Transformations in the sphere of federal relations concern the most important directions of the reforming processes in the country. However, not all proposed and actually developing components of the federal reform seem well-argued and corresponding to long-term, strategic interests of the Russian statehood. The basic course of reform should meet the objective requirements of further decentralization of governing economic and social processes and the need to ensure strengthening the responsibility of RF subjects’ executive bodies and local self-management for steady social and economic development of their territories. The solution of these problems calls for a new model of federal policy of regional development, specification of some important components of the municipal reform as well as inserting certain amendments into the system of intergovernmental fiscal relations in order to stir up their stimulating function.

AbstractFitzGerald identified four conditions (RI), (UR), (RI*) and (UR*) that are necessarily satisfied by an algebra if its monoid of endomorphisms has commuting idempotents. We show that these conditions are not sufficient, by giving an example of an algebra satisfying the four properties, such that its monoid of endomorphisms does not have commuting idempotents. This settles a problem presented by FitzGerald at the Conference and Workshop on General Algebra and Its Applications in 2013 and more recently at the workshop NCS 2018. After giving the counterexample, we show that the properties (UR), (RI*) and (UR*) depend only on the monoid of endomorphisms of the algebra, and that the counterexample we gave is in some sense the easiest possible. Finally, we list some categories in which FitzGerald’s question has an affirmative answer.

Abstract Introduction The ongoing COVID-19 pandemic has presented unforeseen threats and stresses to healthcare systems around the world, most notably in the ability to provide critical care. Aim To assess surgical NCHD experience in providing critical care and working in an intensive care environment. Method An electronic survey was distributed amongst surgical trainees and then amongst individual surgical departments. Ten questions were included in the survey assessing the NCHD’s experience with aspects of critical care. Results 39 respondents including 16 specialist registrars, 3 senior registrars, 11 registrars and 9 senior house officers. 18% of respondents had previous experience in anaesthetics or intensive care. 23% self-reported being competent in performing endotracheal intubation. 15% self-reported being competent in the use of CPAP and BiPaP, 5% did not know what these were. 20% self-reported being competent in the use of AIRVO. 15% self-reported being competent in placing central and arterial lines. 15% self-reported being competent in starting and adjusting inotropes/vasopressors. 49% reported completing a CCRISP or BASIC course. 85% felt that a rotation in anaesthesia should be a routine part of surgical training. Conclusions Whilst there is critical care experience amongst the surgical NCHD cohort there remains room for further development.

AbstractIf A is a norm closed algebra of compact operators on a Hilbert space and if its Jacobson radical J(A) consists of all quasinilpotent operators in A then A/ J(A) is commutative. The result is not valid for a general algebra of polynomially compact operators.
