountability systems than merely adopting a new accounting technology.

This paper assesses the effect ofidentity management reform, namely the Bank verification number (BVN) policy on fraud prevention in the Nigerian banking industry. Using secondary data obtained from annual reports of Nigerian Deposit Insurance Corporation (NDIC) from 2011 to 2018, the study employed descriptive method to analyze trend in fraud variables before and after introduction of the policy and independent t-test to test the hypotheses in the study. Findings revealed that there was an initial decrease in number of staff involved and total amount involved in fraud in the two years following BVN introduction, but which showed increases thereafter.A similar trend was revealed in various fraud types with internet banking fraud showing significant increases in frequency of cases. The results from the t-tests revealed that theBVN policy had no significant impact on fraud prevention within the period under study. It was recommended that the banking public be educated on the different types of fraud and how to protect their personal details from getting into wrong hands. There is also the need to beef up security by improving on protocols required to carry out bank transactions particularly in the area of internet banking. It was also suggested that all bank account numbers be linked to the National Identity Number (NIN) immediately in line with proposals made by the Federal Government on identity management.

This paper explores the significance of managers' impact on the level of employee success in the banking sector in the Kingdom of Bahrain, the contribution of managers to successful banks as agile managers, and argues that management reform in a crisis such as the Covid-19 pandemic can be done well by managers. The banks positively by managers who possess the employees' imagination and technical innovation skills, which makes the employees capable of facing the different types of challenges and difficulties they encounter in an unexpected or anticipated way, who constitute vital components in the continuity and progress of the organizational transition in a volatile economy. With the arrival of the Covid-19 pandemic, institutions all over the world have attempted to respond successfully to transition, and banks have been especially hard hit by self-responses. These methods, however, have shown for agile management the potential to excel under and survive global economic conditions. This paper examines current research on the role of bank managers in the positive development of internal change during crisis situations. The findings revealed that assisting managers in the private banking industry is critical to instilling a sense of transformation in other direct and related parties within the company. As a result, this paper leads to clarifying successful employee assessment by inspiring managers to them which led to the performance of the most effective managers from the old conventional managers who were happy with the banks after these new circumstances that inspired new managers to the imagination and innovation through prior expectations.

In the context of social transformation in China and Europe, economic management reform in China and Europe is struggling, and education development is in urgent need of innovation. Based on the above situation, this article puts forward a study on the economic management and education reform of China and Europe. With the continuous deepening of social transformation and economic management reform in China and Europe, this article analyzes the correlation between social transformation and economic management reform in China and Europe, and constructs a correlation matrix of social transformation and economic management in China and Europe in the form of input value or output value. Favorable conditions for the rapid economic growth of Central European countries: establish a well-functioning market economy system, implement export-oriented economic policies, promote economic growth, make full use of the geographical advantages of China and Europe in social transformation and economic management reform, and population growth in China and Europe The slow characteristic is conducive to economic management reform. In the context of the social transformation of China and Europe, it puts forward suggestions on China-EU education reform to promote the sound development of European social education. In the year of economic recovery in Europe, the situation of economic management and social production in China and Europe has gradually improved. The GDPs of Central and European countries have got rid of negative growth, the inflation rate has continued to decline, and the development potential of social and economic management reform in China and Europe has gradually emerged. This is of great significance to promoting regional and global stability and development.

AbstrakKajian perbandingan administrasi publik telah berkembang sejalan dengan perkembangan ilmu administrasi publik. Tujuan paper ini adalah mengetahui reformasi manajemen publik di Indonesia dikomparasikan dengan Prancis. Komparasi ini tidak mendudukkan Indonesia vis a vis dengan Prancis, namun untuk menemukan lesson learned untuk membangun Indonesia menjadi lebih baik. Metode yang digunakan adalah studi pustaka. reformasi manajemen publik di Indonesia mempertahankan banyak fitur inti dari negara neopatrimonial yang fundamental, di mana elit politik dan ekonomi yang berkuasa melakukan kontrol ketika beroperasi dalam administrasi publik Weberian.  Model reformasi negara Prancis sebagaimana negara-negara eropa kontinental berdasarkan modernisasi (Bouckaert, Pollitt, 2000). Pada negara Prancis, menganggap administrasi negara sebagai domain otonom terpisah dari masyarakat sipil '(Clark, 1998, hal. 100) dan diatur oleh aturan hukum. Berdasarkan studi komparasi reformasi manajemen publik di Indonesia dan Prancis lesson learned yang dapat penulis sampaikan adalah: a) Pelaksanaan Reformasi pada suatu negara harus memperhatikan aspek proses sosial-ekonomi, sistem politik, kebijakan elit berkuasa, dan sistem administrasi;  b) Reformasi pada negara maju maupun negara berkembang cenderung mengarah pada penciptaan good government dengan mengadopsi prinsip-prinsip NPM pada tata pemerintahan;  c) Dorongan reformasi untuk membangun good government dengan menerapkan NPM melalui paket-paket reformasi harus dibaca ulang disesuaikan dengan karakteristik sosial, budaya, politik dan kondisi masyarakat suatu negara. Kata kunci: perbandingan reformasi, manajemen publik. AbstractComparative studies of public administration have developed in line with the development of public administration science. The purpose of this paper is to find out public management reform in Indonesia compared to France. This comparison does not place Indonesia vis a vis with France, but to find lessons learned to build a better Indonesia. The method used is literature study. Indonesia's public management reforms retain many of the core features of a fundamentally neopatrimonial state, over which the ruling political and economic elite exercise control while operating within the Weberian public administration. The French state reform model as continental European countries is based on modernization (Bouckaert, Pollitt, 2000). The French state considers state administration as an autonomous domain separate from civil society' (Clark, 1998, p. 100) and governed by the rule of law. Based on a comparative study of public management reform in Indonesia and France, the lessons learned that the author can convey are: a) The implementation of reform in a country must pay attention to aspects of socio-economic processes, political systems, policies of the ruling elite, and administrative systems; b) Reforms in both developed and developing countries tend to lead to the creation of good government by adopting the principles of NPM in governance; c) The impetus for reform to build good government by implementing NPM through reform packages must be re-read in accordance with the social, cultural, political and social characteristics of a country. Keywords: comparative reform, public management
