A conventional model of public opinion analysis is no longer suitable when the internet is the primary arena of information dissemination. Thus, a more practical approach is urgently needed to deal with this dynamic and complicated phenomenon of propagating public opinion. This paper proposes that the outbreak of internet public opinion and its negative impacts, such as the occurrence of major security incidents, are a result of coupling and the complex interaction of many factors. The Functional Resonance Analysis Method model is composed of those factors and considers the stages of network information dissemination, the unique propagation rule, and textual sentiment resonance on the internet. Moreover, it is the first public opinion governance method that simultaneously highlights the complex system, functional identification, and functional resonance. It suggests a more effective method to shorten the dissipation time of negative public opinion and is a considerable improvement over previous models for risk-prediction. Based on resonance theory and deep learning, this study establishes public opinion resonance functions, which made it possible to analyze public opinion triggers and build a simulation model to explore the patterns of public opinion development through long-term data capture. The simulation results of the Functional Resonance Analysis Method suggest that the resonance in the model is consistent with the evolution of public opinion in real situations and that the components of the resonance of public opinion can be separated into eleven subjective factors and three objective factors. In addition, managing the subjective factors can significantly accelerate the dissipation of negative opinions.

The term “digital public diplomacy” that appeared in the 21st century owes much to the emergence and development of the concept of Web 2.0 (interactive communication on the Internet). The principle of network interaction, in which the system becomes better with an increase in the number of users and the creation of user-generated content, made it possible to create social media platforms where news and entertainment content is created and moderated by the user. Such platforms have become an expression of the opinions of various groups of people in many countries of the world, including China. The Chinese segment of the Internet is “closed”, and many popular Western services are blocked in it. Studying the structure of Chinese social media platforms and microblogging, as well as analyzing targeted content is necessary to understand China’s public opinion, choose the right message channels and receive feedback for promoting the country’s public diplomacy. This paper reveals the main Chinese social media platforms and microblogging and provides the assessment of their popularity, as well as possibility of analyzing China’s public opinion based on “listening” to social media platforms and microblogging.

With the development of computer information science and technology, Internet has a large number of network propaganda and public opinion page every day. Through the network micro message and the micro-blog forwarding, network propaganda and public opinion have the impact on the development and stability of colleges, so the study network propaganda and public opinion has important significance for the development of colleges. Under this background, based on the computer Internet technology, the Internet erection of network propaganda guidance mode are analyzed, and compared with the fuzzy minimum production tree theory and the C language software, the network construction is verified. Finally the iterative process of finding the network transmission is relatively stable, after 800 iterative steps, numerical is slowly increasing, in which the maximum value is about 0.0001. The seven school propaganda is been as the minimum spanning of tree main network, its sum of weighted has been up to 1606.

The widespread drought area in Trenggalek Regency in 2019 needs to be analyzed to reduce negative impacts and as a monitoring tool to anticipate future drought events. The Standardized Precipitation Index (SPI) is a drought analysis method by calculating the rainwater deficit at various time scales used to identify the distribution of drought in Trenggalek Regency. This study using rain data on 13 rain stations for the period 1990-2019 and agricultural production data for 2019. The calculation results show that the highest SPI value occurred in March at the highly wet level with a value of 2.11. The lowest SPI value occurred in May at the extremely dry level with a value of -2.31. The results are then mapped using ArcGIS with the Inverse Distance Weighted (IDW) method to identify the spatial distribution of drought.
