The aim of this paper is to analyze four reforms introduced in the Polish family system in the 2010s. The reforms were introduced as an answer to a problem of very low fertility rates, as well as instruments helping women in achieving their work-life balance. The reforms are analyzed here in terms of their (de)genderization effects on Polish mothers and fathers. The use of a genderization-degenderization axis shows that the gendered division of domestic and care work is not challenged by the reforms, but it is rather reinforced by them. It is also doubtful if the reforms will manage to reverse current demographic trends.

Following 1945, that is the Second World War, Europe faced a huge demographic increase in the number of births, known as baby-boom. Encouraged by the improvement of the living conditions after the devastating war, the return of the optimism, opening of the employment opportunities and the renewal of the idea about the family, this demographic trend entailed the so-called familism tide. In the mid 1960-ies however, demographic indicators in almost all European countries began to change suddenly. Massive development of contraception, increased birth control and family planning, as well as higher employment of women and their integration in the labour market, took place. As a result of these trends, in the 1970-ties European countries faced a considerable drop in fertility rates. This trend reached its peak during 1970-1980-ties when a dramatic drop in fertility rates took place, known as baby-bust. As a consequence, almost everywhere in Europe, the fertility rate dropped below the level needed for simple population reproduction or below 2.1 children per woman. Several related trends also contributed to the change in the demographic picture of Europe, such as: dropping birthrates, shrinking of the population, delay in births (increase in the age of birth of the first child), increase in the number of one-child families, as well as growth in the number of couples without children (universality of births is no longer present – at least 1 child per family). Similar trends are evidenced in the countries of Central and Eastern Europe (CIE), with one considerable difference – they took place around a decade later compared to the developed European countries. One common characteristic which shaped the demographic changes in CIE countries was the fact that they occurred simultaneously with the radical changes of the societal system from socialism towards democracy in the 1990-ties. Due to this, demographic changes in CIE countries gain in weight, are furthermore under the influence of the transitional processes and thus differ considerably compared to those in the developed countries. The differences are heavily attributable to two sets of factors: a) different institutional settings, especially in the family policies related to employment of women and child raising; and b) different effects of these family policies upon fertility rates and participation of women in the labour market. Given the above demographic trends, welfare states in Europe, adjust accordingly, predominantly through the policies and measures of family policy as one of the social policy domains. Following a detailed statistical analysis of demographic indicators in Europe, this paper will produce an analysis of the family policy responses to demographic trends based on the Esping-Andersens’ classification of welfare states: universal welfare states (Nordic countries); conservative welfare states (Continental European countries); liberal social states (Anglo-Saxon countries) and South-European social states (Mediterranean countries). A specific focus in the paper will be also given to the demographic trends and corresponding family policy developments in the Republic of Macedonia, as a country of South Europe. Cross-cutting issues in the analysis of the family policy models will be: the extent to which family policies are gender-neutral or gender-specific (are they women-friendly and do they promote active fatherhood?), measures for harmonization of work and family life (are women appropriately supported in performing their roles of mothers and active participants in the labour market at the same time) and the scope in which family policy is being designed to serve the purposes of population policy (how the concern and the interest of the state to increase fertility rates shapes family policy?).

AbstractThis chapter presents the issue of parenthood as a subject of sociological inquiry in the context of broader social and cultural changes. I demonstrate why parenthood should be perceived as a process that is strictly connected with social, cultural and institutional contexts. Keeping this in mind I argue that there is no one proper way of doing parenthood. The most important aspect here are the links between parenthood and paid work. I critically approach the concept of work/life balance that is vastly popular in contemporary social sciences, but in my opinion is not always adequate to describe parenting in a post-communist society. I propose to look at parenthood through the lenses of three types of work: care work, paid work and domestic work. I claim that such approach helps to grasp different ways of parenting in contemporary times, as well as to recognise persisting gender and economic inequalities.

This paper presents the discussion about evaluating and using „migrating fertility” potential as a useful approach for designing and implementing pro-natalist and family policies which may play significant role in managing migration processes especially in the context of low fertility in European countries. The analysis presented in the article is based on pilot empirical study conducted in the UK in 2017 and 2018. The aim was to capture the views of migrants who have been staying in the UK for several years on the “Family 500+” fertility-boost financial aid program introduced in Poland in 2016. A critical aspect of the adopted approach is the inclusion in the analysis of future demographic trends the fertility potential of those who emigrated from their home country, a factor often underestimated in migration studies. The results of the study, which was conducted shortly after the launch of the Program, clearly indicate that the new child benefit is not the only decisive factor for Polish migrants, and therefore they are not necessarily eager to return to their home country despite the new pro-family policy.

Child-to-parent violence (CPV) constitutes a serious social problem due to its short and long-term consequences, which not only directly affect the victim but also generate a rupture of the family system. In this study, direct and indirect effects of exposition to violence within the family, insecurity in the family system (manifested as disengagement and/or preoccupation), and justification of violence on CPV toward mothers and fathers were analyzed with structural equation modeling (SEM). Davies and Cummings emotional security theory (1994) was applied. A total of 904 high school students between 13 and 20 years old participated in this study. Information regarding each participant’s committed CPV was obtained from the Child-to-Parent Aggression Questionnaire. Emotional insecurity was assessed with the Security in the Family System scale. To assess exposition to violence and justification of violence, the Exposure to Violence Questionnaire and Irrational Beliefs Inventory for Adolescents were applied, respectively. Strong relationships between exposition to violence within the family, emotional insecurity, justification of violence, and CPV toward mothers and fathers were observed. The results show that adolescents who are exposed to violence at home are more aggressive in the future. In addition, this relationship is mediated, at least in part, by the justification of violence and emotional insecurity. These results suggest that prevention and treatment of CPV aggressors should focus on improving security within the survivors’ family system as well as modifying attitudes toward violence.

OECD data suggest a significant gap between desired fertility rates and the total fertility rate achieved in developed industrial nations. In a qualitative study conducted in Australia in 2002 and 2003, people were asked how family policies influenced their decisions to have children. Participants did not clearly associate their fertility choices and prevailing policy settings. But their decision-making was grounded in commonplace accounts of incompatibility in balancing work and family. This article considers how individual choices may be shaped by such social and policy discourses and what implications this has for our understanding of the relationship between fertility choices and policy settings.

Fertility is a spatially non-stationary property of regional demographic systems. Despite the wealth of quantitative (micro–macro) information delineating short-term population dynamics in advanced economies, the contribution of economic downturns to local fertility has still been under-investigated along urban–rural gradients, especially in low-fertility contexts. Recent studies have assumed suburban fertility rates as systematically higher than urban and rural fertility rates. This assumption (hereafter known as the “suburban fertility hypothesis”) has been grounded on stylized facts and spatial regularities in advanced economies that reflect a significant role of both macro (contextual) and micro (behavioral) factors that positively influence fertility in suburban locations. To test the suburban fertility hypothesis at the macro-scale, the present study compares gross fertility rates from seven regional units of the Athens metropolitan area between 1991 and 2018. A refined spatial analysis of gross fertility rates during an economic expansion (1999–2008) and recession (2009–2018) was carried out in 115 urban, suburban, and rural municipalities of the same area. Experiencing sequential waves of economic expansion and recession, Athens’ socio-demographic dynamics were considered a sort of “quasi-experiment” for Southern Europe, linking late suburbanization with the multiple impacts of (rapid) economic downturns. Compared with both urban and rural locations, a higher fertility rate in suburban municipalities (15–20 km away from downtown Athens) was observed during the study period. However, a subtle distinction was observed during the economic expansion versus the recession. In the first period, the highest birth rates were recorded in industrial locations west of Athens, hosting economically disadvantaged communities with a relatively young population structure. With the recession, the highest fertility was associated with residential and service-specialized (wealthier) locations east of Athens, attracting resident population from neighboring areas, and better responding to crisis. The results of our study document how recent urban expansion and economic downturns have intrinsically shaped fertility dynamics, with implications for urban sustainability and social cohesion of metropolitan regions.

For many years, the provision of WLB/FPW was offered as an incentive from HR departments to their workforce. However, in the last decade, certain demographic trends and changes in the needs and the nature of the workforce upgraded the WLB/FPW concept to a more significant factor of business growth and competitiveness. The aim of this paper is to demonstrate the need for WLB/FPW in the equation of recruitment and retention of “generation Y” employees as a vital factor of the staffing policies and strategies in the forthcoming years.

Despite limitations of low fertility and high acidity of the soils, the cerrado flora is the richest amongst savannas. Many cerrado woody species show sclerophyllous leaves, which might be related to the availability of water and nutrients in the soil. To better understand the function and structure of cerrado vegetation within its own variations, we compared two cerrado communities: one in its core region in central Brazil (Brasília, DF) and the other on its southern periphery (Itirapina, SP). We contrasted the length of the dry season, soil fertility rates, leaf concentrations of N, P, K, Ca and Mg and the specific leaf area (SLA) between these communities. The dry season was shorter on the periphery, where the soil was more fertile although more acidic. Plants from the periphery showed higher SLA and higher leaf concentrations of N, P, Ca and Mg. We propose that the higher SLA of plants from the periphery is related to the shorter dry season, which allows better conditions for nutrient uptake.

In most families today, childcare remains divided unequally between fathers and mothers. Scholars argue that persistence of the gendered division of childcare is due to multiple causes, including values about gender and family, disparities in paid work, class, and social context. It is likely that all of these factors interact, but to date researchers have not explored such interactions. To address this gap, we analyze nationally representative time-use data from Australia, Denmark, France, and Italy. These countries have different employment patterns, social and family policies, and cultural attitudes toward parenting and gender equality. Using data from matched married couples, we conduct a cross-national study of mothers’ and fathers’ relative time in childcare, divided along dimensions of task (i.e., routine versus non-routine activities) and co-presence (i.e., caring for children together as a couple versus caring solo). Results show that mothers’ and fathers’ work arrangements and education relate modestly to shares of childcare, and this relationship differs across countries. We find cross-national variation in whether more equal shares result from the behavior of mothers, fathers, or both spouses. Results illustrate the relevance of social context in accentuating or minimizing the impact of individual- and household-level characteristics.
