Disaster Response in Southeast Asia: The ASEAN Agreement on Disaster Response and Emergency Management

AbstractSoutheast Asia includes some of the states at greatest risk of disasters worldwide, and ASEAN has been at the forefront of using international law to attempt to co-operate in disaster risk reduction and response. The ASEAN Agreement on Disaster Management and Emergency Response (AADMER) is a regional treaty that has been hailed as among the world’s best practice: progressive, comprehensive, and, unusually for a disaster instrument, legally binding. This paper evaluates ASEAN’s responses to two mega-disasters: Cyclone Nargis that hit Myanmar in May 2008 and Super-typhoon Haiyan/Yolanda that hit the Philippines in November 2013. The paper aims further to investigate the role of non-state actors, such as civil society and the private sector, in institutionalizing and implementing AADMER.

This chapter describes how to manage disaster risk and how community-level action is essential when organizing any emergency response action. It outlines the types of hazards that communities face, how they can be reduced and how we can increase the effectiveness and resilience of community health programmes (CHPs) to meet those hazards. It explains how we can train a disaster response team (DRT) and use them and community health workers (CHWs) both to deliver and to help to implement disaster safety messages. It describes in some detail both the types of disaster and ways in which the community can respond and work with others, including government and external providers.

Increased access and the convenience of participation to and through the internet encourage connectivity among citizens. These new and enhanced connections are no longer dependent on real-life, face-to-face interactions, and are less restricted by the boundaries of time and space (Frissen, 2005). In this chapter, two cases from the Philippines are documented and assessed in order to look at online citizen engagement. The first case looks at how people participate in promoting tourism in the Philippines through social media. The second case involves their use of social media for disaster response. Previous studies on ICTs and participation in the Philippines have looked at the role of intermediaries (see Alampay, 2002). Since then, the role of social media, in particular that of Facebook and Twitter, has grown dramatically and at times completely circumvents traditional notions of intermediation. The role of Facebook, in particular, will be highlighted in this chapter, and the authors will analyze its effectiveness, vis-à-vis traditional government channels for communication and delivery of similar services. By looking at these two cases and assessing the abovementioned aspects, it is hoped that the use of social media can be seen as an integral part of e-governance especially in engaging citizens to participate in local and national governance.

PurposeThe purpose of this paper is to analyze geographic heterogeneity of consumer preferences for intrinsic quality attributes of rice in South and Southeast Asia and the drivers of demand for these attributes, with a particular focus on rice fragrance and the role of gender.Design/methodology/approachStated-preference surveys were conducted with 4,231 urban and rural consumers in 37 cities across seven countries (Bangladesh, India, Cambodia, Indonesia, the Philippines, Thailand, and Vietnam) during 2013–2014 and analyzed through a rank-ordered logistic regression with incomplete ranking choice data.FindingsPreferences for rice attributes are found to be significantly heterogeneous among consumers in South and Southeast Asia. Urban Thai consumers tend to prioritize appearance and cooking characteristics over taste and nutritional benefits, relative to all other surveyed consumers. In contrast with South Asian consumers, Southeast Asian consumers have largely adopted Thai preferences for rice texture and fragrance, a trend that was earlier coined “Jasminization.” We find that demand for rice fragrance is mainly driven by women, educated consumers, large families, families spending a lower share of their food expenditures on rice, and consumers in Southeast Asia (particularly the Philippines and Cambodia).Originality/valueLittle is known about geographic heterogeneity, drivers, and the role of gender in demand for rice fragrance. This paper fills these knowledge gaps. Our findings suggest that the more women are empowered in grocery decision-making, the more demand for aromatic rice is expected to rise. These insights can assist market-driven and gender-responsive rice breeding programs in simultaneously enhancing rice farmers' livelihoods and gender equity.

Pharmacists, and pharmacy students, normally have a limited exposure to the principles and structures of emergency management necessary to help coordinate effective and rapid responses. However, pharmacists’ work in disaster preparedness has taken many focuses. Community pharmacists develop emergency preparedness manuals, organize health-system pharmacy teams to respond to terrorism attacks, and identify essential actions for effective emergency response. This chapter focuses on the US health care system and emergency preparedness within its borders, starting with basic terminology and concepts and then moving onto the key components of U.S. National Response Frameworks and the role of pharmacists in the Frameworks and larger emergency preparedness and planning efforts.

A need for workers posed a dilemma for the new U.S. administration in the Philippines anxious to demonstrate its progressive intentions and distance itself from the compulsion that had characterized public works during the previous regime. Instead, it turned to the market to �nd both an ideologically acceptable and a practically realizable solution. Commencing with an investigation of extrafamilial work relations during the Spanish period, this article traces the nature and extent of the labor shortage at the turn of the twentieth century. It then discusses the important role of unions before evaluating government policy in the light of subsequent events. In one sense, the American Philippines was the �rst truly modern state in Southeast Asia, infused by the logic of capitalism and informed by market mechanisms.

ABSTRACTObjective: To describe the role of academic institutions in the community response to Federal Emergency Management Agency–declared disasters from September 11, 2001, to February 1, 2009.Methods: We conducted a review of the published literature and Internet reports to identify academic institutions that participated in the community response to disaster events between September 11, 2001, to February 1, 2009, inclusive. From retrieved reports, we abstracted the identity of the academic institutions and the resources and services each provided. We characterized the resources and services in terms of their contribution to established constructs of community disaster resilience and disaster preparedness and response.Results: Between September 11, 2001, and February 1, 2009, there were 98 published or Internet-accessible reports describing 106 instances in which academic institutions participated in the community response to 11 Federal Emergency Management Agency–declared disaster events that occurred between September 11, 2001, and February 1, 2009. Academic institutions included academic health centers and community teaching hospitals; schools of medicine, nursing, and public health; schools with graduate programs such as engineering and psychology; and 4-year programs. The services and resources provided by the academic institutions as part of the community disaster response could be categorized as contributing to community disaster resilience by reducing the consequences or likelihood of an event or to specific dimensions of public health preparedness and response, or both. The most common dimensions addressed by academic institutions (in order of occurrence) were resource management, enabling and sustaining a public health response, information capacity management, and performance evaluation.Conclusions: Since September 11, 2001, the participation of academic institutions in community disaster response has contributed to community resilience and the achievement of specific dimensions of disaster preparedness and response.(Disaster Med Public Health Preparedness. 2011;5:218–226)

BNPB (2012) stated that casualties affected from the year 1815-2011 continue to increase. The disaster that struck Indonesia destroyed the development that has grown with great difficulty. Such conditions can cause both material and immaterial losses. The most disadvantaged are the marginalized and the poor. MLHPB (2016) states every rainy season Sampang is sure to be drowned by the flood. Data collected by MLHPB in Dalpenang and Rong Tengah were expressed as 35.4% of people suffering from leptospirosis, 60.3% of people suffering from pyoderma or ulceration, and the remaining 4.3% are inactive, lower, and diarrhea. This becomes a complex problem and there is no clear step to overcome the routine problem of it. In addition, interrupted, the distribution of drugs and. The established regulation is also considered ineffective. Need an active role of the community who are members of Posyandu Emergency Response to overcome the above problems. The methods undertaken in IbM's activities are posyandu building and disaster response. Disaster response programs ranging from the mitigation phase to the rehabilitation phase with extension and training approaches involving traditional leaders as mass mobilisers. The result of this IBM Service Activity is 80% of participants are able to understand the counseling about flood prevention and flood prevention, the cadres are able to do first aid in emergency disasters, and 80% of cadres are able to make prevention and mitigation efforts of flood. Awareness raising of disaster partners and natural disasters that are more capable and self-sufficient in facing the flood disaster each year.

The number of climate-related disasters is increasing more than ever before and cash is becoming an increasingly important tool to deliver assistance during a disaster response due to its flexibility and ability to cut across sectors, amongst other benefits. This research seeks to explore the role of cash in linking the relief phase to the long-term recovery through the promotion of sustainable livelihoods, by focusing on Typhoon Haiyan (known locally as Yolanda) as a case study. The Philippines has high exposure and vulnerability to climate-related disasters, however, it boasts of one of the most advanced social protection systems in the East Asia Pacific region (Bowen, 2015). In order to reach the research objectives, the research methodology employed involves a review of related literature, a field-based evaluation involving interviewing humanitarian practitioners and the adoption of DFID’s Sustainable Livelihood Framework (1999) as a framework of analysis. The results show that cash-based livelihood programming plays a vital role in leading the transition from relief to recovery due to the Value for Money (VfM) it delivers, role in strengthening local market and supply chains and the positive economic multiplier effects that benefit the wider community. Most interventions focus on asset creation, however, investment should be made into disaster risk reduction to reduce vulnerabilities that worsen the impact of shocks on poor households. Also, to enhance the benefits resulting from cash programming, supporting activities should be used in parallel with cash provision. Cash-for-training and livelihood start-up grants can empower women by increasing their human capital and introducing them to the formal economy. More work is required to transform the structures and policies that disadvantage women through patriarchal power systems.

This article summarizes the growing theoretical and empirical literature on the impact of education on disaster vulnerability with a focus on Southeast Asia. Education and learning can take place in different environments in more or less formalized ways. They can influence disaster vulnerability as the capacity to anticipate, cope with, resist, and recover from natural hazard in direct and indirect ways. Directly, through education and learning, individuals acquire knowledge, abilities, skills and perceptions that allow them to effectively prepare for and cope with the consequences of disaster shocks. Indirectly, education gives individuals and households access to material, informational and social resources, which can help reducing disaster vulnerability. We highlight central concepts and terminologies and discuss the different theoretical mechanisms through which education may have an impact. Supportive empirical evidence is presented and discussed with a particular focus on the role of inclusiveness in education and challenges in achieving universal access to high-quality education. Based on situation analysis and best practice cases, policy implications are derived that can inform the design and implementation of education and learning-based disaster risk reduction efforts in the region.

The geographical term “Southeast Asia” dates from the 1930s, and came to denote a topic for academic studies in the early days of the Cold War. As such, it includes Vietnam, Cambodia, Laos, Indochina, Thailand, Myanmar, Malaysia, Brunei, and the Philippines. Southeast Asia has become thoroughly incorporated in the global economy over the past 150 years; first, as a producer of commodities, and later, as a supplier of cheap garments and electronic components. Under Dutch colonialism and British hegemony—the latter established by the conquest of Burma and the imposition of free trade on Siam and the Philippines in the 1850s—Southeast Asia was turned into a key provider of commodities for the industrializing countries. During high colonialism, from 1870 to 1930, the region became increasingly intertwined, via Singapore as the central port and through the role of mainland Southeast Asia as the rice basket for the plantations of maritime Southeast Asia. After the Second World War, the region was the world's most violent frontier of containment for communist expansion. In recent decades, Southeast Asia has become integrated in global commodity chains as a producer of cheap industrial goods, often as a subcontractor for more advanced economies, such as those of Hong Kong, Korea, Taiwan, and later on, Southeast China.
