ABSTRACTDisaster response requires rapid, complex action by multiple agencies that may rarely interact during nondisaster periods. Failures in communication and coordination between agencies have been pitfalls in the advancement of disaster preparedness. Recommendations of the Federal Emergency Management Agency address these needs and demonstrate commitment to successful disaster management, but they are challenging for communities to ensure. In this article we describe the application of Federal Emergency Management Agency guidelines to the 2008 and 2009 Chicago Marathon and discuss the details of our implementation strategy with a focus on optimizing communication. We believe that it is possible to enhance community disaster preparedness through practical application during mass sporting events.(Disaster Med Public Health Preparedness. 2011;5:310–315)

Indonesia has the most complete types of disasters in the world such as floods, landslides, tidal waves, tornadoes, drought, forest and land fires, earthquakes, tsunamis, volcanic eruptions, liquefaction and many more. Natural disasters that occur in Indonesia often just happen and it is not predictable when it will happen. This causes problems in handling natural disasters. Natural disaster management is not a matter of BNPB or BPBD, one important element is the involvement of the Indonesian National Army (TNI). One of Indonesia's regions that are vulnerable to natural disasters is Lampung Province. This research will describe how the role of the TNI in the case study in Korem 043 / Gatam in helping to overcome natural disasters in Lampung Province. The research method used in this research is qualitative research with a literature study approach. The role of the TNI in disaster management in Lampung Province is inseparable from the duties and functions of the TNI that have been mandated in Law Number 34 of 2004. Korem 043 / Gatam has taken strategic steps both from the pre-disaster, disaster response, and post-disaster phases . TNI involvement in the process of disaster management does not stand alone, but cooperates and synergizes with local governments.

ABSTRACTObjective: To describe the role of academic institutions in the community response to Federal Emergency Management Agency–declared disasters from September 11, 2001, to February 1, 2009.Methods: We conducted a review of the published literature and Internet reports to identify academic institutions that participated in the community response to disaster events between September 11, 2001, to February 1, 2009, inclusive. From retrieved reports, we abstracted the identity of the academic institutions and the resources and services each provided. We characterized the resources and services in terms of their contribution to established constructs of community disaster resilience and disaster preparedness and response.Results: Between September 11, 2001, and February 1, 2009, there were 98 published or Internet-accessible reports describing 106 instances in which academic institutions participated in the community response to 11 Federal Emergency Management Agency–declared disaster events that occurred between September 11, 2001, and February 1, 2009. Academic institutions included academic health centers and community teaching hospitals; schools of medicine, nursing, and public health; schools with graduate programs such as engineering and psychology; and 4-year programs. The services and resources provided by the academic institutions as part of the community disaster response could be categorized as contributing to community disaster resilience by reducing the consequences or likelihood of an event or to specific dimensions of public health preparedness and response, or both. The most common dimensions addressed by academic institutions (in order of occurrence) were resource management, enabling and sustaining a public health response, information capacity management, and performance evaluation.Conclusions: Since September 11, 2001, the participation of academic institutions in community disaster response has contributed to community resilience and the achievement of specific dimensions of disaster preparedness and response.(Disaster Med Public Health Preparedness. 2011;5:218–226)

Disaster management involves the pillars of emergency management: planning and preparation, mitigation, response, and recovery. Emergencies are serious events that threaten health, life, and property and can be managed within the capabilities of the affected organization. Disasters, on the other hand, are hypercomplex emergencies, requiring resources not immediately available. Disaster management follows the principles of emergency management, and emphasizes flexibility, collaboration, and teamwork. Lack of resources will challenge people and organizations both in effects of disasters and the ability to manage them. Poverty, climate change, governance, and education are foundations to improve capacity. Hospitals play an important role in disaster response and can prepare accordingly. Plans, to be effective, must be implemented through appropriately-targeted exercises. Building on an all-hazards approach, to more hazard-specific considerations can improve disaster preparedness as well as day-to-day efficiency. Disaster management is complex and crucial. Abstract This article aims to facilitate the transition from politics-oriented management to risk-oriented management in the field of Korean emergency management by analyzing the barriers and alternatives around three key players, namely, (1) the National Assembly, (2) the National Emergency Management Agency, and (3) business corporations. These three players have continued to focus on managing both fire and flood due to typhoon by utilizing politics-oriented management. In other words, when the other risks occur, Korea will surely face related catastrophe. Therefore, it is urgent for Korea to manage all kinds of risks equally, including fire and flood due to typhoon, by embarking on risk-oriented management.

AbstractSince the second half of the latest century the disaster landscape has experienced important changes. Disasters are not only increasing in quantity, they are also qualitatively different and seem to distress humanity to a considerably higher degree than in the past. This evolution does not only deeply affect modern societies; it might also have a disruptive impact on the intervening units of emergency management organizations. Recent disaster research mainly focuses on mitigation efforts, risk reduction and resilient societies. Though, despite good mitigation efforts and up-to-date preparation initiatives, still millions of people are affected and thousands killed annually by some kind of disaster. As a consequence, disaster response remains a vital aspect of disaster management and will even become more important in the future taking into consideration the changing disaster landscape. On that account, our study aims to remodel the response phase of the disaster management life cycle, focusing on a new and fresh approach. We consider the response phase as an unfolding global process and its ensuing sub-processes rather than just an enumeration of potential activities.

Organizations managing disasters face a paradox. They need to build stable, reliable structures that are flexible enough to allow adaptation to such unexpected events. Much planning for concrete disaster response operations involves scenarios. From a Luhmannian perspective, this approach is characteristic of a form of ‘if-then’ conditional programming. Extant research on emergencies and disaster management, however, has remained silent about other than scenario-based planning. This article draws on sociological decision theory to highlight alternative forms of planning for disasters. It presents the possibilities to build stable structures for disaster management by making use of conditional programmes that rely on space instead of scenarios, and by making use of what Luhmann calls ‘programme nesting’. It illustrates this argument with a case study of emergency management in a large German city at the origin of this new planning method.

AbstractSoutheast Asia includes some of the states at greatest risk of disasters worldwide, and ASEAN has been at the forefront of using international law to attempt to co-operate in disaster risk reduction and response. The ASEAN Agreement on Disaster Management and Emergency Response (AADMER) is a regional treaty that has been hailed as among the world’s best practice: progressive, comprehensive, and, unusually for a disaster instrument, legally binding. This paper evaluates ASEAN’s responses to two mega-disasters: Cyclone Nargis that hit Myanmar in May 2008 and Super-typhoon Haiyan/Yolanda that hit the Philippines in November 2013. The paper aims further to investigate the role of non-state actors, such as civil society and the private sector, in institutionalizing and implementing AADMER.
