The tutorial is aimed at the problems of using outsourcing as a factor of the reorganization of business processes of an enterprise to achieve efficient use of resources and competitiveness of the enterprise. The article reveals the organizational and economic mechanism for making management decisions on the transfer of individual business processes of enterprises to outsourcing, which contributes to their operational management in the management system.

Within the framework of the methodological support being developed for the planning and management of the fleet of a small shipping company, the task of synthesizing a management system has been solved. The structure and parameters of the system are determined based on the specified requirements for the conditions of its operation, as well as ways to ensure the goals of the functioning of the fleet management system of a small shipping company. The concept of a small, medium or large shipping company is defined by the number of vessels under operational management. It is noted that due to the variability of the economic situation in the transportation market in modern market conditions, permanent "rigid" connections between the elements of the transport system are not formed and the problem of coordinating the work of these elements exists only at the level of operational planning and regulation for small shipping companies. Therefore, it is necessary and sufficient to limit the system under study to the framework of flight planning. The fleet management system at this level in trump shipping traditionally consists of two consecutive subprocesses: the formation of vessel traffic patterns and the assignment of specific vessels to these schemes. The main result of the study is that a new management system structure was formed on the basis of a system analysis of processes in the conditions of working with a small fleet and identified addition-al tasks and requirements for the system. Distinctive features of the new structure from the prototype: the process of arranging transport vessels has been replaced by the process of determining the optimal composition of the leased fleet; two auxiliary subprocesses have been added to manage additional operations if necessary to unload cargo on an unequipped shore.

An account is given of the development of information systems in Anglian Water to meet the requirements of operational management. Part 1 gives an overview of the new computing network for operations applications, including the Operations Information System, a comprehensive operational job management system, and digital mapping. Part 2 describes the implementation and application of telemetry systems which will eventually extend to over 5500 sites, and Part 3 describes the development of process control modules using telemetry outstations. The implementation of these systems has involved close co-operation between Anglian Water and Logica EIS, and Part 4 gives an account of these developments from the supplier's point of view.

The article describes the existing problems of uncertainty in the system of operational redistribution of traffic flows, considers stochastic factors that are different in nature and features of the effect on the transport system, which require consideration in the operational management of traffic flows, as well as the features of their influence on the short-term state of the transport system. A simplified classification of stochastic factors is given, algorithms for the connection of these factors with each other and with indicators that are already taken into account by the management system are given, the nature of the influence is indicated. Statistical data samples are analyzed and the basics of methods for working with them are indicated. For the most common stochastic factors, such as the number of traffic accidents on city road networks and weather and climatic features of the region, methods for generating graphic materials and mathematical approximations are proposed, and formulas for calculating some random variables are recommended, including using limits in the framework of the phase theory of traffic flows. Cartograms with the help of which it is possible to establish stochastic dependences of climatic changes and changes in the ecological state by the example of Mariupol are given. It is proposed for practical use a detailed block diagram of identifying stochastic factors, the formation of information arrays, their analysis and the supply of control signals to the operational management system. The diagram shows a clear differentiation of the primary and secondary stochastic data arrays, and their recommended links to the operational process control system of the transport process are indicated. Using the stated theoretical foundations, it becomes possible to increase the efficiency of the city’s transport system by optimizing the processes of the operational redistribution of traffic flows on the road network and making changes to short-term planning processes. Keywords: stochastic factors, road transport, traffic flow, transport system, transport planning, management, regulation.

In this article questions of operational management of construction processes are considered, functions of management system of the construction and providing processes in the construction and Assembly enterprise are given. The article presents the methods of management system organization in CIC and its structure, types, types and forms of management in CIC. In addition, the article presents the main definitions related to management and organization in the CIC. The questions of delayed proactive and delayed lagging control at the stages of project preparation and construction works are considered. Introduced a new concept in the management system of the organization-the tension of operational management of the construction process. It is proved that the management system of the organization using methods of operational adaptive, tracking and optimum planning of performance of construction and providing processes implementing the criterion of the minimum intensity of Tom → 1 and operating with considerable arrays of the current values of parameters of management represents the perspective direction of introduction of information technologies in activity of the construction enterprises.
