The implementation of inclusive education enables children with special needs to learn together with the normal students in regular schools. The study aimed to analyze the implementation of inclusive education at Bina Harapan Semarang Elementary School. The method in this study was descriptive qualitative analysis. Subjects were students, teachers, and employees/staff. Data collection techniques used were interviews, observation, and documentation. To check the validity of the data, the researcher used data triangulation techniques. The results showed that the implementation of inclusive education at Bina Harapan Semarang Elementary School was not by the provisions. It was due to the absence of a decree on the appointment of the implementation of inclusive education so that the fulfillment of various supporting components for the implementation of inclusive education had not been fully fulfilled. And it was also found that school license was to administer the inclusive education, but in fact the curriculum used was a regular curriculum, all students in schools were dominated by children with special needs, teachers did not have special education skills, there were no common perceptions about children with special needs, teachers were still not considered sensitive and proactive yet to the special needs of children. Suggestions are needed to evaluate school licensing and implementation of school administration, human resources in teaching, acceptance of new students, and awareness of all parties to be actively involved in various activities to support the implementation of inclusive education.The implementation of inclusive education enables children with special needs to learn together with the normal students in regular schools. ABSTRAK Penelitian ini dilatarbelakangi oleh adanya pendidikan yang diperuntukkan bagi semua anak, termasuk anak berkebutuhan khusus. Anak berkebutuhan khusus memiliki karakter yang berbeda-beda, khususnya slow learner dalam pembelajaran mengalami keterlambatan dalam memahami materi. Oleh karena itulah diperlukan peran orangtua dan guru pembimbing khusus untuk membantu memberikan pendidikan yang lebih baik sesuai dengan karakternya. Rumusan masalah penelitian ini yaitu bagaimana peran orangtua dan guru pembimbing khusus kepada slow learner di SD Negeri 5 Arcawinangun. Tujuan penelitian ini yaitu untuk mengetahui peran orangtua dan guru pembimbing khusus kepada slow learner di SD Negeri 5 Arcawinangun. Jenis penelitian ini yaitu penelitian kualitatif dengan pendekatan studi kasus. Teknik pengumpulan data yang digunakan adalah observasi, wawancara, dokumentasi dan triangulasi sumber. Hasil penelitian ini menunjukan bahwa terdapat beberapa peran orangtua yaitu meliputi: orangtua sebagai pendamping utama, orangtua sebagai advokat, orangtua sebagai guru, orangtua sebagai diagnostian. Serta peran guru pembimbing khusus yang meliputi: merancang dan melaksanakan program kekhususan, melakukan identifikasi, asesmen dan menyususn program pembelajaran individual, memodifikasi bahan ajar, melakukan evaluasi, dan membuat laporan program dan perkembangan anak berkebutuhan khusus. Dengan peran peran tersebut, maka sebagian besar anak berkebutuhan khusus di SD Negeri 5 Arcawinangun dapat memberikan layanan dengan baik. Saran untuk penelitian ini orangtua senantiasa mendorong anaknya untuk belajar bersungguh-sungguh di rumah dan di skolah, serta menyediakan fasilitas belajar yang mendukung perkembangan pendidikan bagi anaknya. Children with special needs have different characters, thus affecting their learning achievement. Therefore, the role of parents and special tutors were needed to help them improve learning achievement. The research question of this research was how the role of parents and special guidance teachers towards learning achievement of children with special needs in SD Negeri 5 Arcawinangun. The focus of this research was the role of parents and special guidance teachers on learning achievement of children with special needs in grades 1, 2 and 3 of SD Negeri 5 Arcawinangun. The purpose of this study was to determine the role of parents and special guidance teachers on the learning achievement of children with special needs in Arcawinangun 5 Public Elementary School. This type of research was qualitative research with a case study approach. Technique of data collection was observation, interviews, documentation and source triangulation. The results of this research indicated that there were several roles of parents, namely: parents as the main companion, parents as advocates, parents as teachers, parents as diagnostics. As well as the role of a special mentor teacher which includes: designing and implementing specific programs, identifying, assessing and arranging individual learning programs, modifying teaching materials, evaluating, and making program reports and development of children with special needs.With this role, most of the children with special needs in SD Negeri 5 Arcawinangun can improve their learning achievement well.Suggestions of this research were parents always encourage their children to study seriously at home and at school, and provide learning facilities that support the development of education for their children. ABSTRACTChildren with Special Needs are children who have special behaviors that require guidance and special education from his parents and teachers. Like children in general, children with special needs also have the development and growth of the physical, mental, psychological and sexual. Based on the research conducted by researchers together with some teachers in individuals investigated, if the children with special needs get therapy sustained every day about sexual behavior and patterns of life, then they tend to have a positive sexual behavior, but if the therapy is not done, then they tend to a negative behavior. This study used the name Parents Therapy, in which the children with special needs who have negative sex in schools (respondents one child), as is often held his cock, embraced by aggressive children of the opposite sex therapy is given not only to their children but also their parents through counseling services. This treatment method is given for 30 days, but there are three days of therapy which is not performed as comparison changes in deviant behavior in children. The results of this therapy are very positive and significant, in which the child has calmness in his mental condition and the negative sexual behavior decreased (changed in his behavior).Keywords: Children with Special Needs, sexual behavior, Parents Therapy and counseling servicesABSTRAKAnak Berkebutuhan Khusus adalah anak yang memiliki perilaku khusus yang memerlukan bimbingan dan pendidikan khusus dari orangtua maupun guru. Seperti layaknya anak pada umumnya, Anak Berkebutuhan Khusus juga memiliki perkembangan dan pertumbuhan dari sisi fisik, mental, kejiwaan maupun seks. Dari penelitian yang dilakukan oleh peneliti bersama dengan beberapa guru pada individu yang diteliti, apabila anak berkebutuhan khusus mendapatkan terapi yang berkesinambungan setiap harinya tentang perilaku seks dan pola hidup, maka anak memiliki perilaku seks yang positif, namun apabila terapi tidak dilakukan, maka anak memiliki perilaku yang negatif. Penelitian ini menggunakan nama Parents Therapy, di mana, anak berkebutuhan khusus yang mengalami perilaku seks negatif di sekolah (responden satu anak), seperti sering memegang kemaluannya, memeluk dengan agresif anak-anak yang berlawanan jenis diberikan terapi bukan hanya pada anaknya namun juga orangtuanya melalui layanan konseling. Metode terapi ini diberikan selama 30 hari, namun ada tiga hari terapi tidak dilakukan sebagai pembanding perubahan perilaku menyimpang pada anak. Hasil terapi ini sangat positif dan signifikan, di mana anak tersebut memiliki ketenangan dalam kondisi jiwanya dan perilaku seks negatifnya mengalami penurunan (ada perubahan perilaku).Kata kunci: Anak Berkebutuhan Khusus, perilaku seks, Parents Therapy, dan layanan konseling
