Researchers have made efforts to combine service management theory with public administration theory to develop an enhanced model of public service logic and help the public sector to develop services through co-creation with service users. This study considered the appropriateness of public service logic for improving serviceness in the public sector, examining the question through a literature review regarding the main elements of service management in which public service logic is anchored. We found no correspondences between this approach and theories on street-level bureaucracy, despite both perspectives aiming to understand the interactions between users and public service providers, and we wanted to explore this gap. We argue that public sector logic neglects important contextual factors, such as the role of public value and politics. Moreover, street-level bureaucrats have a legitimate responsibility not only to provide user-friendly services (creating value for users) but also, occasionally, to overrule citizens’ wishes and needs (following political decisions). We conclude that public service logic does not support the development of more serviceness in the public sector context, because it needs to consider the justification for having a public sector. Further research should consider users as collective citizens rather than individuals.

Public service management reforms have not yet contributed to poverty eradication and generally socio-economic development of many African countries. The reforms suggested and implemented to date still prove to be weak in addressing the many challenges faced by the public service in delivering goods and services to the population. The failure of the current public service management calls for a consideration of business-driven approaches and practices that facilitate effectiveness, efficiency, competitiveness and flexibility in goods and services provision. The critical social theory methodology and the literature review technique described and raised awareness on service delivery chaos in South Africa. A public service reform that focuses on operations and quality management is one of the ways of improving and sustaining service delivery in South Africa. Operations management is an essential tool for the planning, execution, control, monitoring and evaluation of production processes. Quality management, in the other hand, is essential to ensure best quality of goods and services produced by the public service within acceptable time and available resources to meet or exceed people’s expectations. The operations and quality management framework proposed in this article is a potential alternative to the current service delivery crisis in South Africa.

Positions and authorities have become a commodity which always contested by humans. In fact, authority is an amanah to carry out the responsibility to serving the people. Nowadays, discretion has enhanced the role of Street Level Bureaucracy in the policy arena by authorizing a certain political power from the “top” to the “bottom”. By the emergence of governance era, discretionary power of street level bureaucracy was formerly designed as a means of public service innovation to transform red tape based public service delivery into social equity based public service management. Yet, in contrast to the objective of public service innovation, discretionary power is frequently misused by irresponsible actors in bureaucracy to legalize street level corruption which has triggered massive social distrust towards bureaucracy. Whereas Islam has clearly prohibited corruption as in Qur'an surah Al-Baqarah verse 188. By conducting literature study and theoretical analysis, this qualitative research highlights the urgency of discretion to uphold innovation in public service management with the spirit of sincerity and religiosity. As a conclusion, in the era of open government, socio-political control on discretion must be enhanced by establishing clear mechanism, high awareness, and good religiosity to guide the core role of street level bureaucrats as socio-professional worker.

ABSTRACT : The high number of HIV AIDS cases in the city of Yogyakarta requires the authorities to take appropriate action so that the spread of this virus can be minimized. KPAD has important duties and positions to provide maximum services for vulnerable community groups infected with the virus. based on the results of research, public service management applied in KPA Kota Yogyakarta is more coordinative and indirect service. They focus on maximizing the role of OPDs, NGOs, and communities in order to reach out to vulnerable communities who are infected with the HIV AIDS virus. This measure is effectively marked by the multitude of coordination activities between institutions so as to identify HIV sufferers from the early stages and provide the right follow-up.Keywords : Public Service, National AIDS Commission, HIV AIDS ABSTRAK : Tingginya kasus HIV AIDS di Kota Yogyakarta menuntut pihak berwenang melakukan tindakan yang tepat agar penyebaran virus ini dapat diminimalisir. KPAD memiliki tugas dan posisi penting guna memberikan pelayanan maksimal bagi kelompok masyarakat rentan terinfeksi virus tersebut. berdasarkan hasil penelitian, manajemen pelayanan publik yang diterapkan di KPA Kota Yogyakarta lebih bersifat koordinatif dan pelayanan tidak langsung. Mereka fokus pada memaksimalkan peran OPD, LSM, dan masyarakat guna menjangkau kelompok masyarakat yang rentan terinfeksi virus HIV AIDS. Langkah ini dinilai efektif ditandai dengan banyaknya kegiatan koordinatif antar lembaga sehingga mampu mengidentifikasi penderita HIV dari tahap awal dan memberikan pelayaan lanjutan yang tepat.Kata Kunci : Pelayanan Publik, Komisi Penanggulangan AIDS, HIV AIDS

Specialized service management is a process of providing service needs to students to support learning activities so that educational goals can be achieved effectively and efficiently. Modern society is witnessing a data revolution which necessarily entails changes to the overall behavior of citizens, governments and companies. This is a big challenge and an opportunity for National Statistics Offices (NSOs). Especially after the outbreak of COVID-19, when the public debate about the number of mortalities and tested and infected persons escalated, trusted data is required more than ever. Which data can modern society trust? Are modern societies being subjected to opinion rather than fact? This paper introduces a new statistical tool to facilitate policy-making based on trusted statistics. Using economic indicators to illustrate implementation, the new statistical tool is shown to be a flexible instrument for analysis, monitoring and evaluation of the economic situation in the Republic of Serbia. By taking a role in public policy management, the tool can be used to transform the NSO’s role in the statistical system into an active participant in public debate in contrast to the previous traditional, usually passive role of collecting, processing and publishing data. The tool supports the integration of statistics into public policies and connects the knowledge and expertise of official statisticians on one side with political decision makers on the other.
