Previous research has focused on the benefits and difficulties of pet ownership in people, who are experiencing homelessness. However, many pet services, such as pet food banks, serve a more varied population of people. Furthermore, the effect of the COVID-19 pandemic has not been documented within the context of pet food banks. Vancouver's Downtown Eastside (DTES) population comprises a notable proportion of the city's overall population and has a high density of people who are experiencing financial hardships, but some of whom do not always experience homelessness. The purpose of this study was to gain an understanding of the number of clients and pets that are being serviced by a pet food bank, whether that has changed over time, and if it was impacted by the COVID-19 pandemic. We analyzed available attendance and service records from The British Columbia Society for the Prevention of Cruelty to Animals pet food bank between 2013 and 2020. We found that a median of 100 clients attended the food bank each week and that most of the companion animals serviced were cats (72.5%), then followed by dogs (25.2%), and rats (1.2%). Servicing was not consistent over time, with a weekly pattern of decreased attendance every fourth week of the month, which coincided with income assistance payments. This suggests that either servicing needs are decreased with income assistance or that the week of the month may present an access to care challenge. We also observed a decrease in the clientele attending in 2020 compared to previous years, suggesting an effect of COVID-19. Specifically, this trend was present for cats, rats, rabbits, and “other” companion animals, but not for dogs; the number of dog owners receiving services did not change in 2020, suggesting a difference between needed services in dog vs. other pet owners. The yearly trends shed light on the impact of COVID-19 on vulnerable populations, highlighting the need for additional support through times of crisis. Overall, the data show a complex relationship between pet service provision and other community issues and highlight the need to consider pet food banks within the greater social services networks.

Purpose According to conventional research and political conceptions, illicit drug scenes are often characterised by cultures of crime, violence and deceit and customarily met by repressive law enforcement. However, a growing body of research demonstrates the very diverse nature of drug subcultures. This paper aims to explore this diversity and thereby investigates the psychosocial and socio-spatial features people selling and/or using drugs in the Downtown Eastside of Vancouver (DTES) attribute to the local drug scene. Design/methodology/approach Qualitative in-depth interviews were conducted with 23 persons with drug selling and/or using experiences in the DTES. Interviews were analysed and interpreted according to grounded theory. Findings Participants represent the social fabric of the DTES drug scene as comprising complexly interwoven facets and structures including frequent, brutal violence on the one hand and sincere, heart-rending compassion, care and even love on the other. Originality/value Police and social and health services can cooperate constructively with the overriding aim of individual and social harm reduction. Thereby, the existing social network and prosocial orientations of a drug scene can be used in effective approaches such as participatory policy strategies and peer-driven interventions.

This paper situates a ten-year period of political upheaval in addressing the problem of Single Room Occupancy (SRO) housing in Vancouver, Canada, within an epistemic transformation of public health. Until 1970, the Vancouver Health Department exemplified a colonial history of public health in establishing the city’s skid road as a cordon sanitaire. But the 1970s saw a sudden fading of the Department’s authority just as a more collaborative approach to housing policy was emerging. The sunsetting of sanitary enforcement was driven in part by the arrival of a “new public health” that became primarily concerned with defining public health problems and solutions through the regulation of racialized bodies and behaviors—a cordon thérapeutique. By the 1980s, this shift constituted an epistemic and regulatory abandonment of SRO housing, leading to the accelerated deterioration of the entire housing stock and costing incalculable human suffering and the loss of lives.

From 1978 to 2002, more than 60 women went missing from Vancouver’s Downtown Eastside, an area that has often been described as “Canada’s poorest postal code”. For decades, families of the area’s missing women filed police reports and engaged with the media about their vanished loved ones, however little headway was made in the case until ten years later, when the Vancouver Sun began publishing a series of stories on the women that drew provincial and national attention. Motivated by citizen dissent and accusations of negligence, The Vancouver Police Department and the RCMP finally launched a joint task force, resulting in the arrest and conviction of Robert “Willie” Pickton, a pig farmer from Port Coquitlam, for the serial murders of street-involved women. The subsequent excavation of the Pickton property became the largest criminal investigation in Canadian history, spanning several years and costing tens of millions of dollars. However, the danger and violence that plagued women on the Downtown Eastside remained largely the same for many years after Pickton’s arrest. While media coverage narrated Pickton as a single deranged male, this narrative effectively eliminated the context of the broader social background that thrust these women into harm’s way. In this paper, I will discuss the racialization, spatialization, and class distinctions that heavily influence women's participation in the sex trade, as well the media narratives that enable an understanding of Pickton as a violent outlier. The research shows that despite these narratives, violence against marginalized women is a part of the normative social order, which is precisely what allows violent men to function without apprehension in these communities for so long. As you will read, violence against women cannot be described as simply the action of a few bad apples, but is instead a larger part of a “continuum of violence” enacted against already marginalized women. When most Canadians consume their news media, they don't often consider the underlying narratives of colonialism, racism, and classism that can be spread through media representations of marginalized peoples. Such is the case with Indigenous women in Canada, who die violently at five times the rate of other Canadian women, but are given three and a half times less coverage in the media than white women for similar cases. News media articles covering Indigenous women's deaths are also less in-depth and less likely to make the front page. Prior to the apprehension of Robert “Willy” Pickton in 2002, media coverage of the dozens of missing women on Vancouver's Downtown Eastside was minimal, and often portrayed the women as the harbingers of their own misfortune. The Vancouver Police Department also failed to take action, citing the women’s “transient lifestyles” as reason to believe they would return soon. However, even after widespread recognition of the issue began, media coverage continued to attribute a level of “blameworthiness” to the missing and murdered by regularly engaging with tropes and stereotypes that individualized the acts of violence against them. In this paper, I look to explore that phenomenon by asking how the women of the Downtown Eastside are named as culpable or blameworthy in the violence enacted against them, as evidenced in the media coverage of the Robert Pickton case. My analysis found that while an identifiable killer like Pickton provided the news media a temporary cause for the women’s deaths, sex-working and drug using women maintained blame in the public eye both during and long after the case, due in equal parts to their use of drugs, their status as sex workers, and their proximity to “tainted” geographical regions like the Downtown Eastside of Vancouver. As evidenced by this research, Indigenous women are continually and systemically blamed for the violence enacted against them. Focusing on the role of police as primary actors in the arena of citizen safety, this article examines the impact of policing practices on the daily lived experience of people who use drugs in accessing a supervised consumption site in Vancouver, Canada. The site is located in the heart of Vancouver’s Downtown Eastside (DTES) neighborhood at a community center that I refer to as the Hawthorne Resource Centre. The method of data collection for this study comprised five months of ethnographic fieldwork, including focus groups and one-on-one interviews with community members accessing the site, site staff and management. Drawing on Foucauldian conceptualizations of power, the findings of this research suggest that governmental modes of power, including biopower and disciplinary power, are pervasively operative in various realms of the day to day lives of the Hawthorne Resource Centre clients. Evidence of the scalable nature of these modes of power are seen within the internal functioning of the Supervised Consumption Site, outside in the methods of community policing in the DTES and in weekly police practices in Oppenheimer Park. As such, this study represents a multiscalar assessment of how these Foucauldian power structures work at multiple levels and locations in the DTES. Driven by the narratives of the Hawthorne Resource Centre clients, the findings of this research illustrate not only the importance of understanding power relations within specific policy interventions, but further, highlight how specific tactics mobilized within “harm reduction policing” would be relevant and applicable to the context of the DTES.

In urban contexts internationally, organizations, administrators, culture workers, artists and academics put vast effort into facilitating music and other arts in attempt to alleviate “poverty.” Poverty, according to recent definitions, refers to a broad array of social deprivations. These include deprivations of entitlements, which are widely understood as rights, and deprivations of human development, of which capability development is an example. Drawing on two decades of ethnographic field research in one of Canada’s poorest urban neighborhoods, Vancouver’s Downtown Eastside, this book asks: Which kinds of capabilities are developed via music initiatives in the Downtown Eastside, and, particularly, what is their relationship with human rights? Are specific human rights promoted, strengthened, threatened, violated, and respected in music-making by urban poor?

Music Downtown Eastside explores how human rights are at play in the popular music practices of homeless and street-involved people who feel that music is one of the rare things that cannot be taken away of them. It draws on two decades of ethnographic research in one of Canada’s poorest urban neighborhoods, Vancouver’s Downtown Eastside. Klisala Harrison takes the reader into popular music jams and therapy sessions offered to the poorest of the poor in churches, community centers and health organizations. There she analyzes the capabilities music-making develops, and how human rights are respected, promoted, threatened, or violated in those musical moments. When doing so, she also offers new and detailed insights on the relationships between music and poverty, a type of social deprivation that diminishes people’s human capabilities and rights. The book contributes to the human rights literature by examining critically how human rights can be strengthened in cultural practices. Harrison’s study demonstrates that capabilities and human rights are interrelated. Developing capabilities can be a way to strengthen human rights.

Taking its cue from how human rights activists frame human rights in cultural moments, this chapter begins to map how human capabilities are instrumentalized to develop human rights in the Downtown Eastside, and how human rights circulate in music. The music jams and music therapy sessions promote the human right to health of urban poor in different ways, including through enabling their capability to connect socially through music-making; facilitating their capability to psychologically process stress using music; promoting these participants’ senses of autonomy (i.e., control over life situations); and encouraging their use music to grieve early deaths in urban poverty. According to the medical literature and building on human rights discourse of the health equity movement, such capabilities potentially enhance their health and arguably strengthen their human right to health.

This chapter examines how human rights and capabilities emerge within organizations hosting music initiatives and targeting Downtown Eastside urban poor. It observes that music facilitators having considerable freedom about how to engage human rights, which are rarely specified in organizational frameworks—aims, missions, and mandates—of aid organizations that host participatory musical events, and of organizations that facilitate public music performances, for instance, performing arts companies and music academies. The chapter notes a susceptibility of jams and music therapy in aid organizations to closure. The popular music initiatives for urban poor unfold within institutional contexts of financial inequity where some music facilitators are paid very little or nothing, and certain administrators are handsomely rewarded. During the contentious urban redevelopment process of gentrification, the vulnerability of the aid organizations and their music programs, as well as the financial inequities across all organizations intensify.
