Abstract Background In 2016, the South African government became the first in the African region to announce the introduction of an SSB tax based on sugar content as a public health measure to reduce obesity. This tax was introduced against the backdrop of South Africa having a large sugar production and SSB manufacturing industry, as well as very high unemployment rates. The introduction of fiscal measures, such as a SSB tax, has been met with well-coordinated and funded opposition in other countries. Methods The aim of this study is to describe and analyse the arguments and strategies utilised by industry during policymaking processes to oppose regulatory actions in LMIC. This study analyses arguments and strategies used by the beverage and related industries during the public consultation phase of the process to adopt the South African SSB tax. Results Industry opposition to the SSB tax was comprehensive and employed several tactics. First, industry underscored its economic importance and the potential job losses and other economic harms that may arise from the tax. This argument was well-received by policymakers, and similar to industry tactics employed in other middle income countries like Mexico. Second, industry discussed self-regulation and voluntary measures as a form of policy substitution, which mirrors industry responses in the US, the Caribbean and Latin America. Third, industry misused or disputed evidence to undermine the perceived efficacy of the tax. Finally, considerations for small business and their ability to compete with multi-national corporations were a unique feature of industry response. Conclusions Industry opposition followed both general trends, and also introduced nuanced and context-specific arguments. The industry response experienced in South Africa can be instructive for other countries contemplating the introduction of similar measures.

While South Africa shares some characteristics with other middle-income countries, it has a unique economic history with distinctive characteristics. South Africa is an economic powerhouse with a significant role not only at the southern African regional and continental levels, but also as a member of BRICS. However, the country faces profound developmental challenges, including the ‘triple challenges’ of poverty, inequality and unemployment. There has been a lack of structural transformation and weak economic growth. Ongoing debates around economic policies to address these challenges need to be based on rigorous and robust empirical evidence and in-depth analysis of South African economic issues. This necessitates wide-ranging research, such as that brought together in this handbook. This volume intends to provide original, comprehensive, detailed, state-of-the-art analytical perspectives, that contribute to knowledge while also contributing to well-informed and productive discourse on the South African economy. While concentrating on the more recent economic challenges facing the country, the handbook also provides historical and political context, an in-depth examination of strategic issues in the various critical economic sectors, and assembles diverse analytical perspectives and arguments that have implications for policymaking.

This chapter discusses the key characteristics and core challenges of the South African economy in the post-apartheid era. South Africa shares some commonalities with other African and middle-income economies, yet has a unique history and some distinctive economic features. South Africa’s economic complexities and challenges are discussed here with reference to six comparator countries. We examine South Africa’s growth path, considering the low rates of economic growth as well as the lack of structural transformation and the unsustainable and non-inclusive nature of this growth. The ‘triple challenges’ of poverty, inequality, and employment are both a manifestation of the nature of this growth path and a constraint on overall growth. This is also briefly evaluated in the context of the political economy and policy context of growth and development in South Africa. The chapter reviews South African economic data, with a focus on microeconomic survey data.

Self-regulation of the professions of nursing and midwifery became a reality in South Africa on 8 November 1944, when the first council meeting of the South African Nursing Council took place in Pretoria. Most appropriately, the opening speaker on this occasion was Mr Harry Gordon Lawrence, the Minister of Welfare and Demobilization, who had piloted the Nursing Act, No.45 of 1944, through Parliament. Exactly 50 years later, on 8 November 1994 the Council held its 108th meeting, this time in its own building, with a magnificent view of the venue where that historic first meeting took place - the west wing of the Union buildings.

This article presents the results of a comparative legal analysis of the constitutions of the countries of South Africa regarding the consolidation of the constitutional spheres of interaction of the chambers of parliaments in them. The study showed that the typical (universal) areas of interaction between the chambers of parliament include: the legislative sphere; the security sphere and the control sphere. The international sphere, which involves the interaction of the chamber of parliament on the ratification of international treaties (Eswatini, South Africa), is atypical for the states of the studied group of countries. We concluded during the study that the typical and atypical areas of interaction between the chambers of parliament in the South Africa reflect both the established practice and the independent approaches of states to the constitutional formalization of the joint powers of the chambers of parliament.

Childhood cancer is an under resourced medical field that is emerging as a great healthcare concern in low- and middle-income countries such as South Africa. Therefore, reporting data in this field that may inform policymakers should be representative of the subject matter. This article aims to discuss why medicines claims as an indicator for incidence, as per an article published in 2020, is not representative of childhood malignancies in the South African setting. Literature to support the commentary were sourced using Pubmed, Google scholar, and data presented by members of the South African Children’s Cancer Study Group (SACCSG). Private medical aid coverage in South Africa between 2002 and 2018 varied between 15.5% and 18.2%. Of these, 9.5% were children under 18 years and 3.5% were under the age of six. Only 13.5% of children were treated in private paediatric oncology units during 2015. The limitations in the study were the variable medical aid coverage, the disproportionate age representation, and lack of reliable indicators for measurement and calculation of incidence. Utilising one medicines claims database to evaluate the incidence of childhood cancer in South Africa is not representative and cannot inform policy.Contribution: This article highlights the importance of accurate registration of childhood cancer diagnoses, especially when data and conclusions based on these results inform policy. The study highlights the limitations of extrapolating general conclusions based on data representing only a small sector of the childhood cancer landscape in South Africa.

South Africa needs to increase its inward foreign direct investment in order to achieve economic growth. The purpose of this article is to explore which intervention could be launched in the short term to enhance the country's attractiveness for foreign investors. The findings of the literature review demonstrated that incentives, as a determinant of investment, are the short-term intervention with the most significant potential to attract additional foreign direct investment. A comparative study, which provided insight into the incentives that are currently offered to the manufacturing sectors of three countries (South Africa, Malaysia and Singapore), assisted in identifying two additional incentives that the South African government could introduce and three existing incentives that could be amended. The introduction or modification of these incentives could ensure that South Africa has a competitive advantage to attract investment from foreign investors and thereby increase South Africa's inward foreign direct investment in the manufacturing industry.

A comparative literary study of the collective bargaining systems of four countries (U.S.A., Britain, West Germany and South Africa) is presented in order to facilitate the identification of conflict issues in the South African collective system. 165 Employers and 75 trade unions in the South African manufacturing industry were used as u randomly selected sample. A Likert questionnaire was designed to measure the attitudes of the sample employers and unions regarding conflict issues. The results indicate strong differences of opinion between the participating groups about the efficiency of the present industrial relations and collective bargaining systems in South Africa. An explanation for obtained results is given and recommendations for further research and development work are made. 'n Ewekansige steekproef van 165 werkgewers en 75 vakbonde in die Suid-Afrikaanse vervaardigingsbedryfstak is in die studie betrek. Die houdinge aangaande die geïdentifiseerde onflikaangeleenthede is met behulp van 'n Likertvraelys verkry. Die resultate dui op sterk meningsverskille tussen die deelnemende groepe omtrent die doeltreffendheid van die bestaande nywerheids verhoudinge en kollektiewe bedingingstelsel in Suid-Afrika. Aanbevelings vir toekomstige navorsing en ontwikkelingswerk word gemaak.

After several decades of apartheid rule, which denied human rights to the majority of the population on the ground of race and came to be regarded as a crime against humanity, South Africa adopted its first democratic Constitution in the early 1990s. The 1996 Constitution, which succeeded the 1993 interim Constitution, is considered one of the most progressive in the world. In its founding provisions, it states that South Africa is a democratic state founded on human dignity, the achievement of equality, the advancement of human rights and freedoms. The Constitution enshrines fundamental human rights in a justiciable Bill of Rights as a cornerstone of democracy. Unfortunately, in the eyes of a number of politicians, officials and lay-persons, the rights in the Bill of Rights accrue to South African citizens only. Xenophobia, which has been rampant since the end of apartheid, seems to support the idea that foreigners should not enjoy these rights. Foreign nationals have often been accused of posing a threat to South African citizens with regard to employment opportunities. In light of the South African legislation and jurisprudence, this article affirms the position of the South African labour law that foreign nationals are indeed protected by the Constitution and entitled to rights in the Bill of Rights, including the rights to work and fair labour practices.

The purpose of this article is to evaluate the engagement of farm beneficiaries in South Africa in the governance of restituted farms through communal property associations. The South African government has already spent millions of rands on land restitution to correct the imbalance of the past with regard to farm ownership by the African communities. Various methods of farm management to benefit the African society have been proposed, however, with little recorded success. This article argues that the South African post-apartheid government was so overwhelmed by political victory in 1994 that they introduced ambitious land reform policies that were based on ideal thinking rather than on a pragmatic approach to the South African situation. We used qualitative research methods to argue that the engagement of farm beneficiaries in farm management and governance through communal property associations is failing dismally. We conclude that a revisit of the communal property associations model is required in order to strengthen the position of beneficiaries and promote access to land by African communities for future benefit.

ABSTRACT This paper used qualitative methodology to explore the South African government communication and land expropriation without compensation and its effects on food security using Alice town located in the Eastern Cape Province South Africa as its case study. This was done to allow the participants to give their perceptions on the role of government communication on land expropriation without compensation and its effects on South African food security. In this paper, a total population of 30 comprising of 26 small scale farmers in rural Alice and 4 employees from the Department of Agriculture (Alice), Eastern Cape, South Africa were interviewed to get their perception and views on government communications and land expropriation without compensation and its effects on South African food security. The findings of this paper revealed that the agricultural sector plays a vital role in the South African economy hence there is a great need to speed up transformation in the sector.
