In response to the increasing burden of recent health emergencies and disasters, the World Health Organization (WHO) and its partners established the WHO thematic platform for health emergency and disaster risk management research network (health EDRM RN) in 2016, with the purposes of promoting global research collaboration among various stakeholders and enhancing research activities that generate evidence to manage health risks associated with all types of emergencies and disasters. With the strong support and involvement of all WHO regional offices, the health EDRM RN now works with more than 200 global experts and partners to implement its purposes. The 1st and 2nd Core Group Meetings of the health EDRM RN were held on 17–18 October 2019 and 27 November 2020, respectively, to discuss the development of a global research agenda that the health EDRM RN will focus on facilitating, promoting, synthesizing and implementing, taking into account the emergence of the coronavirus disease 2019 (COVID-19) (health EDRM RN research agenda). A focus of the meetings was the establishment of an online platform to share information and knowledge, including the databases that the health EDRM RN accumulates (WHO health EDRM knowledge hub). This paper presents a summary of the discussion results of the meetings.

Abstract. Whilst the last decades have seen a clear shift in emphasis from managing natural hazards to managing risk, the majority of natural hazard risk research still focuses on single hazards. Internationally, there are calls for more attention for multi-hazards and multi-risks. Within the European Union (EU), the concepts of multi-hazard and multi-risk assessment and management have taken centre stage in recent years. In this perspective paper, we outline several key developments in multi-hazard and multi-risk research in the last decade, with a particular focus on the EU. We present challenges for multi-risk management as outlined in several research projects and papers. We then present a research agenda for addressing these challenges. We argue for an approach that addresses multi-hazard, multi-risk management through the lens of sustainability challenges that cut across sectors, regions, and hazards. In this approach, the starting point is a specific sustainability challenge, rather than an individual hazard or sector, and trade-offs and synergies are examined across sectors, regions, and hazards. We argue for in-depth case studies in which various approaches for multi-hazard and multi-risk management are co-developed and tested in practice. Finally, we present a new pan-European research project in which our proposed research agenda will be implemented, with the goal of enabling stakeholders to develop forward-looking disaster risk management pathways that assess trade-offs and synergies of various strategies across sectors, hazards, and scales.

The EANS workshop held in 1998 examined the various approaches to determine requirements and safety of vitamins and minerals. The methodology used and approaches taken on both sides of the Atlantic provided the focus of the event. Over three years later, and with risk assessment much advanced, the progress made was reviewed and inadequacies as well as limitations were defined. In addition, this workshop looked beyond assessment to the broader context in which nutrition science operates. What are the particular problems facing risk managers in the light of risk assessment conclusions? To what extent can nutrition research provide the answers that risk managers require and should the nutrition research agenda be shaped by the needs of the policymaker?

In recent years, severe and deadly wildland-urban interface (WUI) fires have resulted in an increased focus on this particular risk to humans and property, especially in Canada, USA, Australia, and countries in the Mediterranean area. Also, in areas not previously accustomed to wildfires, such as boreal areas in Sweden, Norway, and in the Arctic, WUI fires have recently resulted in increasing concern. January 2014, the most severe wooden town fire in Norway since 1923 raged through Lærdalsøyri. Ten days later, a wildfire raged through the scattered populated community of Flatanger and destroyed even more structures. These fires came as a surprise to the fire brigades and the public. We describe and analyze a proposed way forward for exploring if and how this increasing fire incidence can be linked to concomitant changes in climate, land-use, and habitat management; and then aim at developing new dynamic adaptive fire risk assessment and management tools. We use coastal Norway as an example and focus on temporal changes in fire risk in wooden structure settlements and in the Norwegian Calluna vulgaris L. dominated WUI. In this interface, the fire risk is now increasing due to a combination of land-use changes, resulting in large areas of early successional vegetation with an accumulation of biomass, and the interactive effects of climatic changes resulting in increased drought risk. We propose a novel bow-tie framework to explore fire risk and preventive measures at various timescales (years, months, weeks, hours) as a conceptual model for exploring risk contributing factors and possibilities for risk management. Ignition is the top event of the bow-tie which has the potential development towards a fire disaster as a worst case outcome. The bow-tie framework includes factors such as changes in the built environment and natural habitat fuel moisture content due to the weather conditions, WUI fuel accumulation, possibly improved ecosystem management, contribution by civic prescribed burner groups, relevant fire risk modeling, and risk communication to the fire brigades and the public. We propose an interdisciplinary research agenda for developing this framework and improving the current risk understanding, risk communication, and risk management. This research agenda will represent important contributions in paving the road for fire disaster prevention in Norway, and may provide a model for other systems and regions.

AbstractThe growing concern for ethics in applied linguistics may be attributed to attempts to stem the rising incidence of ethical lapses in order to ensure that the core ethical principles of (1) respect for persons, (2) yielding optimal benefits while minimizing harm, and (3) justice are preserved. Following a brief historical review of this topic, and building on the growing commitment to carry out ethical applied linguistic research, we map out seven research tasks that will enhance our understanding of how to extend this expanding research agenda. By inviting applied linguists to evaluate their methodological practices and those of their peers, we also argue for the need to develop the ethical dispositions of emerging applied linguists, with a view to create a more robust field.

PurposeFashion supply chain (FSC) research has identified two important issues of sustainability management and risk management. However, investigation of these issues is relatively sparse and has primarily been independent with little combinatory research, despite their important interrelationships. The purpose of this paper is to address that gap by critically reviewing extant literature to synthesise important sustainability risk issues in FSCs and proposing an empirical research agenda.Design/methodology/approachThis paper uses a structured literature review approach and Denyer and Tranfield’s (2009) context, intervention, mechanisms and outcome (CIMO) criteria for critical analysis to enable the development of future empirical research areas.FindingsWhile sustainability and risk are discussed independently in the supply chain literature, combinatory discussions are very limited, despite the interdependence of these concepts. There is little substantial research on sustainability risk in global FSCs and therefore, an empirical research agenda is proposed with the four research directions to address the gap and take forward the notion of supply chain sustainability risk management in FSCs: definition; organisation and management; influence on performance; and development of a conceptual framework.Research limitations/implicationsThis paper provides a critical literature review and thus lacks empirical study.Practical implicationsThis paper highlights important issues in sustainability risk management for FSCs and presents an agenda for future empirical research.Originality/valueThis paper contributes by providing a combinatory synthesis of sustainability and risk management in FSC literature and an agenda for future empirical research.
