Chinese Social Media Platforms and Microblogging in the Context of Public Diplomacy

The term “digital public diplomacy” that appeared in the 21st century owes much to the emergence and development of the concept of Web 2.0 (interactive communication on the Internet). The principle of network interaction, in which the system becomes better with an increase in the number of users and the creation of user-generated content, made it possible to create social media platforms where news and entertainment content is created and moderated by the user. Such platforms have become an expression of the opinions of various groups of people in many countries of the world, including China. The Chinese segment of the Internet is “closed”, and many popular Western services are blocked in it. Studying the structure of Chinese social media platforms and microblogging, as well as analyzing targeted content is necessary to understand China’s public opinion, choose the right message channels and receive feedback for promoting the country’s public diplomacy. This paper reveals the main Chinese social media platforms and microblogging and provides the assessment of their popularity, as well as possibility of analyzing China’s public opinion based on “listening” to social media platforms and microblogging.

The utility of social media platforms as means for communication and engagement has become important for those responsible for public diplomacy. This article addresses this nexus between social media studies and diplomacy studies using original empirical research based on Facebook pages published by the diplomatic missions of 8 nations in 22 host nations. Data from 161 pages from January to December 2016 were extracted using Netvizz. A multi-stage mixed-methods approach uses quantifiable engagement data and qualitative content. The analysis varies from many previous studies by foregrounding social media as a communication environment and by including audiences/users as active participants. The findings suggest Facebook diplomacy is more relevant in countries that are smaller, poorer and closer. They categorise content using a four-part taxonomy of diplomatic discourse: outward-facing publicity, inward-facing publicity, engagement, and user-generated content. The article aims to develop the field of digital diplomacy studies by highlighting innovative findings and suggesting trajectories for further scholarship.

The internet has opened up new possibilities for scholars to gather data and, in general, to stay updated on rapidly changing developments in the Chinese society. Social media has added yet another dimension as it enables researchers to follow events and public debates as they unfold as well as facilitate engagement and interactivity with informants and other contacts. This article is based on the author’s own experiences and discusses the possibilities and challenges of using Chinese social media platforms. It calls for an explicit reflexivity on rapidly changing technologies. The article also addresses the fact that the researcher leaves many digital footprints on the internet and social media, and the advantages and possible dangers in an authoritarian society such as China. The article is written as a reflection piece and a call for more open and systematic discussions on how digital technologies change research practices in and on China.

Abstract In the past few years, there has been an expeditious growth in the usage of social media platforms and blogging websites which has passed 3.8 billion marks of active users that use text as a prominentmeans for interactive communication. A fraction of users spread misinformation on social media. As Twitter has 330 million monthly active users, researchers have been using it as a source of data for misinformation identification. In this paper, we have proposed a Twitter dataset for fine-grained classification. Our dataset is consists of 1970 manually annotated tweets and is categorized into 4 misinformation classes, i.e, “Irrelevant”, “Conspiracy”, “True Information”, and “False Information” based on response erupted during COVID-19. In this work, we also generated useful insights on our dataset and performed a systematic analysis of various language models, namely, RNN (BiLSTM, LSTM), CNN (TextCNN), BERT, ROBERTA, and ALBERT for the classification task on our dataset. Through our work, we aim at contributing to the substantial efforts of the research community for the identification and mitigation of misinformation on the internet.

Social media has become an essential facet of modern society, wherein people share their opinions on a wide variety of topics. Social media is quickly becoming indispensable for a majority of people, and many cases of social media addiction have been documented. Social media platforms such as Twitter have demonstrated over the years the value they provide, such as connecting people from all over the world with different backgrounds. However, they have also shown harmful side effects that can have serious consequences. One such harmful side effect of social media is the immense toxicity that can be found in various discussions. The word toxic has become synonymous with online hate speech, internet trolling, and sometimes outrage culture. In this study, we build an efficient model to detect and classify toxicity in social media from user-generated content using the Bidirectional Encoder Representations from Transformers (BERT). The BERT pre-trained model and three of its variants has been fine-tuned on a well-known labeled toxic comment dataset, Kaggle public dataset (Toxic Comment Classification Challenge). Moreover, we test the proposed models with two datasets collected from Twitter from two different periods to detect toxicity in user-generated content (tweets) using hashtages belonging to the UK Brexit. The results showed that the proposed model can efficiently classify and analyze toxic tweets.

Governments around the world are strictly regulating information on social media in the interests of addressing fake news. There is, however, a risk that the uncontrolled spread of information could increase the adverse effects of the COVID-19 health emergency through the influence of false and misleading news. Yet governments may well use health emergency regulation as a pretext for implementing draconian restrictions on the right to freedom of expression, as well as increasing social media censorship (ie chilling effects). This article seeks to challenge the stringent legislative and administrative measures governments have recently put in place in order to analyse their negative implications for the right to freedom of expression and to suggest different regulatory approaches in the context of public law. These controversial government policies are discussed in order to clarify why freedom of expression cannot be allowed to be jeopardised in the process of trying to manage fake news. Firstly, an analysis of the legal definition of fake news in academia is presented in order to establish the essential characteristics of the phenomenon (Section II). Secondly, the legislative and administrative measures implemented by governments at both international (Section III) and European Union (EU) levels (Section IV) are assessed, showing how they may undermine a core human right by curtailing freedom of expression. Then, starting from the premise of social media as a “watchdog” of democracy and moving on to the contention that fake news is a phenomenon of “mature” democracy, the article argues that public law already protects freedom of expression and ensures its effectiveness at the international and EU levels through some fundamental rules (Section V). There follows a discussion of the key regulatory approaches, and, as alternatives to government intervention, self-regulation and especially empowering users are proposed as strategies to effectively manage fake news by mitigating the risks of undue interference by regulators in the right to freedom of expression (Section VI). The article concludes by offering some remarks on the proposed solution and in particular by recommending the implementation of reliability ratings on social media platforms (Section VII).

The highly influential users on social media platforms may lead the public opinion about public events and have positive or negative effects on the later evolution of events. Identifying highly influential users on social media is of great significance for the management of public opinion in the context of public events. In this study, the highly influential users of social media are divided into three types (i.e., topic initiator, opinion leader, and opinion reverser). A method of profiling highly influential users is proposed based on topic consistency and emotional support. The event of “Jiankui He Editing the Infants' Genes” was investigated. The three types of users were identified, and their opinion differences and dynamic evolution were revealed. The comprehensive profiles of highly influential users were constructed. The findings can help emergency management departments master the focus of attention and emotional attitudes of the key users and provide the method and data support for opinion management and decision-making of public events.

Information systems built in the form of social media and the internet make us able to carry out various activities without having to meet face to face. Social media is currently the main attraction for people to communicate and find information quickly. This is a great opportunity for companies to reach and expand their market. With an information system built in the form of social media and the internet, all obstacles, both distance and high costs, can be suppressed and communication can be carried out effectively. So far, PT. Red Eye Utama conducts marketing through radio advertisements, newspapers / billboards, this is what causes problems, due to limited space and time, as well as high costs to carry out all these processes. The negotiation process between the company and the customer is one of the obstacles that affects the company's service to customers. Therefore, one solution to the problems in this system is to build a Social Media Advertise Maintenance Information System. By using PIECES method analysis for improvements based on performance indicators, indicator information, economic indicators, control indicators, efficiency indicators and service indicators. To design the new system, object-oriented modeling is used, namely UML (Unified Modeling Language) which is the right tool to use in describing the system design that will be made according to User needs.

In 2017, the #ENDSARS hashtag began trending across social media platforms, calling for a scrap of a police unit Special Anti-Robbery Squad (SARS). Nigerians complained about the activities of SARS that include extortion, extra-judicial killing, and harassment, among others. The Nigerian government and Police authorities promised to overhaul the SARS activities despite calls to scrap the police unit. On October 3rd 2020, a video went viral across social media platforms how police officers suspected SARS officers shot a young man and took his Lexus car away. Social media influencers organized the protest and like wildfire, it spread across the country. Based on this, the research is structured to ascertain respondents’ level of exposure to social media framing on EndSARS protest, to determine if social media framing on EndSARS protest motivated the youths, to find out if social media framing contributed to protests across the country. No doubt, the internet and social media have changed the narrative of organizing protests across the globe and Nigeria in particular. Anchored on three theories namely, framing theory, social category theory, and technology determinism theory. Survey research method was adopted for the study and copies of the questionnaire were distributed online with help of Google forms. Findings revealed that respondents were exposed to social media framing on EndSARS agenda and social media framing contributed to country’s protest across the country. The study recommends, among others, that government should always investigate reports about its agencies and take proper action to forestall any protest in the future.
