The marginalized and impoverished Downtown Eastside neighbourhood of Vancouver, Canada has long been subjected to planning programs that have aimed to solve area problems through strategic government intervention. The 2011–2014 Local Area Planning Process, led by the City of Vancouver in consultation with local actors, represents the most recent of such programs. Despite the Local Area Planning Process’s stated goal of inclusive participation, the resultant Downtown Eastside plan transformed the political landscape of the neighbourhood and met with derision from stakeholders for its potential to generate dramatic capital-led transformations. In this paper, we critique participatory planning through a case study of the Local Area Planning Process. We utilize a lens of critical toponymy (the investigation of the historical and political implications of place naming) as a methodological tool to examine planning technologies of power and their mobilization through governmental processes. We deploy a novel approach to toponymy, drawing on assemblage theory, that presents toponymy as a radically open and dynamic process mobilized relationally through a multiplicity of discourses and materialities. Our case study demonstrates that processes of toponymic assemblage within the Downtown Eastside Local Area Planning Process worked to (1) generate new territorial conflicts, (2) depoliticize community activism, and (3) co-opt racialized and class-based histories of displacement and dispossession to stimulate “revitalization” (“Japantown”). On the other hand, we found that in unanticipated ways, these processes worked to stimulate anti-gentrification activism, alliances, and resistance. Our analysis of planning highlights how toponymic agency can service oppressive and marginalizing place-framings, but it can also have liberating effects – by inspiring unlikely alliances and counter-framings.

In recent years, the topic of integrated infrastructure and urban development requires the bottom-up approach in addition to the formal planning policies. This is specifically true for complex institutional frameworks, which need the enforcement of the interested public. Due to the socio-economic crisis in Greece, infrastructure networks have already been dramatically influenced by the fragmented decision-making among the different planning levels and actors. The case study presented in the paper relates to the improvement of a railway system in Patras, Greece (in narrow terms), but, in broader terms, the case study elucidates the informal planning procedure (called the Test Planning process) behind the railway improvement as such. The idea of using such a procedure in Patras emerged due to the different interests of various actors concerning the railway integration into the urban fabric in last two decades. However, it seems there is an absence of an effective cooperation between the initiators of this procedure and the local authorities. Research methodology is developed in several steps. Firstly, the broader problem and the potential of infrastructure development will be presented. Secondly, the Test Planning process will be presented shortly. In the end, the importance of local government in such a collaborative procedure will be mentioned and the case of local actors in Patras in the different phases of the Test Planning process will be under a critical scope towards the existing situation and the benefits in future steps.

The following case study describes the Barwon Primary Care Forum (BPCF) model for local area planning and the value this model has brought to the member agencies. The model was developed from a locally identified need for social planning which historically had resulted in numerous community consultations and needs assessments, often duplicative and potentially burdensome to the community. The process for this local area planning model is described in detail.

Fast pace of urbanization is often complimented with inefficient urban infrastructure, a mismatch between demand and supply of urban services and poor quality of life. These are few of the driving forces for planners to introduce grass-root level planning process as an approach to facilitate local urban governance. The purpose of the paper is to present a methodical review of literary instances on participatory planning and its successful implementation. The paper includes review of 98 articles and research works that embodies the development of the subject over time. The findings of the study are suggestive that local area planning as a subject has witnessed tremendous change since its inception in 18th century till date, in terms of topics covered and methodologies employed. The paper explicate that despite formal existence of participatory approach to planning since 18th century, the paradigm has not yet achieved its objectives in true sense. There are reported gaps in terms of stakeholder analysis, framework of comprehensive local area planning and its implementation, which offers opportunity to the researchers to explore the subject further

Natural resource managers need up-to-date information about how people interact with public lands and the meanings these places hold for use in planning and decision-making. This case study explains the use of public participatory Geographic Information System (GIS) to generate and analyze spatial patterns of the uses and values people hold for the Browns Canyon National Monument in Colorado. Participants drew on maps and answered questions at both live community meetings and online sessions to develop a series of maps showing detailed responses to different types of resource uses and landscape values. Results can be disaggregated by interaction types, different meaningful values, respondent characteristics, seasonality, or frequency of visit. The study was a test for the Bureau of Land Management and US Forest Service, who jointly manage the monument as they prepare their land management plan. If the information generated is as helpful throughout the entire planning process as initial responses seem, this protocol could become a component of the Bureau’s planning tool kit.

AbstractIn recent years, it has become popular for some of countries and regions to adapt the system of governance to varied and complex issues concerned with regional development and the environment. Watershed management is possibly the best example of this. It involves flood control, water use management and river environment simultaneously. Therefore, comprehensive watershed-based management should be aimed at balancing those aims. The objectives of this study are to introduce the notion of environmental governance into the planning process, to establish a method for assessing the alternatives and to develop a procedure for determining the most appropriate plan for environmental governance. The planning process here is based on strategic environment assessment (SEA). To verify the hypothetical approach, the middle river basin in the Tokachi River, Japan was selected as a case study. In practice, after workshop discussions, it was found to have the appropriate degree of consensus based on the balance of flood control and environmental protection in the watershed.

Rural-spatial restructuring involves the spatial mapping of the current rural development process. The transformation of land-use morphologies, directly or indirectly, affects the practice of rural restructuring. Analyzing this process in terms of the dominant morphology and recessive morphology is helpful for better grasping the overall picture of rural-spatial restructuring. Accordingly, this paper took Zhulin Town in Central China as a case study area. We propose a method for studying rural-spatial restructuring based on changes in the dominant and recessive morphologies of land use. This process was realized by analyzing the distribution and functional suitability of ecological-production-living (EPL) spaces based on land-use types, data on land-use changes obtained over a 30-year observation period, and in-depth research. We found that examining rural-spatial restructuring by matching the distribution of EPL spaces with their functional suitability can help to avoid the misjudgment of the restructuring mode caused by the consideration of the distribution and structural changes in quantity, facilitating greater understanding of the process of rural-spatial restructuring. Although the distribution and quantitative structure of Zhulin’s EPL spaces have changed to differing degrees, ecological- and agricultural-production spaces still predominate, and their functional suitability has gradually increased. The spatial distribution and functional suitability of Zhulin are generally well matched, with 62.5% of the matched types being high-quality growth, and the positive effect of Zhulin’s spatial restructuring over the past 30 years has been significant. We found that combining changes in EPL spatial area and quantity as well as changes in functional suitability is helpful in better understanding the impact of the national macro-policy shift regarding rural development. Sustaining the positive spatial restructuring of rural space requires the timely adjustment of local actors in accordance with the needs of macroeconomic and social development, and a good rural-governance model is essential.

Abstract In Europe, the debate on the recovery of the historic centres has been developed, over the years, around the balance between conservation and transformation needs in order to meet the new demands of the contemporary world. In the field of urban planning, the strictly conservative and binding approach has gradually been supported by flexible and consensual mechanisms that act as a stimulus to private initiative in the redevelopment and regeneration of the historic urban landscape. The consolidated Italian experience in the policies for the protection and enhancement of historical settlements is being significantly innovated after the entry into force of the Urbani Code, which extends the character of landscape heritage to the historic urban fabric, transferring to the regional authorities the task of establishing the specific regulations for its use and transformation. The Region of Sardinia has achieved an important role in the implementation of policies for the recovery and redevelopment of the historic centres identified by the Regional Landscape Plan (RLP). The common and consolidated practice is still characterized by the use of traditional regulative instruments, in particular the detailed plan, which provide rules for the requalification of the compromised urban fabrics through a set of rules and guidelines to be applied to the replacement of recent buildings and the renovation of urban patterns that for density, ratios between solids and voids, heights, alignments and elevations are incompatible with the values of the context. The constraint and binding approach is effective in the conservation strategies but often inadequate to implement actions of integrated redevelopment of urban fabric altered by new buildings in contrast with the historic urban landscape features, also due to the global crisis situation and the shortage of public funding. The paper proposes the use of the non-financial compensation tool, based on the granting of bonus development rights to realising on site or in alternative locations, in order to encourage urban regeneration projects that also involve the replacement of buildings incompatible with historical urban landscape morphological patterns. The integration of a methodology for assessing the financial feasibility of the demolition and reconstruction of the incompatible structures in the planning process, as tested in the case study of Villasor municipality, has allowed the elaboration of a model to support the use of a compensation mechanism for the redevelopment of historical settlement values. In this perspective, the paper aims to investigate the opportunities provided by market-oriented and flexible approaches to support and promote private urban regeneration projects. In particular, it illustrates the experimental results of a methodology for the analysis of the urban fabric that takes into account the factors influencing the feasibility of the intervention of demolition and reconstruction of the incompatible buildings. Finally a model for the assessment of any bonus in terms of additional building capacity is suggested, to be granted to private operators as an incentive to ensure the cost-effectiveness of the project.
