The Way

Purpose – The study aims to explore the factors which influence collection development and management in academic libraries. In libraries and information centres, collection development is considered an essential element of the information life cycle. Collection development and management activities do not emanate from a vacuum. Several factors have a direct bearing on the way in which collections are developed and managed in the academic libraries. These factors are bridges and barriers for effective collection development and management. Design/methodology/approach – An extensive review of the available literature was made to conduct the study. Findings – The study found that several factors have a direct bearing on the way in which collections are developed and managed in the academic libraries. These factors include goals of collection development and management policies and procedures, user needs, collection development policies (CDPs), collection development budgets, collection evaluation to determine the strength and weaknesses of various subjects in the collections, selection of reading materials, formats in which materials are selected, the issues of access versus ownership, cooperative collection development, resource-sharing programs and legal issues in collection development and management. Originality/value – This study provides an overview of various factors that influence collection development activities in the academic libraries. It provides an insight for the selectors of library resources to take these factors into account for building effective collections in the academic libraries of Pakistan and abroad.

The authors discuss the study findings and the Library’s experience in integrating open access resources into the resource base of the information support offered to Siberian researchers and scholars. The dynamic technology of resources organization and use calls for continuous monitoring of the open access resources. Using the open access resources as an object of collection development improves the effectiveness of user services and preservation of socially significant content which impacts the libraries’ importance within the system of scientific communications. The library collection as a library’s strategic element is transforming with widening the formats, generic and specific limitations, and integrating traditional collections with the open access resources. This results in the sophisticating organizational and technological model of collection development. The efficiency of integrated open access library services demonstrate the users’ interest to and demand for them. The open access resources have been being increasingly included into the relevant collection development at the academic libraries. The systematic collection of open access resources can operate as a compensational technological system against other expensive resources. Integrating the open access resources into the collections of the State Public Scientific and Technological Library of the Russian Academy of Sciences Siberian Branch proves to be naturally determined and impacts the prospects for collection development.

Information explosion is the common phenomenon in the modern era in which no library can stand alone in fulfilling the information needs and requirements of its users. Resource sharing provides the means to maximize the usage of library collection irrespective of its type. Networking of libraries facilitates resource sharing among the participating libraries in an effective manner and it indirectly facilitates marketing of library sources among a group of libraries. Technology alone is not sufficient to bring together the sources. The attitudes of the people involved in the information dissemination are also a decisive factor in determining the success of resource sharing through networking of libraries. This chapter presents the attitude of information professionals for effective resource sharing and networking of academic libraries in the southern districts of Tamil Nadu, India. The study revealed that library and information science professionals have a positive attitude towards resource sharing and networking of libraries.
