AbstractCentral Asia is a semiarid to arid region that is sensitive to hydrological changes. We use the Community Atmosphere Model, version 5 (CAM5), equipped with a water-tagging capability, to investigate the major moisture sources for climatological precipitation and its long-term trends over central Asia. Europe, the North Atlantic Ocean, and local evaporation, which explain 33.2% ± 1.5%, 23.0% ± 2.5%, and 19.4% ± 2.2% of the precipitation, respectively, are identified as the most dominant moisture sources for northern central Asia (NCA). For precipitation over southern central Asia (SCA), Europe, the North Atlantic, and local evaporation contribute 25.4% ± 2.7%, 18.0% ± 1.7%, and 14.7% ± 1.9%, respectively. In addition, the contributions of South Asia (8.6% ± 1.7%) and the Indian Ocean (9.5% ± 2.0%) are also substantial for SCA. Modulated by the seasonal meridional shift in the subtropical westerly jet, moisture originating from the low and midlatitudes is important in winter, spring, and autumn, whereas northern Europe contributes more to summer precipitation. We also explain the observed drying trends over southeastern central Asia in spring and over NCA in summer during 1956–2005. The drying trend over southeastern central Asia in spring is mainly due to the decrease in local evaporation and weakened moisture fluxes from the Arabian Peninsula and Arabian Sea associated with the warming of the western Pacific Ocean. The drying trend over NCA in summer can be attributed to a decrease in local evaporation and reduced moisture from northern Europe that is due to the southward shift of the subtropical westerly jet.

Subsequent to Harper’s review essay centered on Brooke’s Climate Change and the Course of Global History: A Rough Journey, Brooke concedes that he could have focused more attention on the problem of the Malthusian trap. He stresses, nevertheless, that his reservations regarding the concept of Malthusian crises in pre-industrial societies are well placed, given the concept’s prominence in the large-scale environmental histories written during the past several decades. Turning to the impact of climate change in late classical antiquity, Brooke discusses established and new evidence for increasing, sometimes catastrophic, precipitation from the Mediterranean area into central Asia after a.d. 500 and after 1250, as a result of shifts toward the negative mode of the North Atlantic Oscillation. He also surveys the evidence for emerging arguments that this cooling-driven precipitation may have triggered outbreaks of bubonic plague in Central Asia.

The purpose of the article is to describe the changes NATO undergoing in response to the challenges of our time. Today NATO, as a key element of European and Euro-Atlantic security, is adapting to changes in the modern security environment by increasing its readiness and ability to respond to any threat. Adaptation measures include the components required to ensure that the Alliance can fully address the security challenges it might face. Responsiveness NATO Response Force enhanced by developing force packages that are able to move rapidly and respond to potential challenges and threats. As part of it, was established a Very High Readiness Joint Task Force, a new Allied joint force that deploy within a few days to respond to challenges that arise, particularly at the periphery of NATO’s territory. NATO emphasizes, that cyber defence is part of NATO’s core task of collective defence. A decision as to when a cyber attack would lead to the invocation of Article 5 would be taken by the North Atlantic Council on a case-by-case basis. Cooperation with NATO already contributes to the implementation of national security and defense in state policy. At the same time, taking into account that all decision-making in NATO based on consensus, Ukraine’s membership in the Alliance quite vague perspective. In such circumstances, in Ukraine you often can hear the idea of announcement of a neutral status. It is worth reminding that non-aligned status did not save Ukraine from Russian aggression. Neutral status will not accomplish it either. All talks about neutrality and the impossibility of Ukraine joining NATO are nothing but manipulations, as well as recognition of the Ukrainian territory as Russian Federation area of influence (this country seeks to sabotage the Euro-Atlantic movement of Ukraine). Think about it, Moldova’s Neutrality is enshrined in the country’s Constitution since 1994. However, this did not help Moldova to restore its territorial integrity and to force Russia to withdraw its troops and armaments from Transnistria.
