The article describes the existing problems of uncertainty in the system of operational redistribution of traffic flows, considers stochastic factors that are different in nature and features of the effect on the transport system, which require consideration in the operational management of traffic flows, as well as the features of their influence on the short-term state of the transport system. A simplified classification of stochastic factors is given, algorithms for the connection of these factors with each other and with indicators that are already taken into account by the management system are given, the nature of the influence is indicated. Statistical data samples are analyzed and the basics of methods for working with them are indicated. For the most common stochastic factors, such as the number of traffic accidents on city road networks and weather and climatic features of the region, methods for generating graphic materials and mathematical approximations are proposed, and formulas for calculating some random variables are recommended, including using limits in the framework of the phase theory of traffic flows. Cartograms with the help of which it is possible to establish stochastic dependences of climatic changes and changes in the ecological state by the example of Mariupol are given. It is proposed for practical use a detailed block diagram of identifying stochastic factors, the formation of information arrays, their analysis and the supply of control signals to the operational management system. The diagram shows a clear differentiation of the primary and secondary stochastic data arrays, and their recommended links to the operational process control system of the transport process are indicated. Using the stated theoretical foundations, it becomes possible to increase the efficiency of the city’s transport system by optimizing the processes of the operational redistribution of traffic flows on the road network and making changes to short-term planning processes. An intensive increase in road transport, particularly individual, in recent years has led to such consequences as increased time spent on travel, the number of forced stops, traffic accidents, the occurrence of traffic jams on the road network, reducing traffic speed and a deteriorated urban road network in cities. The most effective method for solving these problems is the use of graph theory, the main characteristics of which is reliability, durability and accessibility of a free as well as loaded network. Based on their analysis the methods for network optimization are proposed.

Computerized traffic modeling makes it possible to find out the modification needs to assess the traffic flow on the roads and detect likely problem areas in order to take timely measures to eliminate them. Competent preparation of a road network formation plan based on the acquired information makes it possible to reduce the load on the road transport line, avoid traffic jams, and also reduce the average time spent by drivers on the roads. The macroscopic and microscopic models of the cars flow were analyzed by authors to implement the computer model. The article considered the model of the cellular automata by Nagel–Schreckenberg, with the author’s addition that takes into account the presence of the road sections inaccessible for driving in. The need to modify the lane change algorithm was implemented: the condition of the need to change the lane when car is meeting an inaccessible road section was added. And also the “polite” drivers algorithm for bypassing inaccessible areas with a high density of the traffic flows was proposed. Such a model is realized on Python programming language. An analysis of vehicles behavior with different traffic density and location of inaccessible road sections for two- and three-lane roads was carried out based on that model modification.

Background: Road traffic accidents are currently among the most essential public health issues. According to the World Health Organization, given the rapid growth of road transport globally, road traffic accidents could be the third leading cause of death and disability in the world by 2020. This article examined the role of the human factor in road accidents during the Nowruz holidays, as a major cultural event in Iran. Materials and Methods: We explored the data of road accidents that occurred in Nowruz in 2016 and 2017 in Iran. Traffic accident data concerning the Nowruz holidays of 2016 and 2017 were collected by census method of sampling and based on the report of highway police. Additionally, the frequency of these accidents was analyzed according to travel time, accident type, gender, age, education, and vehicle type in different provinces. Results: The present study findings suggested that among human factors affecting Nowruz accidents in 2016 and 2017, the highest frequency belonged to unnecessary speeding. As in 2016 and 2017, it was the main responsible characteristic for 56.42% and 55.01% of accidents, respectively. In Nowruz 2016, the provinces of Tehran, Khorasan Razavi, Isfahan, Fars, and Khuzestan; in Nowruz 2017, the provinces of Tehran, Isfahan, Khorasan Razavi, Fars, and Gilan encountered the highest rates of accidents leading to injuries and deaths. Conclusion: To control unnecessary speeding and regulations disregard, planning for culturizing and the community-level education are suggested. Besides, increasing the quality and intelligence of vehicles and the construction of sliders, vertical lines on the road, warning signs, and billboards could help reduce the rate of accidents. Creating a working group of experts in psychology, traffic, etc., to study the pathology of dangerous behaviors, useless haste, and disregard for regulations and providing solutions could also be effective.

With the growing number of cars in the world, there are corresponding problems that society needs to solve. In metropolises, intersections are generators of traffic jams and traffic accidents. The introduction of unmanned autonomous vehicles is one of the solutions to increase safety on the road. To avoid traffic jams, it is necessary to optimize road traffic. This article proposes a model of the intersection management system. The system aims to organize a conflict-free, safe, and optimal traversal of AVs within the framework of the intelligent transport system of a smart city. The model assumes that at each intersection there are objects of transport infrastructure responsible for building routes at the intersection. To assess the feasibility of the presented model, the authors developed a custom software simulator of a network of urban intersections and conducted experiments. Based on simulation experiments, the use of the developed model can significantly reduce the time spent by unmanned vehicles to overcome the intersection compared to traffic lights.

Despite the economic transformation in Russia, and the decline in the development of certain industries, the stability of the existence and development of social and economic relations depends on the freight and passenger turnover of the country. Shipping and passengers on public roads tends to increase, which leads to an increase in the proportion of all types of road transport on the road network. Transport, in addition to the positive aspects for the social and economic sphere, also has negative sides, in the form of a large number of traffic accidents, congestion situations and environmental pollution. At the present stage of the study of these negative aspects, ecology plays a special, important role, protecting the environment from the negative impact of transport. There is a need to protect the roadside area, which is able to provide cut-off of emissions of polluted substances into the air and a kind of noise and vibration protection near the road. This problem can be solved by creating protective plantings, since green plantings are the best are the best natural (inartificial) means of protection against air pollution, snow and sand drifts, noise and vibration, they provide architectural and artistic design along the roads. And, in addition to performing their main function - protection, they are of great practical importance along the regional and federal highways, since they have a beneficial effect on the growth conditions of agricultural crops, blocking the way for hot dry winds.

The article explores the driving conditions for determining the demand of drivers of vehicles for the movement of roads, the road conditions of which should ensure this demand. The object of the study is automobile international and national transport corridors. When optimizing the management of the complex transport system «International, national and local traffic flows - Automotive International and National Transport Corridors» (MNMTP-AMNTC) can be sought to achieve different goals (criteria of optimality), and, depending on these goals, consider the different tasks of optimal management. On road transport, including in this concept of the system of communication routes (highways), the following tasks are the most important: ensuring the least time of communication at limited road costs; - ensuring the specified time of communication at the lowest road costs; - ensuring the lowest transport costs at a limited level of road costs; - ensuring the lowest road costs at a limited level of transport costs; - ensuring the maximum possible level of traffic safety at a limited level of road costs; - ensuring the required level of traffic safety at the lowest road costs; to achieve a minimum of road costs, provided that the specified volume of traffic (traffic), the specified speed and the necessary safety of traffic; ensuring maximum road capacity at a limited level of road costs. According to its parameters, the MMMTP-AMNTC refers to complex systems, the main characteristics of which are: efficiency indicator; stability; obstruction; Reliability. The newest approach of the «Traffic Triad» will allow to evaluate the functioning and ensure the rational management of any transport system with a focus on meeting the needs of users of highways - road users. The Coronavirus disease spread like fire, and millions of cases have been reported worldwide, and thousands have died. So, many countries around the globe ordered lockdown to stop the spread of the Coronavirus, which caused significant economic fallout. But every incident has two aspects, positive and negative. This article aimed to study the positive effects of COVID-19 pandemic on some specific factors and to study this topic, datais collected from various websites, web blogs, newspapers and reports on the internet. This pandemic enforced the cancellation or postponement of multiple events, which leads to a reduction in travelling and subsequently there were fewer vehicles on the road, which leads to a decrease in air and water pollution. Road traffic accidents and crime rate had come down suddenly. Due to lockdown, there was a reduction in transportation and industrial activity which allowed Mother Nature to recharge and replenish. Due to lockdown, people spent quality time with their family, fulfilled their hobbies, learnt many new skills and understood the importance of sanitation, hand hygiene and social distancing. This pandemic is a lesson for us to learn many new things. This crisis revealed that there is a need to improve our healthcare system and clinical researches. Immunity of an individual can play an important role to fight these kinds of viral diseases, and these diseases can be avoided by simply following the basic concepts of the Ayurveda. This lockdown showed the short-term depletion in greenhouse gas emissions, but this is not an option for long-lasting climate change, and we have to think about a sustainable solution to save the environment.

The development of road transport, both economically and socially, is of great importance for humanity. But along with the tremendous benefits andunlimited potential of road transport, there are many problems, particularly with its operation in human settlements, particularly in cities. Theseproblems are related to the oversaturation of the road network of cities with road transport, which leads to a decrease in speed, congestion, increased traveltime. Ensuring the required capacity of the site is the main indicator of creating conditions for the efficient functioning of the transport system of cities.Each section has its own planning features that allow the car to move at an acceptable speed and at the same time not create any situations that could lead to the formation of congestion.It is known that the lower the speed, the greater the time spent. Speed is one of the most important indicators of traffic flow. Any reduction in the speed of traffic flows compared to the permitted leads to economic losses. And if we consider the reduction of speed, taking into account the stop in motion (delay), it leads to much greater economic losses.

The dimensions and weight of machines, structures, and components that need to be transported safely by road are growing constantly. One of the safest and most widely used transport systems on the road today due to their versatility and configuration are modular trailers. These trailers have hydraulic pendulum axles that are that are attached in pairs to the rigid platform above. In turn, these modular trailers are subject to limitations on the load that each axle carries, the tipping angle, and the oil pressure of the suspension system in order to guarantee safe transport by road. Optimizing the configuration of these modular trailers accurately and safely is a complex task. Factors to be considered include the load’s characteristics, the trailer’s mechanical properties, and road route conditions including the road’s slope and camber, precipitation and direction, and force of the wind. This paper presents a theoretical model that can be used for the optimal configuration of hydraulic cylinder suspension of special transport by road using modular trailers. It considers the previously mentioned factors and guarantees the safe stability of road transport. The proposed model was validated experimentally by placing a nacelle wind turbine at different points within a modular trailer. The weight of the wind turbine was 42,500 kg and its dimensions were 5133 × 2650 × 2975 mm. Once the proposed model was validated, an optimization algorithm was employed to find the optimal center of gravity for load, number of trailers, number of axles, oil pressures, and hydraulic configuration. The optimization algorithm was based on the iterative and automatic testing of the proposed model for different positions on the trailer and different hydraulic configurations. The optimization algorithm was tested with a cylindrical tank that weighed 108,500 kg and had dimensions of 19,500 × 3200 × 2500 mm. The results showed that the proposed model and optimization algorithm could safely optimize the configuration of the hydraulic suspension of modular trailers in special road transport, increase the accuracy and reliability of the calculation of the load configuration, save time, simplify the calculation process, and be easily implemented.
