The Military

The efficiency of meeting the needs of the military personnel of the Armed Forces of Ukraine directly depends on financial planning, which includes: correct identifying of the needs and ensuring timely and efficient use of the funds specified by law. It is determined that the level of financing of the Ukrainian Armed Forces is insufficient and adversely affects the fulfillment of the tasks assigned to them.The article defines the dynamics of defense expenditures from the State Budget of Ukraine, as well as their share of the volume of domestic gross product. A comparative analysis of the structure of budget expenditures of the Ministry of Defense of Ukraine and NATO countries is carried out. It was proved that the current structure of the state budget expenditures does not allow to satisfy fully the needs of the Ministry of Defense of Ukraine and provide military servicemen with their social guarantees.The forecast of financial support of the Armed Forces of Ukraine on general and special funds till 2023 is presented. In course of conducted research, the following scientific methods were used: modeling – to determine the projected financial support for the Armed Forces of Ukraine; economic and statistical – to assess the dynamics of defense expenditures; analysis and synthesis – to find out the reasons for the change in the structure of expenditures; tabular and graphical – to represent the results of the study; abstract-logical – in implementation of theoretical and methodological conclusions.

O objetivo deste trabalho foi realizar uma análise comparativa dos anos 1998-1999, em que a Clínica Odontológica era realizada em Blocos, e 2001-2002, quando foi instaurada a filosofia da Clínica Integrada no Centro Universitário Hermínio Ometto – UNIARARAS. Foi executado um levantamento quanto ao número de tratamentos concluídos, através da análise quantitativa desses tratamentos para cada disciplina, utilizando-se 200 prontuários, 50 para cada ano analisado. Os dados foram posteriormente tabulados e submetidos a uma análise exploratória, com o objetivo de traçar um panorama do atendimento odontológico prestado na UNIARARAS. Na Clínica em Blocos, 33% dos tratamentos foram concluídos, sendo a porcentagem de tratamentos concluídos para cada disciplina de: 9% para Prótese Parcial Removível, 20% para Prótese Total, 12% para Prótese Fixa, 64% para Cirurgia, 93% para Periodontia, 47% para Dentística e 66% para Endodontia. Na Clínica Integrada, a porcentagem de tratamentos concluídos foi de 20%, levando-se em conta que são atribuídas altas parciais para a maioria dos pacientes; as porcentagens dos tratamentos concluídos para as disciplinas avaliadas foram de: 35% para Prótese Parcial Removível, 67% para Prótese Total, 46% para Prótese Fixa, 78% para Cirurgia, 89% para Periodontia, 54% para Dentística e 51% para Endodontia. A Clínica Integrada superou a Clínica em Blocos em quase todos os âmbitos avaliados. Este trabalho demonstrou que a Clínica Integrada se instalou para resgatar a condição de totalidade e unicidade da prática odontológica, formando um profissional generalista, com sólida formação técnica, científica, humanística e ética, orientado para a promoção de saúde, com ênfase na prevenção.
