This article analyses the historical connections and repercussions of the photographic image and the growth of new information and communication technologies. It explores the ability of artistic photography to promote thought and knowledge, and to position itself as one of the most important educational media in contemporary culture. It establishes the positions of humanist thinking regarding these technological developments and the role of artistic photography as a trigger of critical thinking, and an alternative to textual discourse. Focusing on this recent groundbreaking evolution, the article also studies the importance of photography in the advancement of technology itself and the possible impact on contemporary culture and on the configuration of thought and collective creativity in the world. Finally, it analyses the importance and the connection that photography, in relation to technology, has with the arts and aesthetics and the role of technology as a driving force behind processes of knowledge creation via images.

The emergence of new information and communication technologies (ICTs) has generated much debate both in and out of academia in relation to theories ranging from economic advancement to imperialism. In the context of the ‘low-income’ economies, a dominant discourse associated with ICTs persists. The discourse of development predicts that nations which have joined the global market will use ICTs to harness global knowledge that will enable them to be competitive and therefore attain development. This has led to change in policy from international to local as ICTs are embraced as the next big development tool. Recently however, there have been reports of more failures of ICTs initiatives than success as professionals in the industry complain about unsustainability of the systems. A genuine issue is that so far analysis of this discourse has tended to be economically or technically deterministic, with little attention paid to social and cultural perspectives. In order to understand how the role of norms, practices and politics of people in particular communities play in this discourse in ‘low income’ economies, over 1000 semi-qualitative questionnaires were analysed from five geographical locations in The Gambia. A key conclusion that has emerged from the research is that there are different attitudes towards the ICTs in the different locations, which vary from full acceptance to rejection of ICTs. Such diverse reactions are underpinned by the religion and information ecologies in which gender plays a critical part. This result challenges the ICT4D agenda, and might be applied to reports of unsustainable ICT initiatives, especially in Africa.

This chapter presents the current trends of Library on the web and the importance of the Librarian in the web-library as a webrarian (web-librarian). In the modern technological era, Ranganathan's five laws of the library may be extended to the web using information and communication technologies (ICTs). When the fundamental laws of library science are applied to the web, then the professional responsibilities and duties of a librarian will be enhanced in order to effectively and efficiently manage the web and serve the web users. Realizing the differences between the web and the library? An idea of the joint venture has been the practicalities of creating another platform for the both and the initiative is a library on the web which is well known as a web-library. Mostly libraries have their websites to organize information and resources and provide access to users for the collections of quality resources. The role of librarians is to adopt the Web technologies into the profession of librarianship. Librarians have been induced by technological developments to become more efficient as but not limited to the role of organizers, indexers, abstractors, archivers, data brokers, and webrarians.

The role NICTs are playing in the relations between Uganda’s central government and four of the kingdoms in the country is analyzed and placed in the historical context within which each kingdom has pursued a strategy for preservation and development of its people’s unique culture and ethnic aspirations. A convergence of cellular phone and FM radio designed by the Buganda kingdom to confront the central government with specific demands and the government’s response are examined. The less combative use of NICTs by Bunyoro-Kitara, Busoga, and Toro kingdoms is described. An analysis of how each antagonist uses NICTs for a hegemonistic agenda is presented and cast against the application of NICTs for good governance and the prosperity of citizens.

The article discusses modern forms and methods of bibliographic activity in libraries. The role of modern information and communication technologies is explained. The information society places new demands on all social and communication institutions, including the activation of the formation of electronic document space, libraries and bibliographies. It is noted that the information society, the activation of the formation of electronic document space, puts new demands on all social and communication institutions, including libraries and bibliographies. New information technologies allow to significantly expand, deepen and diversify all forms of information and bibliographic services, which makes them faster, more efficient and more convenient. At the same time, it is explained that with the application of digital technologies, the category of information and bibliographic services is becoming a daily information service used by any reader of any library. Electronic catalogs are becoming powerful information systems to support the work of libraries and perform large-scale tasks.


In the face of the advance of new technologies that has been occurring and reaching all sectors of society, this article presents a discussion guided by scholars about the changes that are occurring in education. It is important to think of how you can use so many resources available today while providing power changes in the teaching-learning process which until then was seen as something static and conservative. The task of the teacher in the twenty-first century is no longer ready to take the knowledge to the student, but rather has the role of acting as a mediator and facilitator in the process of knowledge construction. The changes that are taking place have led educators to seek knowledge and expertise so that they can perform satisfactorily their role in society.

Privacy uses the theory of natural rights and generally responds to new information and communication technologies. In North America, Samuel D. Warren and Louis D. Brandeis wrote that privacy is the “right to be let alone” (Warren & Brandeis, 1890) and focuses on protecting individuals. This citation was a response to recent technological developments, such as photography, and sensationalist journalism, also known as yellow journalism. Warren and Brandeis declared that information which was previously hidden and private could now be “shouted from the rooftops.” But whether the right to privacy may be limited in the case of public figures and whether public figures are accountable for their actions is up for debate. This issue is explored in this chapter through court decisions that occupied the public.
