Considered the experience of federal educational and methodological associations in the system of secondary vocational education for enlarged groups of professions, specialties created in 2015 by the Ministry of Education and Science of the Russian Federation The main objects of their activity are federal state educational standards, sample programs, quality assurance and development of the content of secondary vocational education, professional improvement of the activities of scientific and pedagogical workers. They showed the formation of a new project team. It is important to collect all railway specialties in one group to ensure the unity of approaches in the development of the content of federal state educational standards of secondary vocational education of secondary vocational education, exemplary educational programs and examination of their content, as well as to improve the quality of educational content and continuity with higher education. The corresponding specialties of higher education are included in one group 23.00.00 “Engineering and technology of ground transport”. Federal educational and methodological associations in the system of secondary vocational education provide expert services in the field of their activities. For this, an Expert Council has been created. The composition of the Expert Council is formed from the number of teachers of educational institutions of open source education. In total, during the work of the Expert Council, more than 130 examinations of educational publications on road and rail transport have been carried out.

Teacher training in Russia began at the end of the 18th century and has been transformed many times over the past two centuries. The reforms were connected with the development of a comprehensive school system, which became a mass phenomenon in the 19th century. The transformation was most active when the country went through social and economic growth. Up to 2011 Soviet teacher training traditions and principles strongly influenced the Russian teacher education system. It was the period of significant change of shifting from a 5-year program, called “specialist’s degree,” to bachelor’s and master’s degree programs as a response to the Bologna process. At the beginning of 2010 a range of organizational problems and content-related problems of teacher education arose: the reproductive character of teaching in higher education institutions implementing training programs for future teachers; the predominant single-channel model of the system of teacher training not providing students with opportunities to implement transitions between teaching and non-teaching areas of training; and the lack of the system of independent assessment of the quality of future teachers training. These problems prompted the government to start a reform of teacher education in the country from 2014 to 2017. Teacher education in Russia in the early 21st century is a complex system of continuing teacher training which gives students a chance to enter the teaching profession through a number of different ways. The main structural levels of the system of continuing teacher education in Russia are vocational training educational institutions funded by local governments (teacher training colleges), higher education institutions (specialized teacher training higher education institutions, classical universities, non-governmental [private] universities, non-pedagogical universities), and educational institutions of continuing professional development and professional retraining. The types of educational institutions correlate with the degree levels. The content of teacher education is based on the Federal State Educational Standards. All teacher training universities that provide teacher education programs follow these Federal State Educational Standards when they develop their educational programs. Teacher education in Russia determines the quality of professional training in all social spheres. In the early 21st century, graduates from teacher training universities have started working in different professional areas, including social, educational, cultural, and administrative fields.

Analyzed is the problem of implementing the competence-based approach in legal education as one of pressing problems facing Russian legal education. The urgency of this problem is due to the fact that at present new standards have been adopted in various areas of training, incl. the direction 40.03.01 “Jurisprudence” (FGOS 3 ++). In connection with adoption of this standard, the problem arises of understanding the features of the process of its implementation by educational institutions of higher education that train lawyers in this area of training. The subject of the research in this article is the patterns and features of the implementation of the competence-based approach in legal education in this area of training. In the course of the study, the features of the implementation of the competence-based approach in this area of raining in modern Russia were analyzed in connection with the adoption of the new Federal State Educational Standards in jurisprudence. A competence-based model of a lawyer is presented, as well as requirements for the technology for the formation and assessment of formation of competencies in this area of training in modern Russia, including the use of automated systems for compiling educational and methodological documentation that ensure the educational process.
