AN OVERVIEW OF DIATOM AND ITS APPLICATIONS ON THE GEOSCIENCE AREA. Diatoms have been being studied in many countries. Diatoms provide a valuable and well-understood means on biomonitoring – one of which is focused on the base of the aquatic foodweb and highly representative of water quality. They are found in most aquatic environments and the sys tematic and taxonomic investigations of modern and fossil diatoms have been supported by numerous stud ies of distributional ecology. Diatom systematics, taxonomy and ecology indeed offer a wide scope of applications - from water quality to environmental monitoring and biostratigraphy as well as on geoscience area. The application of diatom analysis in determining whether drowning was the cause of death has proven to be a valuable tool in forensic science. Furthermore, diatoms can provide a record of environmental conditions because their relationship to water quality and aquatic habitat has been already known, and the diatom cell wall, which is silicified to form a frustule, is well-preserved, easily detectable and occurs in high numbers in sediment and water. However, this should not be limited to simply make an inventory of data: thoughtful ecology and paleo-ecology will assist in predicting the environmental impact of pollution and climate changes.

The results of fossil diatoms investigation from the deltaic sediments are presented. Samples were obtained from the core DM-1 and two Holocene outcrops from the Damchik region of the Astrakhan Nature Reserve. In the core samples eight periods of sedimentation based on diatom analysis were identified: the sediments formed in shallow freshwater basins and deltaic channels. The samples from the outcrops were investigated in much greater detail.

Metropolitan Istanbul Wastewater Treatment System contains 14 marine outfalls, seven of which include secondary stage biological treatment processes. The others have only mechanical treatment units including bar screens and grit chambers. Only one mechanical pre-treatment and marine disposal system, Yenikapi plant, has been operated since 1988 among these 14 plants and six of them are ready for construction. In this paper, the environmental impact of Yenikapi pretreatment and marine disposal system on the water quality of the Bosphorus and the Sea of Marmara has been investigated. Long term water quality measurements which were performed in pre-and post-dischange applications have been evaluated. Water quality parameters including pH, DO, BODs, TKN, P and total coliforms were measured at various sampling stations around the discharge points. A general evaluation of marine outfall systems to be constructed in the scope of Istanbul wastewater treatment project, on the water quality of the Sea of Marmara and the Bosphorus has been presented.

The linkages between disaster and environmental damage are recognized as important to predicting, preventing and mitigating the impact of disasters. Environmental Impact Assessment (EIA) procedures are well developed for non-ndisaster situations. However, they are conceptually and operationally inappropriate for use in disaster conditions, particularly in the first 120 days after the disaster has begun. The paper provides a conceptual overview of the requirements for an environmental impact assessment procedure appropriate for disaster conditions. These requirements are captured in guidelines for a Rapid Environmental Impact Assessment (REA) for use in disasters. The REA guides the collection and assessment of a wide range of factors which can indicate: (1) the negative impacts of a disaster on the environment, (2) the impacts of environmental conditions on the magnitude of a disaster and, (3) the positive or negative impacts of relief efforts on environmental conditions. The REA also provides a foundation for recovery program EIAs, thus improving the overall post disaster recovery process. The REA is designed primarily for relief cadres, but is also expected to be usable as an assessment tool with disaster victims. The paper discusses the field testing of the REA under actual disaster conditions.

Directive 97/11/EC, amending the Environmental Impact Assessment (EIA) Directive (85/337/EEC), introduced a number of key changes to the procedures of EIA in the European Union (EU). One significant amendment was the introduction of a requirement for EIAs to be completed for "changes or extensions to Annex I or II projects that have already been authorised executed or are in the process of being executed and which are likely to have significant adverse effects on the environment (CEC, 1997). That requirement imposes a duty on competent authorities to screen all changes and extensions of Annex I and Annex II projects for the need for EIA. Applying legal and policy principles established in the European Union, the scope of what constitute relevant changes and extensions is very wide. Given this wide scope, it would be reasonable to assume that screening changes or extensions would have been a major growth area of EIA activity in the UK. However, evidence presented here indicates just the opposite and suggests that many local planning authorities are not fully aware of the full implications of this clause in the EIA Directive. Furthermore, for the full implications of the "changes and extensions" clause to be implemented in the UK may require further amendments to the EIA legislation.
