Abstract In the central part of the European Union soybean, lupin and camelina are minor agricultural crops. The paper presents analysis of plant protection products availability for those crops in Austria, Belgium, Czech Republic, Germany, Holland, Hungary, Poland and Slovakia. Data from year 2019 show that availability of products is generally insufficient. For camelina in some countries, there are no chemical products available whatsoever. For lupin and soybean, there are not always products available to control some pest groups. However, the products on the market differ significantly among the member states. The results show that in protection of soybean, lupin and camelina, no single active substance is registered for the same crop in all the analysed member states. In very numerous cases, active substance is registered in one out of eight analysed member states only.

In 2005, Turkey entered into negotiations for membership with the European Union. Turkey has been an important strategic ally to the European Union in the Middle East, explaining the mutual desire for closer ties between the two. While these negotiations showed promise early on, it has become increasingly apparent that Turkish accession to the European Union will not come easily, if at all. Officially, the European Union cites Turkey’s shortcomings on issues such as human rights as the reason for the stall in negotiations. However, upon closer inspection, it is evident that there is more at play, particularly as the European Union has been inconsistent in their approach to addressing human rights violations. Member states such as Poland and Hungary, which have recent human rights violations, have not faced the same kind of condemnation that Turkey has from the leaders of the European Union. The reality is that the European Union is largely united by its shared Europeanness and Christianity. As a result, due to questions over Turkey’s Europeanness and its large Muslim majority, the European Union is apprehensive to afford it full membership. It can be said that the European Union has maintained that Turkish accession is still possible in order to continue reaping the strategic benefits from close relations with Turkey.

This article discusses a decision both European Union Member States and states in the United States must make: whether to raise their compulsory automobile insurance minimum amounts. The authors review a case study from the United States, the Commonwealth of Pennsylvania, and conclude a proposed increase in the compulsory minimum amounts should pass the legislator. The purpose of compulsory automobile insurance is to compensate victims of automobile accidents. Due to inflation, the minimum amounts in Pennsylvania no longer compensate adequately. Moreover, the data do not support the contention that an increase in the minimum amounts will cause large increases in premiums and uninsured rates. The authors conclude that compulsory minimum amounts should be periodically reviewed, as they are in the European Union, and that arguments about large increases in premiums and uninsured rates should be subjected to a careful review based on data.

"The African continent inherited borders drawn by foreign actors for centuries, with a limited influence exerted by its internal political structures. This impacted its development across decades, acting as a contributing factor to economic, social and political conflicts, some of them resulting in further divisions in time: new states emerged, while the federal structures developed within some states remain unstable. In this paper, the author investigates the current regional groupings of states established in different African frameworks in an attempt to answer the question “how external actors influence and legitimize the development of regions” in 21st century. From a functionalist perspective, it explores the motives for the formation of a wide range of regional integration and cooperation organizations. The case study of G5 Sahel, an institutionalized regional arrangement focused on security and development of its member states, is analyzed as an arrangement emerged with support from France and the European Union. The case study analysis trails the cooperation with these two foreign actors with the G5 Sahel member states in the five years, focused on evolution, financing and joint initiatives – including to what extent these contributed to consolidation of the regional borders. This paper considers the experience of the implementation of the Directive 2007/2/EC of the European Parliament and of the Council of 14 March 2007 establishing an Infrastructure for Spatial Information in the European Community (INSPIRE) as a case study of qualitative monitoring in building information infrastructures. It considers the nature of information infrastructures and possible approaches to qualitative monitoring in situations of this kind and describes the outcomes of two rounds of qualitative country reports prepared by the European Union national Member States in 2010 and 2013. The findings of the analysis highlight the great diversity of approaches developed by the participating countries and the complexity of the tasks involved as well as pointing to a number of areas of potential research on the implementation of information infrastructures.

AbstractIn 2016, the European Union has launched a new and ambitious project for the future regulation of international trade in the European Union and the rules of its taxation: since the 1 May 2016, the new Union Customs Code (UCC) has entered into force. It revokes the old Community Customs Code (CCC), which was applied since 1992, and passed in the form of EU regulation sets brand-new rules for the application of Common Customs Tariff and calculation of customs duties (tariffs) in all the EU Member States. It is oriented to the creation of the paperless environment for the formalisation of international trade operations (full electronic declaration of customs procedures) and ensuring of a more uniform administration of customs duties in the tax and customs authorities of the Member States in the European Union. Therefore, the article raises and seeks to answer the problematic question whether the Member States of the European Union themselves are ready to implement these ambitious goals and does the actual practice of the Member States support that (considering the practice of the Republic of Lithuania). The research, which is based on the analysis of case law in the Republic of Lithuania (case study of recent tax disputes between the taxpayers and customs authorities that arose immediately before and after the entry into force of the UCC), leads to the conclusion that many problematic areas that may negatively impact the functioning of the new Customs Code remain and must be improved, including an adoption of new legislative solutions.

This chapter presents the conceptual framework of this study. It delves into the meaning and implications of adopting a borderlands approach to the study of the complex relationship between Europe and the Mediterranean Middle East and North Africa (MENA), Europe’s ‘southern neighbourhood’. Anchored in the conceptualization of the European Union and its member states as an empire of sorts, this approach highlights the extension of European rules and practices to Europe’s southern periphery and the dislocation of Europe’s borders, showing how interconnected the two regions have become as a result. The usefulness of this conceptual framework is also discussed in the context of various flaws and gaps in the existing literature.

AbstractThe Covid-19 pandemic took most EU Member States of the European Union by surprise, as they underestimated the rapid spread of the contagion across the continent. The response of the EU Member States was asymmetrical, individualistic and significantly slow. The first measures taken were to close down the internal borders. The response of the European Union was even slower, and it was not until 17th March 2020 that the external borders were closed. These actions affected legal migration into the European Union from four perspectives: it affected 1) the mobility of those third-country nationals who were on a temporary stay in the EU Member States; 2) the entry of third-country nationals to do seasonal work; 3) legal migrants entering and staying; and 4) the status of the third-country nationals already residing in the EU Member States, especially those experiencing a loss of income. This article will deal with the measures taken by the EU Member States to manage the immigration services, as a case study how Luxembourg dealt to avoid that temporary staying migrants and regular migrants fall into irregularity. Finally, we will focus on the vulnerability of third-country nationals with the rising risk of unemployment and the risk of being returned to their country of origin. The article will also analyse access to healthcare and unemployment benefits.

Nowadays the European Union migration policy towards is one of the most important aspects in ensuring internal security of the EU. At the end of the XXth – beginning of the XXI century, Europe faced a new phenomenon – the intensifi cation of migration processes, namely the influx of refugees and migrants-asylum seekers from third countries. Therefore, it led to the creation and development of common migration policy of the European Union. In this regard, it was important to create legislation that could regulate such issues as border security and combating illegal migration, as well as to create a common asylum system. The need to study the legal framework on which the EU policy on migrants and refugees is based, and to study the current state and trends in the migration policy of the member-states of the EU has determined the relevance of this study. The importance of this topic is intensified by the European migration crisis of 2015, which is even described as a humanitarian catastrophe caused by a massive influx of refugees from Africa and the Middle East. It showed the main problems in the sphere of migration policy and policy towards refugees: imperfection of the system of delimitation of the EU competencies; a large number of countries with confl icting interests in various spheres; fragmentation of programs in force at the national level. To address the migration crisis, the EU used a multifaceted strategy: improving and creating new migration management institutions, expanding crossregional dialogue with the countries of the Mediterranean region, Africa and the Middle East; continued to reformat the Mediterranean region (region-building). Potential approaches range from an internal search for strategies in which each member state seeks to defend its own interests (sometimes even against European integration processes) to a more farsighted approach in which member states work together to address a wide range of migration issues.

The chapter provides a general introduction to the topic of the book, namely the examination of the complex relationship between Europe—defined here as the European Union and its member states—and the states of the Mediterranean Middle East and North Africa (abbreviated as MENA) during the two decades between 1995 and 2015. It presents the conceptualization of these ties by explaining their basic features and the implications of studying them through a core-borderlands prism. It defines the specific focus of the book, namely trade relations and the cooperation on migration, security, and border controls. A brief description of each chapter within the book is also provided.
