Abstract Decoding the cellular network interaction of neurons and glial cells are important in the development of new therapies for diseases of the central nervous system (CNS). Electrophysiological in vivo studies in mice will help to understand the highly complex network. In this paper, the optimization of epidural liquid crystal polymer (LCP) electrodes for different platinum electroplating parameters are presented and compared. Constant current and pulsed current electroplating varied in strength and duration was used to decrease the electrode impedance and to increase the charge storage capacity (CSCC). In best cases, both methods generated similar results with an impedance reduction of about 99%. However, electroplating with pulsed currents was less parameter-dependent than the electroplating with constant current. The use of ultrasound was essential to generate platinum coatings without plating defects. Electrode model parameters extracted from the electrode impedance reflected the increase in surface porosity due to the electroplating processes.

Цель статьи – построение комплексной методологии оценки оптимальной структуры формирования информационных кластеров и механизмов их эффективного функционирования. На основе преимуществ аутсорсинга в информационной экономике предложена использована новая форма сетевого взаимодействия – информационный кластер, разработан агломеративный иерархический алгоритм оценки максимальной эффективной сложности и однородности субъектов кластера по различным критериям (информационноемкость, интеллектуальный потенциал, социометрические характеристики и др.), построены модели распределения целей среди наиболее близких в институциональном плане субъектов кластера, которые позволяют решить большую область задач распределения проектов в партнерской сети информационных кластеров, организовывать сетевую распределенную работу и экономить ресурсы времени. The purpose of the article is to build a comprehensive methodology for assessing the optimal structure of the formation of information clusters and the mechanisms for their effective functioning. Based on the advantages of outsourcing in the information economy, a new form of network interaction is proposed - an information cluster, an agglomerative hierarchical algorithm has been developed to assess the maximum effective complexity and homogeneity of cluster subjects according to various criteria (information capacity, intellectual potential, sociometric characteristics, etc.), models for the distribution of goals among the closest in institutional terms of cluster subjects are built, which allow solving a large area of project distribution tasks in a partner network of information clusters, organizing network distributed work and saving time resources.

The prospects for increasing the share of training and coverage of educational cooperation in the field of innovation in the BRICS Network University - one of the most important modern forms of cooperation in the field of education at the international level - are studied. The concepts of network structure and network university are considered. The effects of network interaction and the principles of functioning of network universities are revealed, and an overview of the approach to classifying network structures by the target feature of formation is given. The purpose is to search for opportunities to set up an innovative orientation of the BRICS Network University educational process as the general innovative cooperation stimulation platform of the participating countries. For this purpose, the experience of participation of Russian universities in other network universities (CIS and SCO) was explored, and possible formats of cooperation between innovation teams and interested students in the BRICS countries were proposed to stimulate both traditional mobility of students, teachers and employees, and general innovation exchange through the BRICS Network University.

The innovative infrastructure of the region symbolizes the totality of the objects of inno-vation activity and the correlation between them. The creation and development of in-frastructure is impossible without taking into account the peculiarities of each of the re-gions, its specialization, which also affects the innovation and investment potential of the region. As a result, the formation of inno-vative infrastructure provides a powerful in-centive for the development of the regional economy. The purpose of the study is to study the process of creating and developing the innovative infrastructure of the region on the basis of the already existing theoretical and methodological groundwork and practi-cal experience, as well as to determine the "driving" mechanisms of innovative devel-opment. The paper considers the main prob-lems of the formation of innovation infra-structure, assesses the current state of inno-vation infrastructure and formulates the "driving" mechanisms of innovative devel-opment. It is proved that the innovative infra-structure is the driver of the innovative de-velopment of the region, therefore, the pro-spects for the development of innovation stimulation and the expansion of network interaction are especially important.

Currently, in Russia there is a systemic gap between the educational service market and employers’ requirements for a university graduate. Employers are not satisfied with the educational system, which cannot close this gap on its own. This situation requires access to an open educational system, which implies involvement in the training of both the educational institution and employer. As part of the research, a hypothesis about the greater efficiency of future specialist training in the format of network interaction between educational institutions and commercial companies was put forward. The purpose of the research is to prove that future specialist training in the format of networking between educational institutions and for-profit companies is more effective than the classical student training programme in Russia. As part of the research, with the case method, the essence of network interaction between educational institutions and for-profit entities and their optimal format were discovered by the example of communication between the Far Eastern State University of Communications and Russian Railways JSC. In addition, an experiment to confirm or refute the hypothesis put forward was conducted. As a result of the research, the essence of networking between educational institutions and for-profit entities. The experiment carried out confirmed the hypothesis about the greater efficiency of future specialist training for the railway sector in the format of networking between educational institutions and the Russian Railways company.
