In an agrarian society, like Ethiopia, where lion share of the population relies on land rights for livelihoods and welfare, access to land is fundamental to be capable of existence as a free and dignified human being. Otherwise, it can also be used a political asset for political control and to impoverish the societal well-being. With the opinion of historical pitfalls and injustices and the tremendous holistic contribution of access to rural land rights in Ethiopia, the constitutional makers of the post-1991 Ethiopia have incorporated the egalitarian concept of ‘free access to land for all needy nationals’. However, the content analysis of the legislation framed aftermath of the 1995 FDRE Constitution reveals the introduction of a policy shift towards land regionalism and market-based land access, because, it has attached regional residency requirement, prioritised to investors and model peasants and introduced land use payment in contradiction to the constitutional rule. Hence, this author argues for the restoration of the Constitutional principle of access to land rights.

In many developing countries property rights over rural land are maintained through continuous personal use instead of by land titles. We show that removing the link between land use and land rights through the issuance of ownership certificates can result in large-scale adjustments to labor and land allocations. Using the rollout of the Mexican land certification program from 1993 to 2006, we find that households obtaining certificates were subsequently 28 percent more likely to have a migrant member. We also show that even though land certification induced migration, it had little effect on cultivated area due to consolidation of farm units. (JEL O13, O17, P14, Q15, Q18, Q24, Q28)

Our spatial environment is one of the most important determinants of our well-being and life chances. It relates to schools, opportunities, businesses, recreation and access to public services. Spatial injustice results where discrimination determines that spatial environment. Since Apartheid in South Africa epitomised the notion of spatial injustice, tools and instruments are required to transform spatial injustice into spatial justice. One of these is the employment of principles of spatial justice. While the National Development Plan (NDP) recognised that all spatial development should conform to certain normative principles and should explicitly indicate how the requirements of these should be met, the Spatial Planning and Land Use Management Act 16 of 2013 (SPLUMA) contains a more concrete principle of spatial justice. It echoes aspects of both the South African land reform programme and global principles of spatial justice. Essentially section 7(a) of SPLUMA entails three components: (1) redressing past spatial imbalances and exclusions; (2) including people and areas previously excluded and (3) upgrading informal areas and settlements. SPLUMA directs municipalities to apply the principle in its spatial development frameworks, land use schemes and, most importantly, in decision-making on development applications. The aim of this article is to determine whether the application of this principle in practice can move beyond the confines of spatial planning and land use management to address the housing issue in South Africa. Central to housing is section 26 of the Constitution, that has received the extensive attention of the Constitutional Court. The court has not hesitated to criticize the continuing existence of spatial injustice, thus contributing to the transformation of spatial injustice to spatial justice. Since planning, housing and land reform are all intertwined not only the role of SPLUMA, but also the NDP and the myriad other policies, programmes and legislation that are attempting to address the situation are examined and tested against the components of the principle of spatial justice in SPLUMA.

The present paper attempts to analyze the process of sustainable livelihood through skill development and its conceptual and theoretical understanding in India with reference to rural youth. In India skill development is demanded for economic growth and inclusive development, hence rural population cannot be overlooked. It also tries to highlight that employable skills alone have not been able to sufficiently generate employment among rural youth despite it wont address/promote the well-being process and sustainable livelihood. It is also based on the assumption that various frameworks associated with skill development leave scope for reforms as the gaps prevails that weaken implementation addressed by various policy shift in rural development paradigm and government/non-government organizations. The paper also aspires to look into the process of skill development towards rural youth through establishments of institutions, launch of policy/programmes and their linkages with micro-finance. It also look into the distinctive nature/features of micro-finance against the dominant forces of societal structure, social relationships, social interactions leading towards collective interests and norms that shape the quality and quantity of lives of individuals. Lastly analysis and conclusion have been made on the basis of discussion.

Major Indian cities have a lower public open space (POS)-capita ratio and do not meet national and international standards. Moreover, factors such as lack of design guidelines for POSs, limited funding, and lack of public participation have affected these limitedly available POSs and made them ineffective and incapable of meeting the contemporary needs of a diverse range of users. Therefore, it is essential to make them not only inclusive, user-friendly, attractive, and efficient, but also socially, economically, and environmentally sustainable in order to serve the various facilities and services at their optimum level. This study includes the assessment of two POSs to identify strengths and deficiencies that affect their character and use. These POSs are public parks, provide free access to users and are located in the city of Nagpur. For assessment, the study proposed the Public Open Space Index (POSI) that combines five aspects: Individual well-being, Inclusiveness, Engagement, Sustainable spaces, and Management.A mixed methods approach was considered for data collection, including a self-administered questionnaire survey and observations.According to the results, POSs have strengths in that they facilitate social cohesion, engagement, and basic facilities. POSs do not encourage equitable access and sustainable practices, which are considered deficiencies.The study helps planners, designers, and parenting authority to develop initiatives to make these limited POSs inclusive, functional, and sustainable.
