Community-based adaptation (CBA) is a new approach that is attractive because it is a process of planning led by the community, based on community priorities, needs, knowledge and capacity - a process that should empower people to plan for climate change impacts (Hordijk and baud, 2010). Governance at the community level regarded to be a way to help them in adapting and maintain their livelihood on the coastal so that they can remain in the region. Governance in community engaged individual communities to group and jointly manages their livelihoods and conservation in their coastal areas. The intervention of the government and non-government organizations also play a role in the process of adaptation that occurs. This paper aim to elaborate the role of local champion in CBA process. Interesting findings from Tapak Village, Semarang who have done their community-based adaptation process is that the involvement of the community in the adaptation to climate change is greatly influenced by the presence of local champion in the region. The existence of networks between community and the relevant stakeholders in both the government and non-government organizations also became one of the supporting factors for the sustainability of community-based adaptation processes in coastal areas of Semarang City.

Adaptation to climate change is an important issue now and will continue to be for generations to come. This study designs an educational and practical workshop for adaptation to climate change at a local community level. The community universities in Taiwan normally facilitate social activities and informal learnings. This study thus defines the educational or social activities conducted in community universities as community-based affairs. After reviewing the phase II adaption action plan of Taiwan, critical adaptation sectors of disasters and water resources are identified. A case study on designing the community-based adaptation (CBA) workshop for water resources management in the Dahan River Basin is thereby developed. The learning subjects or practicing topics include an introduction to climate change impacts and their mitigation and adaptation; adaptation sectors of disasters, infrastructure, water resources, and agricultural production; and the utilization of water resources under climate change. Concept mapping of climate change impacts and debating possible global climate trends could further encourage participants to think in-depth and to act accordingly. This study also applies the rigor and relevance (R&R) framework to assist in the design of the CBA workshop and thereby to assess the effectiveness after its delivery. To further investigate the two-dimensional R&R levels of the CBA workshop, this study proposes eight combinations of contents and outcomes (tasks). In summary, this workshop gives background knowledge on geography and applies the analysis tool of concept mapping. The 10 learning subjects or practicing topics developed are mostly at the high rigor levels of 4—Analysis and 5—Synthesis. The overall “application level” of the CBA workshop is ranked as level 4 of “predictable real-world application.” The eight tasks that can “expand” the rigorousness of knowledge acquisition and “empower” the relevance of skill application are found to fall into Quadrant “C—Assimilation”.

India is urbanizing at an alarming rate and the impact of climate change is becoming more visible each passing day. The rapid urbanization and climate change have severe direct and indirect consequences, such as increasing poverty, inequality, massive displacement, public health concerns, and challenges of urban governance, among others. This paper identifies some of the most pressing issues faced by urban India in the context of climate change. It also details the interventions undertaken at the local, national, and international levels to counter the effect of the climate change. In addition, it critically evaluates the role of government organizations, especially in terms of undertaking regulatory and planning functions. The paper argues that the implementation of institutional reforms would enable the government to reach out to the private sector to improve urban service delivery. It also provides examples of best practices from India and the world in combating climate change through adaptation and mitigation approaches.Abstrak. India mengalami urbanisasi pada tingkat yang mengkhawatirkan dan dampak perubahan iklim menjadi terlihat setiap hari. Urbanisasi yang cepat dan perubahan iklim memiliki konsekuensi langsung dan tidak langsung yang parah, seperti antara lain meningkatnya kemiskinan, ketimpangan, pengungsian besar-besaran, masalah kesehatan masyarakat, dan tantangan tata kelola kota. Makalah ini mengidentifikasi beberapa masalah paling mendesak yang dihadapi oleh perkotaan India dalam konteks perubahan iklim. Makalah ini juga merinci intervensi yang dilakukan di tingkat lokal, nasional, dan internasional untuk melawan dampak perubahan iklim. Selain itu, secara kritis makalah ini mengevaluasi peran organisasi pemerintah, terutama dalam menjalankan fungsi pengaturan dan perencanaan. Makalah ini berpendapat bahwa pelaksanaan reformasi kelembagaan akan memungkinkan pemerintah menjangkau sektor swasta untuk membantu meningkatkan pelayanan perkotaan. Makalah ini juga memberikan contoh praktik terbaik dari India dan dunia dalam memerangi perubahan iklim melalui pendekatan adaptasi dan mitigasi.Kata kunci.
