The solution of new tasks facing the leaders of public administration at the present stage of development of the Ukrainian state requires an increase in the efficiency of public administration and public administration as one of the priorities based on the principles of democracy, nation and human-centrism. The relevance of the topic of updating the principles of leadership development in public administration is closely related to updating management mechanisms in the information society, changing the traditional paradigm of management, characterized by stability, control, competition, homogeneity, egocentrism and heroism to a new one, which is characterized by fluidity, delegation of power, cooperation, heterogeneity, social relevance and modesty. The new management paradigm, which is partially being introduced into public administration and public administration, increasingly requires the introduction of modern leadership principles, which are manifested through the assertion of moral values in the personality of a leader, his behavior models and reforming organizational structures. According to the author, such signs of leadership as delegation of power and cooperation in public administration determine the development of leadership through its consideration in conjunction with the principle of command. The purpose of the article is to reveal the essence of the priority principles of leadership in public management activities, revealing the state of the study of this issue in domestic and foreign literature. The author of the article focuses on the definition – principle, which is analyzed as the basis for any theory or teaching, explanations or guidelines for action, a person’s inner conviction; basic rule of conduct; features in the creation of something, etc. The article reveals the priority principles of leadership as a prerequisite for the formation of a successful personality, successful leadership qualities. The system of principles of leadership development in public administration activities consists of an innovative principle of leadership development; the principle of independence for the development of new rules and regulations; the principle of subsidiarity to ensure the implementation of powers to the bodies of representative power; the principle of socially responsible leadership to ensure ethical relations between subordinates and the leader; the principle of justice, which is a special value measure for maintaining a balance between legal and moral values; the principle of professional and psychological readiness for public administration activities; methodological principle of information and analytical support.

The importance of digital infrastructure for the transformation of emergency medical services as one of the priority areas of public policy and public authorities are considered. Some approaches to the definition of digital infrastructure are studied. This study made it possible to identify the components of the digital infrastructure of emergency medical services and outline its role in the health care ecosystem. The approach to the application of the modular architecture of the digital infrastructure of emergency medical services as a conceptual basis for the integration of information systems of different departments into a single emergency system is considered. Exist two groups of mechanisms that influence the formation of the digital infrastructure of emergency medical services and indicate the causal links that explain how their use can lead to the transformation of emergency medical services. The range of tasks that are solve due to the digital infrastructure aimed at improving the efficiency, accuracy of diagnosis and provision of emergency medical services is outlined. New opportunities are opening up to improve the quality of emergency medical services provision in a human-centered health care system based on a digital infrastructure, the central elements of which are the exchange of information contained in electronic records and patient health cards and mobile digital devices, diagnostics and information transfer. The list of problems on the way of emergency medical services transformation is formulated and some recommendations for their solution are offered, the formulation of which is based on the analysis of existing practices and own long-term experience at the emergency medical services system.

The purpose of the study is to substantiate the need to support the system of professional training of public servants as a necessary condition for the modernization of public service. The methodological basis of the work is a socio-cultural approach in combination with the methods of sociological diagnostics – questionnaires and observation. Substantiated conditions for the implementation of the professional project of civil servants in Ukraine. It is emphasized that maintaining an integrated system of vocational training has significant advantages, such as: ensuring the appropriate level and quality of educational programs, the formation of vocational education and research environment, taking into account the educational needs of public servants. Application of research results: Emphasis is placed on the need to amend the Concept of reforming the system of professional training of civil servants, heads of local state administrations, their first deputies and deputies, local government officials and deputies of local councils to preserve the priority of the National Academy of Public Administration and its regional institutes. Іn the integrated system of professional training of public servants. It is proved that the integral implementation of the professional project of public servants is possible only if the system of elite education is preserved.

Current trends in public administration are considered in the context of national security imperatives, in particular regarding prevention and elimination of military conflicts, achievement of international understanding and formation of a global security environment. In recent decades, military conflicts of varying intensity and scale, both in Europe and beyond the continent, have remained a potential threat to Ukraine and all European countries. The research methodology is based on a systematic approach, which, in particular, summarizes modern interpretations of public administration and identifies problematic aspects of reforming modern governance structures amid globalization, informatization and democratization of the society and government. The position on the effectiveness and political perspective of democratic reforms is substantiated. Similar processes are observed in public administration in the security field within the democratic trend aimed at developing a dialogue between society and government through the active involvement of a wide range of non-state actors. On the basis of the dialectical method the trends of public administration development in the field of military security are researched and their ambivalence is argued. The global context of the new consolidated view on the protection of the common future of humanity is noted. The axiological method has provided an opportunity to characterize the processes of securitization of socio-political life and to determine the prospects for reducing its conflictogenity. It is consistently held that the most effective and efficient is the combination of three levels of identity in integrated European societies: maintaining strong positions of the customary national level of self-identification, transnational level of common European values and ethnic level of identity - preservation of historical memory.

It is proved that in formulating proposals for institutional change in Ukraine an important task is to determine the strategy, tactics and specific measures for the full application of the Constitution of Ukraine and the basic laws governing the institutional development of management subsystems. The basis of institutional change is the sectoral direction of modern public administration, improvement of legislation, dissemination of public positive perception of such changes and the formation of public and personal needs for change. It is established that the effectiveness of Ukraine’s reforms in the sectoral dimension, in addition to the presence of a political program, requires legal support, the formation of an effective system of state bodies to implement such changes, ensuring coordination of government efforts on sectoral reforms. New theoretical and methodological approaches to practical tasks in the field of institutional support of reforms are substantiated. It is substantiated that in the socio-political plan public administration reforms are conditioned by the need to resolve or minimize the contradictions of institutional interaction, which are formalized by the principles of governance. It is established that public administration reforms should implement the tasks of state building on the basis of value principles, aimed at improving the organization of state power, subordinated to the goals of social development. The process of constitutional changes and the impact of such changes on the system of public administration is studied. Methodological bases and practical aspects of development and implementation of constitutional changes in public administration activity are determined. The basis of constitutional changes is the improvement of legislation, the spread of public positive perception of such changes and the formation of public and personal needs for change. It is established that the effectiveness of constitutional changes in Ukraine, in addition to having the appropriate political will, requires proper legal support, the formation of an effective system of state bodies to implement such changes, ensuring proper coordination of government efforts to implement constitutional changes. New theoretical and methodological approaches to practical tasks in the field of reforming the provisions of the Constitution of Ukraine are substantiated. Recommendations and proposals for solving the problem of implementing constitutional changes at both the state and regional levels are provided. It is established that public administration reforms should implement the tasks of state building on the basis of the values of the constitutional order within the process of amending the Constitution of Ukraine, aimed at improving the organization of state power, subject to the goals of social development.

In the paper the advantages of the service-oriented architecture of e-government and its prospects for Ukraine are revealed. Service-oriented e-government is governed by a service-oriented architecture. Service-oriented architecture is the functionality of software as services aiming to establish compatibility in their provision. The model of service-oriented e-government architecture is divided into five layers (levels), arranged from bottom to top: operational level, semantic level, service level, process level, presentation level. The practice of service-oriented e-government in foreign countries is studies: USA, Canada, and Great Britain. These countries implement the so-called Anglo-American model of informatization of the state, which is based on: removal of redundant functions of government, delivery of public services to citizens, meeting the needs of citizens through information technology. This model promotes the development of transactions, payment for services via the Internet. Foreign experience shows that a key feature of government activities is to ensure the success of the implemented actions, as well as to control the quality and scope of services. Therefore, when developing e-government projects, the governments take their efforts to get the corresponding positive consequences in the availability of services: providing quality services to citizens and businesses; increasing revenues; easing the financial burden on federal and local governments, primarily by reducing documents and electronic services on the Internet. The trends of the model implementation in Ukraine are studies. The evolution of the issue included the Program «Electronic Ukraine», the realization of the E-Government Information System. The further steps are analyzed based on the information from the official website of the Ministry of Digital Transformation of Ukraine which provides the cases of service-oriented state (Popular services). The projects of the Ministry on Digital State digitize many services, update their legal framework, streamline the activity of state registers, and provide technical capabilities and data protection. It is concluded that service-oriented architecture of e-government is characterized by the features of its implementation based on such principles as: information-centric approach; the principle of a common platform, which focuses on creating an open information environment and common technological infrastructure for more effective collaboration of all participants and users of e-government; the principle of user orientation (all e-government activities are aimed at meeting the needs of service consumers); the principle of security and confidentiality.

The article considers the issue of monitoring and evaluation of measures within the National Strategy for Health-Improving Physical Activity in Ukraine «Physical Activity - Healthy Lifestyle - Healthy Nation» for the period up to 2025 in the context of governance. It is determined that the public administration activities of authorities at all levels on implementation of the measures of this strategy are based on the principles of international law and constitutional and regulatory support. The article substantiates that public relations in the field of health-improving physical activity in Ukraine are regulated by UN Conventions, WHO guidelines for national governments, the Constitution of Ukraine, laws of Ukraine, governmental and sectorial regulations, and resolutions of local authorities and local governments. A number of features that nowadays characterize aspects of practical implementation and enforcement of the National Strategy for Health-Improving Physical Activity in Ukraine at the regional level have been identified. It has been established that: (1) participation of regions in the implementation of the strategy is non-consolidated; (2) in some regions there is no correlation between the content of the plans for the implementation of the strategy and the content of the relevant reports; (3) at the regional level, the development of physical culture and health infrastructure is asymmetric; (4) over the past three years, there has been a positive trend in involving local administrations in the development and approval of regional plans for the implementation of the strategy; (5) over the years of implementation of the strategy, the openness of the authorities to disclose the content of activities to members of the public has a positive trend. The most consistent cooperation of authorities on the implementation of the strategy is observed in such regions as Vinnytsia, Dnipropetrovsk, Ivano-Frankivsk, and Khmelnytsk.

The work of the institution of professional higher education in the conditions of competition between educational institutions is analyzed. In modern conditions in institutions of professional higher education in order to survive and function effectively, it is necessary to coordinate their goals with the goals of the labor market and education; heads of educational institutions to review the forms and methods of work with all participants in the educational process, to develop in them the skills of charity, civic activity, to expand their participation in the development, adoption and implementation of legal decisions in the field of education; be able to cooperate with patrons, deputies, organizations and public and public institutions. With the development of democracy and the expansion of the practice of co-management, institutions of professional higher education will increasingly rely on public organizations and communities. This will help complete the transition from a policy of patronage and domination of the state over the public to their constructive partnership and interaction. The task of democratization of management as a result of constructive dialogue of the institution of professional higher education, the public and the state is to unite all subjects for joint actions on the basis of their real interest in the development of education. The refore, the management system must be constantly developed and improved, respectively, the heads and managers of educational institutions, as managers of education, must constantly improve their skills.

At the present stage, it is not possible to ensure the sustainable development of the country without the application of innovative urban development policies. One of them is the policy of urban revitalization, which is aimed at overcoming the spatial, economic, social, cultural, environmental crisis of the functioning of degraded urban areas. The purpose of the article is to determine the essence of the public policy of urban revitalization and to develop its process model, which will help to understand the sequence of specific actions and principles of relevant activities. The study presents a process model of public policy of the urban revitalization. It reflects the sequence of measures to restore the degraded urban area, as well as the principles to be followed at each stage of the policy and in general. According to the model, the process of public policy of the urban revitalization includes four stages: – preparation for the degraded areas restoration, – development of the urban revitalization program, – implementation of the urban revitalization program, – evaluation of the public policy of urban revitalization. The public policy of urban revitalization is carried out on basic and specific principles. Basic and specific principles should be followed for the effective implementation of the public policy of urban revitalization. Among the basic principles should be noted: subsidiarity, inclusiveness, smart growth, sustainable development. The specific principles of the urban revitalization policy include: – territorially concentrated influence, – integration and spatial synergy, – participation and multilevel locally oriented partnership. Despite the lack of practice in the preparation of urban revitalization programs, the proposed model of public policy of urban revitalization can be implemented in Ukrainian conditions. To accelerate the restoration process of degraded urban areas, it is necessary to regulate the issue of urban revitalization in domestic legislation and create financial mechanisms to support revitalization programs.

The article analyzes the features of the communicative and managerial process during the implementation of economic relations in local authorities. The meaningful concept of communication and the specifics of its functioning in the system of public administration are revealed. The basic principles, features, key tasks and functions of communications in the implementation of economic relations at the basic levels of government are described. Specific differences in the functioning of the system of modern communicative activity in public administration and at the basic level of government have been clarified. The information and communication system of local authorities is analyzed. The process of formation of internal organizational communications and their key forms used in the implementation of economic relations in the system of public administration are considered. The legislative and normative base of public administration bodies and state authorities in the implementation of communication tasks and functions has been studied and analyzed. The main stages of institutionalization of communicative relations between the government and the public are considered. The list of criteria for assessing communication processes in the implementation of economic relations between state institutions and public administration bodies, between the authorities and representatives of business structures, between the authorities, population and representatives of the public sector.
