Even though Hamas remains a non-state actor tapping into the register of political Islam, the sources of its international practice are fundamentally the same ones organizing the foreign policies of states: defending its interests as perceived by the movement’s leaders and advocating the values and constitutive norms of this politico-religious player’s ideology. This dual observation remains valid even when its foreign policy defines itself both in relation to the occupying power and by interactions with other actors.

The recent uprisings in Iran provide a poignant example of a common dilemma in authoritarian regimes. The mullahs and security forces can contain the blazes with Chinese-inspired controls over the internet and social media, but they cannot prevent future ignitions or rule out a wider conflagration. On the other hand, reformers have little hope of winning meaningful freedoms or promoting a less adventurous foreign policy. There is no sign of an authoritarian silver bullet to quash unrest or of a revolutionary breakthrough that could propel the country in a new direction. As Beijing expands the New Silk Road, it confronts similar problems in one country after another. Stronger linkages between domestic politics and transnational relations promote ongoing turmoil and crisis management across interdependent regions and cultures. Although this represents an important surge in transcontinental connectivity, it is hardly the kind that Chinese planners anticipated.

To scholars researching the connections between international relations and globalisation, such as those in the five books reviewed here, ‘foreign policy’ is becoming functionally and descriptively rivalled in a globalising context. Foreign policy, once the theoretically exclusive prerogative of the nation-state, is violated daily by new developments in non-state actorness arising from transnational technical and welfare issues such as trade, finance, labour standards and environmentalism. These books under review introduce the displacement lexicon of transnational politics, global civil society, non-state resistance and complexity into policymaking consciousness; in short, the post-international era. The conclusion proposes to tease out the preliminary outlines of the post-international challenge to foreign policy on the basis of ‘plus non-state’ actor-interest considerations.

In the modern theories in the science of International Relations, the traditional pillar of the school of Realism that considered the state as the only actor in the international scene, actor who took every decision in a monolithic and rational way, taking into consideration only the national interest, has now been rejected. The metaphor of the "black box", indicative of this monolithic way of operation and the rejection of every non-state, but also intra-state and out-of-state actor, even if it was valid once, has definitely been weakened by the events of the post-cold war era, and especially with the advent of globalization. New parameters have been inserted in the process of foreign policy formulation and politicians (and all those responsible for a country‘s foreign policy) have to take them into consideration.

Together with the effect of the Treaty with Maastricht one called into being II the pillar of the European Union - the Common Foreign Policy and Safeties. In 1999 together with the implementation of the Amsterdam Treaty , one began to initiate European Security policy and Defenses which became define in the Treaty Reforming. Initial Poland was skeptically disposed to that policy, considering that a guarantor of the safety in Europe is NATO. Some time later the optics of the perception EPBiO underwent change. The relation of our country changed to the reference to the foreign policy and the safety into the moment of the obtainment of the membership into the European Union. At present Poland launches out into civil missions and the crisis management led (driven) within the framework of this policy by the European Union. An aim (target) of the present article is presenting of the creature of the Common European Foreign Policy and the Defense. Particularly the author assembled on tracing of history and the change of the relation of Poland to this policy and also to the proof of essential positive elements as and negative aspects of the Common European Foreign Policy and the Defense

Most scholars know little about the panic of 1792, America's first financial market crash, during which securities prices dropped nearly 25 percent in two weeks. Treasury Secretary Alexander Hamilton adroitly intervened to stem the crisis, minimizing its effect on the nascent nation's fragile economic and political systems. U.S. policymakers soon forgot the crisis-management techniques Hamilton invented but failed to codify. Many of them were later rediscovered and became theoretical and practical standards of modern central-bank crisis management. Hamilton, for example, formulated and implemented “Bagehot's rules” for central-bank crisis management eight decades before Walter Bagehot wrote about them inLombard Street.
