This article presents a methodology for quantifying the costs of dysfunctional environmental regulation faced by the Australian rail industry and derives indicative lessons for best practice with respect to measuring regulatory burden. By drawing on results from a recent benchmarking analysis, the suitability of the methodology is assessed. The study suggests that the methodology presented could be applied to other industries seeking to measure the policy-inefficient government regulatory burden. Further methodological improvements are also recommended.

The Queensland government passed the Environmental Protection (Greentape Reduction) Amendment Act in August 2012, which brings a range of process improvements aimed at streamlining environmental regulation. Key among these changes for petroleum and gas activities is the introduction of standard applications, where if a proponent can meet set eligibility criteria and standard conditions, the assessment process for obtaining their environmental approval is vastly streamlined. The practicality of these is paramount to achieving the greentape reduction objectives. Flinders present a case study of proactive negotiations with the regulator led by APPEA, leading to significant decreases in regulatory burden for obtaining environmental approvals for exploration activities. Past attempts to develop a code of environmental compliance for petroleum and gas activities in Queensland have become bogged down to the point of impasse. To avoid a similar situation, this process has focused on gaining a mutual understanding of the potential impacts associated with each activity related to exploration, as well as a review of the best practice methods of minimising these potential risks, and the practicality of the proposed methods. This approach has led to: eligibility criteria and outcome-focused conditions that deliver certainty to the regulator that impacts are minimised to an acceptable level; and, sufficient practicality to be complied in a majority of circumstances, thereby achieving the desired reduction in greentape for petroleum and gas exploration activities. The case study shows the potential benefits of genuine strategic industry engagement with regulators delivering a reduction in regulatory burden.

There is considerable concern and debate about the economic impacts of environmental regulations. Jonathan Fisher, former Economics Manager at the Environment Agency in England and Wales, reviews the available evidence on this subject. Section 2 presents estimates of the costs and benefits of environmental regulations. Section 3 examines the impacts of environmental regulations on economic growth, innovation and technical change as well as impacts on competitiveness and any movement of businesses to less pollution havens. He questions call for greater certainty regarding future environmental regulations, whereas in fact there should be calls for less uncertainty. This section then suggests how this could be achieved. This section then finishes with an overview of the available evidence. This includes an examination of the Porter Hypothesis that environmental regulations can trigger greater innovation that may partially or more than fully offset the compliance costs. Section 4 then sets out principles for how better environmental regulation can improve its impacts on sustainable economic growth and illustrates how the European Union (EU) Water Framework Directive is a good example of the application of these principles in practice. Section 5 reviews current and recent political perspectives regarding developments in environmental regulations across the EU and shows how the United Kingdom (UK) has successfully positively managed to influence such developments so that EU environmental regulations now incorporate many of these principles to improve their impacts on economic growth. Section 5.1 then examines the implications of Brexit for UK environmental regulations. Finally, Section 6 sets out some best practice principles to improve the impacts of environmental regulation on sustainable economic growth, innovation and technical change.

This paper introduces the new concept of “eco-fusion” through an exploratory case study project. It suggests the importance of multi-scalar practice in the broader field of eco-urbanism. This study introduces eco-fusion as a multiplexed paradigm, which is then discussed in two different development models. This paper first highlights the position of “eco” in urbanism by providing a brief account of key terms and how they relate to one another. It then points out the associations between eco-fusion and sustainable urban development. Through an exploratory case study example in China, the practical factors of eco-development are assessed. The study aims to provide a set of intermediate development stages while maintaining each spatial level’s interface in their own defined and distinguished contexts. The key objective is to consider integrating the natural and built environments, which is considered the best practice of eco-development in urbanism. This study’s findings highlight integrated methods in eco-urbanism and suggest new directions for eco-planning/eco-design strategies.

The number of family caregivers to individuals with dementia is increasing. Family physicians are often the first point of access to the health care system for individuals with dementia and their caregivers. Caregivers are at an increased risk of developing negative physical, cognitive and affective health problems themselves. Caregivers also describe having unmet needs to help them sustain care in the community. Family physicians are in a unique position to help support caregivers and individuals with dementia, but often struggle with keeping up with best practice dementia service knowledge. The Dementia Wellness Questionnaire was designed to serve as a starting point for discussions between caregivers and family physicians by empowering caregivers to communicate their needs and concerns and to enhance family physicians’ access to specific dementia support information. The DWQ aims to alert physicians of caregiver and patient needs. This pilot study aimed to explore the experiences of physicians and caregivers of people using the Questionnaire in two family medicine clinics in Ontario, Canada. Interviews with physicians and caregivers collected data on their experiences using the DWQ following a 10-month data gathering period. Data was analyzed using content analysis. Results indicated that family physicians may have an improved efficacy in managing dementia by having dementia care case specific guidelines integrated within electronic medical records. By having time-efficient access to tailored supports, family physicians can better address the needs of the caregiver–patient dyad and help support family caregivers in their caregiving role. Caregivers expressed that the Questionnaire helped them remember concerns to bring up with physicians, in order to receive help in a more efficient manner.

Best practice in research programs in the sector requires data on client outcomes and financial performance to be collected. Purpose Through the significance matrix, this paper aims to investigate and explore the main sustainability factors of mega transportation infrastructure projects. Sydney’s Metro mega transportation infrastructure is used as a case study. Sydney’s Metro was selected because of its sustainability challenges faced because of the areas’ diverse ecological zones. Sydney’s Metro is thus examined as the basis of best practice for the determination of the sustainability factors of transportation infrastructures. Design/methodology/approach Using the significance matrix as a methodology, this research evaluates the environmental impact assessment and environmental assessment processes, to alleviate the problems of the mega transportation infrastructure. Findings This research found that a more comprehensive determination is needed to further analyse the sustainability factors of mega transportation infrastructures, use of a significance matrix would further assess the environmental complexities of mega transportation infrastructures and the sustainability factors of mega transportation infrastructures should include a nonlinear and asymmetrical scheme highlighting its components and carefully outlining its integration and consolidation. Originality/value Although there is concurrent research into sustainability factors of mega transportation, this paper undertakes a new methodology for such infrastructure. While the significance matrix is not a new concept, it has never been used specifically for mega transportation infrastructure. Subsequently, using the significance matrix as a methodology, this research undertakes such environmental analysis and assessment and thus produces a qualitative risk analysis matrix. The findings from this research will ultimately assist the key stakeholders of mega transportation infrastructures to better plan, monitor and support similar projects.

PurposePerson-centred care is a fundamental component of any service. This case study aims to explore the delivery of person-centred care in the voluntary sector, discussing how integrating support can be achieved to benefit individuals. It identifies challenges, best practice and learning that can be applied across sectors and promotes further enquiry.Design/methodology/approachThis case study is the result of a service audit at a mental health charity. The findings are a blend of reflections, observations and examples from service delivery, synthesised with national policy to provide evidence of best practice and processes that enable person-centred care.FindingsA focus on need not diagnosis, creating accessible and inclusive services, employing dual trained practitioners, having a varied skill mix along with holistic self-assessment tools are all enablers for integrated person-centred support. Multi-agency assessment frameworks, collaboration across services, cross-agency supervision and a shared vision for integration and person-centred care support services to coordinate more effectively. Barriers to integrated person-centred support include complex physical and mental health needs and harmful risk and safeguarding. The diversity of the voluntary sector, a lack of resources along with complex and competitive funding also hinder integration.Originality/valueThis case study provides a valuable insight into the voluntary sector and shares its findings to enhance best practice. It aims to promote interest and invites further research into health and social care delivery by the voluntary sector. As this delivery continues to increase, it is vital to examine the interface between the voluntary and statutory sector. Through better understanding and further research across all sectors, the author can identify how they can achieve person-centred outcomes and deliver the national policies.
