Ethnic media as communities of practice: The cultural and institutional identities

In an increasingly multicultural, multiethnic, and multilingual media environment, ethnic media are an important part of the public sphere, and the process in which ethnic discourse is produced deserves attention. This article advances Husband’s work on ethnic media as communities of practice by exploring ethnic media of young diaspora. Just as ethnic communities are heterogeneous across ethnic groups, depending on immigration history, demographics, and communication infrastructure, among other factors, ethnic media as communities of practice are never homogeneous and lineal practices. The case of Korean media in Vancouver and Los Angeles, one of the most rapidly growing ethnic media sectors in North America, suggests two new identities – cultural identity and institutional identity – in addition to the journalists’ subjective identities, which Husband discussed. These two identities that are specific to Korean media confirm diversity within communities of practice and suggest the variations to be considered in the broader discussion of ethnic media as communities of practice.

If news is a fundamental part of the public sphere and ideals of democracy, then continuing assertions about the public's lack of engagement with its topics is a worrying trend. However, much of this worry may be conflated by a lack of understanding about both the lived experiences of audiences (particularly youth audiences) and the news media environment more generally. This paper examines The Panel, a Ten Network ‘new’ news program which appears to have a significant deal of power in the mediatised postmodern public sphere. Through its discursive format, and by making news more comprehensible and interesting, the program is able to increase the potential for everyday ‘rational-critical’ debate at the heart of the public sphere (Habermas, 1989: 117). This theory is examined here through the use of interviews with members of The Panel's production team and focus groups conducted with youth audiences.

<p>Using data collected over three years and mimicking the methodology of Arnold et al. (2012) in Los Angeles, a study in Texas was conducted in which 66 families opened their homes and allowed video, survey data, and pictorial evidence to be collected. These data are used to determine if McDonaldization has spread from the public sphere into the private sphere by determining if the four factors of McDonaldization: predictability, calculability, efficiency, and control are present, and if so, in what ways they are represented. Ultimately, every single household studied showed instances of all four factors of McDonaldization, thus heavily supporting the hypothesis that McDonaldization has encroached into the private sphere. This phenomenon will be explained by using McDonaldization either as a rational means to pursue individualistic self-actualization as described through Maslow’s Hierarchy of Needs or as a means by corporations to extend their own factor of control into the private sphere and thus influence consumers. Finally, the fifth factor of McDonaldization, irrationality emerging from rationality, was examined with examples provided. </p>

AbstractThe first years of the 21st century in Egypt saw a marked movement by women activists and groups in Egypt to lobby for appointing women judges. The debate around the issue included arguments about women's "natural" roles, about their lesser abilities, and about the necessity of maintaining their place in the home to safeguard Arab cultural identity. In general, these debates posited domesticity as a marker of Arab identity and cultural specificity. I argue that domesticity is a modernist ideology that was transfigured into a representation of an essential Arab cultural identity which needed to be guarded and preserved. I also emphasize that discourses on domesticity were not the only existing discourses propagated in the nineteenth century. Zeinab Fawwaz's journey through history in search for women's participation in the public sphere can be interpreted as a clear challenge to the modernist binary opposition between a backward past and a modern, enlightened present. At the same time, it constituted a subversive narrative to the dominant narrative on domesticity. Similarly, Aisha Taymur's project did not dismiss tradition but sought to engage with it on its own premises in an attempt to argue for women's right.

This article analyses the work of ethnic minority media producers through a series of 13 in-depth interviews with African-Australian broadcasters, writers and producers. Focusing on the aims and motivations of participants, the article demonstrates a more expansive role for African-Australian media, one that brings niche media products into dialogue with mainstream Australian public life and challenges common understandings of ethnic media as appealing to a small, linguistically and culturally defined audience. Such a role also raises questions around wider conceptual understandings of the public sphere, particularly as it is employed to interrogate minority–majority relations. The article concludes by engaging with previous literature focused on the changing contours of the public sphere ideal in multi-ethnic and multicultural societies.

Media audience has been conceived, traditionally, as a group of citizens or consumers. In the Media environment, citizens exercise their communication rights and participate in the public sphere; consumers, on the other hand, consume audiovisual products in a specific market. In the citizen perspective, audiovisual communication serves the public interest and democratic values; in the consumer one, it serves private and individual interests. This paper studies the main academic positions referred to the dichotomy citizen – consumer, attending particularly to the investigations of Peter Dahlgren on relations between Media and Democracy; of Richard Collins, on Audiovisual Policy; and of Sonia Livingstone on public sphere, audience participation and Media governance. After this theoretical approach, the paper analyzes the presence of these conceptions of the audience in the audiovisual legal systems of two countries: Spain and Mexico. These two countries are modifying their legal framework. As a conclusion, it appears that the different conceptions of the audience –as consumers or as citizens– are in a close relationship with the different ways of Media control and accountability. Dos han sido los prismas bajo los que se ha concebido tradicionalmente a la audiencia: como ciudadanos, que ante los mensajes de los medios ejercen sus derechos comunicativos y participan en la construcción de una opinión pública libre; o como consumidores o usuarios, que actúan dentro de un mercado de productos audiovisuales. Mientras que la primera perspectiva atiende a la comunicación audiovisual valorando su interés público y su influencia en la construcción de un espacio público de debate y discusión, la segunda atiende a la dimensión más privada e individual de la comunicación audiovisual. En el presente trabajo se abordan las principales posiciones doctrinales sobre dicha dicotomía consumidor-ciudadano, analizando para ello la obra de los autores que más atención han dedicado a estas cuestiones en el ámbito europeo, y en especial los trabajos de Peter Dahlgren sobre las relaciones entre medios y democracia, los de Richard Collins sobre política audiovisual, y los vinculados a Sonia Livingstone sobre esfera pública, participación de las audiencias y gobernanza de los medios. Realizada esta aproximación teórica, se analiza la presencia de dichas concepciones de la audiencia en dos ordenamientos jurídicos audiovisuales que están experimentando modificaciones sustanciales: el español y el mexicano. Como conclusión, se constata que las distintas concepciones de la audiencia están en profunda relación con la forma de concebir el control de los medios y la rendición de cuentas de sus operadores frente al público.

Several powerful constructions of Dalit social and political identity are now circulating in very influential ways within the public sphere in North India, as various groups including both the Bahujan Samaj Party as well as Hindutva organisations compete to assert their influence over how these identities are defined, who they include, and what they mean. In this context, the rise of Hindi Dalit autobiographies as a source of Dalit cultural identity becomes especially important in North India, as they contest traditional conceptions of the Dalit community as ‘untouchables’ and attempt to re-inscribe Dalit identity in positive, self-assertive terms. However, Dalit autobiographies retain certain ambivalences, as the authors struggle to reconcile their low-caste identity with their current urban middle-class status, and more recently, as their claims to represent all members of the Dalit community are challenged by Dalits of the younger generation.

Having just recently returned from a rare visit to Los Angeles, and wondering about the city's loss of Michael Asher and Allan Sekula in the past year and a half, I was suddenly struck by the idea that these artists must have made gargantuan efforts in that environment on a daily—if not hourly—basis to sustain their conviction in the viability of their practices. After all, the near-total erasure of any remnant of conventional structures of subjectivity and the dissolution of even the last residual spatial forms of the public sphere could hardly reach a more decisive state.
