In this paper three case studies of urban development policies are outlined in order to advance two models of the diverse structuring of interaction between business and politicians. The three cases concern the Italian cities of Pavia, Parma, and Modena. For each city we describe the economic and political context and review the planning policy, focusing on specific decisionmaking processes. This sets the stage for an analysis of the interaction between political and economic actors and for an evaluation of the results of that analysis with respect to the effectiveness of the decisionmaking and implementation processes of urban policy. Those factors which account for the relative strength of business interests and elected officials and favor their engaging in the bargaining relationships are discussed, and two contrasting models of their interaction are presented.

Five years development plans are prepared by State Planning Organization (former name), Ministry of Development. Development Plans are significant policy documents including information about resources of development goals in long term and related regulations to be made in Turkey. Ten different development plans including the years between 1963 and 2018 were prepared. The common basic goal of these plans is: Ensuring a fortunate and prosperous life for Turkish citizens, raising life standards to higher levels. Reaching more prosperous life standards is possible through a long term and systematic development effort. Regions including cities (except metropolis), districts and villages are called rural areas. Efforts for increasing the economic level of people living in rural areas by using and supporting natural resources in these areas are named regional development policies. Regional development policies are firstly determined and shaped in development plans. Economic activities in rural areas are mostly based on natural production resources. Regional development is only possible through efficient use of these local resources. The basic goal is to decrease the difference in the level of economic, social and cultural development between development priority regions and the others. The goal of this study is to present the preparations that should be made and focus on present and future problems. Qualitative design document analysis technique is used in this research; local development policies that are mentioned in ten development plans are analyzed. Findings, results and suggestions are presented at the end of the study.

The main objective of this paper is to determine the importance of local development strategies for formulating and implementing local economic development policies by local authorities. In particular, an attempt is made to answer the question of whether local authorities properly and effectively use public management tools (i.e. a development strategy) to promote economic development in their area. Furthermore, the aim of this article is to analyse instruments for supporting economic development, which can be potentially used by local governments in Poland.

Este artigo analisa o caso do município de Parauapebas no estado do Pará, porém sem descurar do seu entorno, centrado nas condições de desenvolvimento econômico do espaço territorial e as contradições sociais estabelecidas. O objetivo do artigo é lançar luz sobre as contradições do acelerado processo de crescimento econômico e demográfico decorrente do ciclo de acumulaçãomineral e as necessárias condições de estabelecimento de políticas locais que ensejem uma dinâmica de desenvolvimento distinta da atual base de exploração mineral. Primeiramente aborda a expansão demográfica e a acelerada urbanização; a seção seguinte trata especificamente dos aspectos de empregabilidade e os impactos da mineração sobre o mercado de trabalho; a terceira seção analisa o ciclo extrativista mineral e suas limitações; a quarta seção trata das repercussões sobre a renda local e o produto interno bruto; finalmente, na última seção, trata especificamente das políticas de desenvolvimento local, tendo a tese central de que é necessário desde já preparar a economia local para uma possível transição do ciclo mineral.Palavras-chave: Parauapebas, mineração, desenvolvimento local.THE MINERAL CYCLE AND THE URGENCY OF LOCAL DEVELOPMENT POLICIES: the case of the city of Paraupebas in the southeast of the state of ParáAbstract: This article analyzes the case of the municipality of Parauapebas in Para State, but without neglecting its surroundings,focusing on the conditions of economic development of territorial space and social contradictions established. The purpose of this article is to shed light on the contradictions of the accelerated economic and demographic growth due to the cycle of accumulationand mineral necessary conditions for the establishment of local political dynamics that cause development distinct from the currentbase of mineral exploration. The article is divided into five parts. In the first section we discuss the demographic expansion and rapid urbanization, the second section deals specifically with the issues of employability and the impacts of mining on the labor market,the third section is intended to analyze the mineral extractive cycle and its limitations, the fourth section deals with the impact on local income and gross domestic product, and finally, in the fifth section, it is specifically the local development policies, much as propositions and having the central thesis that is needed now to prepare the local economy for a possible transition of the mineral cycle,including seeking to use the current momentum to structure a sustainable pattern of production bases in endogenous development.Key words: Parauapebas, mining, local development.
